CITY MANAGER 
City Manager's Weekly Report Update

This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that are useful for scheduling purposes and/or communicating with constituents on matters of interest. It also  provides details on special events, and  City-wide accomplishments. Some examples include:
  • Project kick-offs and completions
  • Initiatives that will affect service valued by our residents

  • Updates on inter-governmental relations, and

CONSTRUCTION CHANGE ORDERS AUTHORIZED
Change Order #8 for Norman Public Library Central is necessitated by field changes incurred for a number of items related to provide protective metal panels for slab cutting for the Central Library curtain wall system, work related to the ladder clearance for the elevator pit, steel tariff impacts for steel in the underfloor system slab, roofing work related the moisture dam for the curtainwall system, brick support for transition areas in the staff lounge area to the curtain wall on the third floor to ensure structural integrity, addition of fire-rated fabric in children area alcoves for fire rating requirements, and revision to the add TPO roofing material to the a roof parapet area to ensure warranty is maintained. Five (5) weather delay day were requested by the contractor and approved for this Change Order.
REDEMPTION NOTICE-NORMAN TIF 2013 BONDS
At the July 24, 2018 meeting, the City Council, acting as Trustees of the Norman Tax Increment Finance Authority (NTIFA), directed by Resolution that the outstanding principal on the 2013 NTIFA Notes be paid off on the first early redemption date, September 1, 2018.  Notice was formally given by the NTIFA Trustee (Bank of Oklahoma) on August 1, 2018 of the intention of the NTIFA to pay off this remaining debt from available incremental tax revenues.  By paying off the remaining $10,815,000 of Note principal in advance, the City/NTIFA will save approximately $1,017,000 in interest payments that would have been paid by the final maturity of the Notes on September 1, 2023.

PARKS
MAINTENANCE

Norman Community Dog Park
Work started this week to install an irrigation system at the dog park, as part of the P etSafe "Bark for Your Park" grant the City of Norman received last fall.  The new irrigation lines will be able to provide coverage in all areas of the park and allow Staff to re-establish and then maintain grass in the park. Those areas that are currently bare will be re-graded and have new sod installed after the irrigation project is completed and Staff is working with the citizen volunteers at the pa rk to keep park users informed of temporary closures of one area at a time while work is completed. Also, the concrete area around the water supply and drain in the park was expanded to combat the problem of wet/muddy ground when the dog pools are filled and drained throughout the day. Staff will work this fall to install more trees in the park as the final part of the grant project.

Downtown Landscape and Art
Crews worked this week to trim the elm trees in the 100-300 blocks of east Main Street and continue to raise the bottom of those canopies to provide the desired aesthetic and keep all traffic, information, and retail signs as visible as possible. The work is now done, prior to the Downtowners re-installing the tree lights in August and ahead of their starting the Walker Arts District banner installation on the pedestrian light poles in the area.  Also, lights were replaced in the Sooner Theatre marquee sign ahead of their production of "Legally Blonde-The Musical" starting Wednesday night as the final production in their 2017-2018 season. Contractors will begin the dressing room remodel of the theatre starting next Monday, to work during their dark period between seasons.

NORMAN FORWARD Reaves Park Renovation
City Staff worked with our Program Managers from ADG to complete our review of the 30% plans and cost estimate from Halff Associates for the project to convert Reaves Park into the city's youth baseball/softball complex, which will allow Griffin Park to complete its expansion of the soccer complex.  We will proceed to 60% plan review in the coming weeks as work continues to secure land for the new adult softball complex and relocated park maintenance facility, which both must move out of Reaves Park prior to our construction of the plan being produced by Halff.

RECREATION 

Special Events
Legacy Park hosted another @Legacy event this Thursday with renowned OKC Hip-Hop artist Jabee. Jabee Williams won an Emmy in 2014 for a video promoting the Oklahoma Science Museum. Next week on August 8, the Lazy Rooster Rhythm Co. will perform at Legacy Park.

Westwood Family Aquatic Center
The final Outdoor Movie Series showing of the summer is tonight at Westwood Family Aquatic Center with Disney's "Moana." The park will open at 8:30 p.m. and visitors will have full access to all the pools. "Moana" will start after sundown and those in attendance can either grab a tube and enjoy the movie in the lap pool or get a deck chair and watch under the stars.

