D2 News: Updates & Accomplishments
|
|
City of San José 2018-2019 Budget: How I propose we invest resources in District 2
Each year, Councilmembers submit funding requests for community programs and capital improvements.
I am thrilled to share that my following
budget priority requests
were approved:
1. $1.5 million for the San José Police Department South Substation: The Mayor has agreed to allocate $1.5 million from the Essential Services Reserve for commencing the transition to a fully operational San Jose Police Department South Substation. This is a major victory for public safety in South San Jose. During the next few months, the City Manager is directed to complete an analysis to determine whether a new training facility should be purchased or leased. The City Manager will bring forward the results by Fall 2018. I have been very vocal about my desire to open the Substation for many reasons, including the fact that our community approved it -- and has been paying for it for years -- through the 2002 Bond measure. A key step in opening the Substation is to relocate the Police Academy and Training Unit so that we can free up the Substation for its original intended use and find a more suitable location for recruits and cadets. I am happy that we are making the investments necessary to initiate a phased approach for activating the Substation.
2. $32,500 for District 2 Fire Station Improvements: In addition to securing funds to support the SJPD Substation, we will be receiving money for two of our District 2 Fire Stations. Station 35 will receive 2 new ovens, 1 refrigerator, and 4 recliners; and Station 27 will receive 4 recliners. These enhancements will contribute to a better work environment for our local firefighters.
3. $90,000 for the Downtown Streets Team (DST) Monterey Road Clean-Up: Like many residents, I know Monterey Road is a notoriously blighted stretch of road in District 2. We have committed to change this by enlisting DST to clean up Monterey Road while engaging homeless and at-risk individuals. This project lead by DST would be a one-year agreement with them to clean-up illegal dumping, litter, and graffiti three times a week along Monterey Road from Branham Lane to Ford Road.
4. $915.00 for Signage for Identification of Wildlife Crossing on Monterey Road: Monterey Road, in particular the intersections at Metcalf Road and Bailey Avenue (a stretch approximately 1.7 miles long), are documented “hotspots’’ for roadkill. Because there is no safe wildlife crossing at these intersections, there are several wildlife deaths that are impacting traffic safety. We have dedicated funds for the installation of 4 signs leading up to Bailey Avenue to alert drivers about the wildlife crossing in the area.
5. $250,000 for Census 2020 in San José: An accurate census count is imperative in San José. $700 billion in Federal Programs and $76 billion in State Programs are on the table for local communities to benefit from. The City will hire a full-time Senior Executive Analyst and an Office Specialist to lead the census work at the City for Fiscal Year 2018-2019 and expand the work in 2020 with additional contract support and resources as needed to meet key milestones.
While I am certainly excited to share with you our successes this budget season, there were three proposals I pushed for that unfortunately did not make it into the final budget. I will continue working hard to create more funding for community engagement, senior transportation, other district improvements.
1. District 2 Movie Nights: Park activations with movie showings and energetic activities to reach our diverse population and provide a safe place for families to play.
2. District 2 Bike Ride Share Subsidy: A 6-month pilot project to provide free dockless ride share bikes to District 2 residents and visitors.
3. Driver for Southside Community Center: A driver to transport seniors to social activities, community events, and open space around the Southside Community Center.

City Sports Club, Dollar Tree & Phenix Salon come to Monterey Plaza
Since the beginning of 2018, here are the changes that the
Monterey Plaza
has undergone:

Phenix Salon
was the last lease that Kimco Realty signed and should start building out soon.
•
City Sports Club
will be moving into the old Walmart space. Please look for updates for the Grand Opening Ceremony.
•
The Dollar Tree
store moved into the old Walgreens location and is NOW OPEN.

2018 street sealing project will improve our District 2 streets
The City Council has approved a $10.5 million contract with Pavement Coatings Co. to maintain and preserve 69 miles of major roadways in San José. Surface sealing the streets will improve appearance and extend their useful life in order to defer more costly resurfacing and rehabilitation. The project will begin June - October 2018. A more specific timeline of streets will be released soon.
The following streets will be surface sealed in District 2:
1. Blossom Hill Rd. from Blossom Ave. to Monterey Rd.
2. Calero Ave. from Snell Ave. to Lean Ave.

The City of San Jose's letter to High Speed Rail on the 2018
Business Plan
In its
letter to the High Speed Rail Authority, the City states that we would like to view this development as an important shift in the way that the Authority, Caltrain, and the City will work together to explore and develop the best alignment options that balance and meet the needs of each Agency. It will be an asset to our City’s future development and vibrancy, while minimizing impacts to San José's neighborhoods. We respectfully request that the Authority support key areas and important issues during the implementation of High Speed Rail.

