Intellectual and Developmental Disabilities Waiver Renewal Stakeholder Meetings

Children's Home and Community Based Services Waiver Parental Fees Stakeholder Meeting

During the 2018 legislation session, the General Assembly provided funding (
Budget Request R-08) to conduct a study of determining an appropriate fee scale for this waiver and to implement the needed systems changes. These stakeholder meetings will discuss the project plan for this effort and explain the Department's approach for developing the fee scale.

Updated Verification Checklist Webinar

The Department has been working with our partners on updating our Verification Check List (VCL) to be more person-centered with plain language.
The updated VCL will be released in October 2018.
The Department will be hosting a webinar to provide further information on the updated VCL. The webinar will take place on Wednesday, Oct. 10, 2018, from 10 a.m. - 11 a.m. and from 1 p.m. - 2 p.m.

Income Eligibility Verification System Enhancements
|
In June 2018, the Colorado Benefits Management System (CBMS) implemented updates and enhancements to the Income Eligibility Verification System (IEVS) and its use of Reasonable Compatibility for Medical Assistance categories. This included implementing a reasonable compatibility check for Non-MAGI categories. This effort aligns system functionality with policy ensuring that Colorado Department of Labor and Employment (CDLE) income records are considered appropriately for both MAGI and Non-MAGI categories.
This project did not change the policy or rules for when an IEVS letter is sent. Members receive an IEVS letter when their self-reported income and the amount their employer reports to CDLE are significantly different or, more precisely, not reasonably compatible. The member is asked to provide an explanation of why the numbers are different, and/or to provide proof that the income received through IEVS is inaccurate.

Modified Adjusted Gross Income Flowchart and Frequently Asked Questions

For Modified Adjusted Gross Income (MAGI) Medical Assistance programs, household composition is determined for everyone in the household based on federal tax rules.
In most cases, this consists of tax filers and their tax dependents. However, there will be exceptions for some households. MAGI households are determined in three different ways: Tax Filer Rules, Tax Dependent Rules and Non-Tax Filer rules.
The Department has also posted the
Household Composition MBU Flowchart to assist eligibility workers in determining household composition for MAGI Medical Assistance programs.

Family First Prevention Services Act |
The Family First Prevention Services Act (FFPSA) is a federal law passed and signed by the President on February 9, 2018. The bill aims to invest funding in prevention and family services to help keep children safe and supported at home, to ensure that children in foster care are placed in the least restrictive, most family-like, and appropriate settings, and to make additional changes to the child welfare system.
No formal federal guidance is yet available on the FFPSA. Federal guidance related to eligible prevention services and programs is estimated for release in October 2018.
The Department has assigned several expert staff to the FFPSA work groups led by the Department of Human Services. These, work groups and associated committees, are developing strategy for implementation of this federal law in Colorado.
The Department's experts who regularly attend FFPSA planning meetings include a System of Care Specialist, a Residential Child Care Facilities (RCCF) and Psychiatric Residential Treatment Facilities (PRTF) policy specialist, and an Early and Periodic Screening, Diagnostic and Treatment (EPSDT) policy specialist. These staff are also participating in FFPSA compression planning meetings throughout the summer.