Trae Young, former OU Basketball player and NBA Lottery Pick for the Atlanta Hawks rented the Westwood Family Aquatic Center for a community service event this past Wednesday, from 8:30-10:30 p.m. Five hundred Adidas back packs filled with school supplies were given out along with a limited number of Adidas shoes, autographed photos, and a Trae Young jersey.  People who attended also had full access to the park for swimming.

MAJOR TRANSPORTATION PROJECTS
   
12th Avenue SE Bond Project
Construction on the 12th Avenue SE Bond Project began on Monday, March 5, 2018. This is a $2.8 million construction project awarded to Allen Contracting, Inc. of Oklahoma City, Oklahoma. The project will be completed by September 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The project boundaries are 12th Avenue SE from north of Cedar Lane Road to Oak Tree Avenue.  Two lanes of traffic will remain open during construction. 

Next week the contractor's activities are as follows:        
  • Finish sidewalk installation on east side of 12th Avenue SE
  • Continue sidewalk installation on west side of 12th Avenue SE
  • Begin traffic signal footing installations at State Highway 9
  • Continue median work on State Highway 9
James Garner Avenue - Phase I
The project was awarded on March 13, 2018 to Silver Star Construction.  The  cost of the project is $1,867,880.  It includes reconstruction of the Acres Street intersection to improve safety and to meet Railroad Quiet Zone requirements.  The project will create the extension of James 
Garner Avenue between the railroad and the new Central Library.   
 
Next week the contractor's activities are as follows:
  • The contractor plans to continue placing the aggregate base material over the stabilized subgrade on James Garner Avenue, in preparation of the asphalt pavement.
  • Continue forming for the concrete curb and gutter

Street Sweeping Schedules for the August
For the month of August 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
  • Flood Ave to 12th Ave NE between Rock Creek Road and Robinson Street
  • 12th Ave NE to 36th Ave NE between Indian Hills Road and Alameda Street
  • Berry Road to 12th Ave SE between Main Street and State Highway 9

Main Street Streetscape Enhancement Project
Construction on the Main Street Streetscape Enhancement Project began on Monday, October 2, 2017. This is a $3.2 million construction project awarded to Rudy Construction of Oklahoma City, Oklahoma. The contract time is set at 260 days or completion by June 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being utilized for construction of the project. The project boundaries are Main Street from Park Drive to James Garner Avenue.  

All Streetscape Phases (1-8) are now substantially complete.  Punch list items and finishing up the electrical work is all that remains on the streetscape portion of the project.  Next, Monday, August 6th, Phase 9, the pavement mill and overlay portion of the project will begin.  Construction is anticipated to be completed by the first week in September 2018.

Traffic Calming Program
During the week of August 6, 2018, speed trailers will be deployed at the following locations:
  • Alameda Street, between Summit Lakes Boulevard and 36th Avenue East (Ward 1)
  • Merkle Drive, between Crestmont Street to Iowa Street (Ward 2)
  • Reid Pryor Road, between Luke Lane and Addison Avenue (Ward 7)
State Highway 9 Multimodal Path (Phase 1) Project - 24th Avenue SE to 36th Avenue SE
The project will provide the first segment of the State Highway 9 Multimodal Path along the north side of the highway.  The 10-foot wide concrete path will ultimately connect the urban part of Norman with Lake Thunderbird State Park.
 
The Oklahoma Department of Transportation opened bids on October 19, 2017 and awarded the contract to the low bidder (A-Tech Paving of Oklahoma City) on November 6, 2017. Construction began on March 5, 2018. The $649,899.85 project is being funded with 80% federal funds and 20% capital funds. 

Work on the longer retaining wall was completed last week and work began on the second retaining wall this week.  Concrete crew is working on the NE corner of the SH-9/24th Avenue SE intersection constructing ramps and the tie-in to existing sidewalk on the east side of 24th Avenue SE.  Construction of the concrete trail adjacent to the long retaining wall should begin next week.  Due to being behind schedule and added project elements, such as a 10' wide sidewalk on the west side of 24th Avenue SE and a tie-in needed at John Saxon Boulevard which haven't started yet, the end of construction is now estimated to extend to the end of August.   All traffic lanes will remain open and only the shoulder on the westbound side of the highway will be closed during construction.

UTILITIES
WATER TREATMENT

Lake Thunderbird water level is three inches below the top of the conservation pool.  The average daily water demand for the week was 16.6 MGD (Million Gallons per Day).  Interestingly, the two inch rain received earlier this week dropped the daily water demand by almost 5 MGD; from almost 19 MGD to just over 14MGD.