Emperor Norton's Italian Restaurant & Pizzeria
Emperor Norton's Italian Restaurant & Pizzeria is a local, family-owned restaurant. The owners have been involved with many schools and non-profits for fundraisers, and have sponsored various sports teams, the Santa Teresa High School Band, and more! The restaurant employs 15 people, many of them from our neighborhood, and most of them grew up eating the food as kids! Emperor Norton's Italian Restaurant & Pizzeria has one cook who has been there since 1997 and a server whose mom worked for them over 20 years ago!

The Hellyer-Christopher / Serenade Neighborhood Dumpster Day was successful thanks to our kind and dedicated neighbors, especially Diego and Christina, who volunteered their time to help their neighbors clean out their unwanted junk.

In the spirit of San José's Green Commute month, I took a Lime Scooter to On Lok Lifeways, where I witnessed firsthand the quality and impact of the healthcare and social services they provide to underserved seniors.
|
|
At the Santa Teresa Foothills Neighborhood Association General Meeting, I talked about my budget priority requests and answered other questions. We also got insight from Housing Department Director Jacky Morales-Ferrand and Councilmember Khamis.

|
I appreciate the American Red Cross, San José Fire Department, and volunteers who took time out of their day to install hundreds of smoke alarms! Additionally, Kieu Hoang contributed $610,000 towards our efforts. Thank you all for keeping our community safe.

At the Puerto Rican Flag Raising Ceremony organized by Councilmember Peralez, I commended Puerto Rico's resilient people and expressed my frustration over how the federal government neglected the islands' citizens after the devastating Hurricane Maria. We must stand united with our Puerto Rican brothers and sisters.

My District 2 Office partnered up with the Silver Leaf Neighborhood Association for the Spring Fling Community Resource Fair, where more than 200 neighbors enjoyed music, food, and COMMUNITY! We had the San José Police Department, the José Jose Fire Department, a bounce house, face painting, food trucks, West Coast Martial Arts, and more than 30 vendors who engaged eventgoers.

Hannah Cho, a talented Santa Teresa High School senior, was one of 20 San José students selected for the
2018 Downtown Doors exhibition to have their art added to the downtown landscape. We were so proud to join the reception honoring her work and then finding it on a Digital Realty Downtown Door! Congratulations to all winners, who received funding for their schools' art program!

DON'T USE FIREWORKS: All types of fireworks are banned in San José and most of Santa Clara County, including: large bottle rockets, roman candles, firecrackers, and sparklers. They are explosives that have caused injuries, property loss from fires, lost pets and many neighborhood disturbances. They put our residents and especially our youth at risk of serious injury.

Your neighborhood is invited to participate on Tuesday evening August 7, 2018, with many other neighborhoods across the country in celebration of
National Night Out, a crime and drug prevention event.

Students, get involved! My District 2 Team is looking for Fall 2018 interns!
Join our team and make a difference in the community! The Office of Councilmember Sergio Jimenez welcomes college or graduate school students interested community engagement, public service, policy research, and local government to apply for our District 2 Internship.
This unpaid internship provides students with an immersive experience in day-to-day operations of a City Council office that serves about 100,000 residents.
Student interns are expected to:
Communicate effectively with others
Adapt and work in a fast-paced environment
Have a willingness to learn and apply academic training to required job assignments
Commit a minimum of 15 hours per week

Round 1 Update: The CALMS Camera Project that won Round 1 of D2’s Participatory Budgeting process in November 2016 is currently being worked on by community members and the City Manager’s Office, which is working on the contract that will fund the project before project implementation will begin. Get involved: District 2 Neighborhood Associations
Neighborhood Associations are groups of community members who meet and collaborate to work towards common goals such as: beautification/clean-up efforts, safety enhancements, and social events. N.A.'s serve as a connection between the community and City Hall. We are here to support N.A.'s by providing direction, resources, grants, help with outreach, models for success, and more.
Reserving meeting space as an N.A.
As an established Neighborhood Association, you may reserve space for community use directly with Libraries and Community Centers in our District. As long as the meeting takes place during regular hours of operation, there is no charge to to your N.A.
If your event goes beyond the hours of operation, there is a charge for staffing. Our office is happy to accommodate
2 uses per N.A. per year for N.A.’s by paying for the staff time. Any additional uses outside of this would require your N.A. to cover the cost.
