Born and raised in St. Louis, Mayor Jim Hennessey moved to Cottleville with his wife Kristie 17 years ago in 2001.
Jim was elected in 2007 and he served as Alderman until he was later elected Mayor in 2013.
He is currently the President/CEO of Wirecraft
Manufacturing and is a father to four children. Jim and Kristie will be married 25 years this upcoming November 2018.
Mayor Hennessey has a passion for
family, and is known for being a "super handyman" around the house. Jim also LOVES golf! You can find him on any golf course near and far when time allows. Thank you Mayor Hennessey for your service to Cottleville!

What is a Use Tax?
In the simplest terms, a Use Tax is a Sales Tax on the purchase of taxable goods by Missouri businesses from out-of-state vendors. The amount of Use Tax due on a purchase is equal to the Sales Tax rate in place at the point of delivery. This means that when an out-of-state purchase is made and no Sales Tax is charged, the Use Tax would be applied; therefore, the same amount of tax is applied on both in-state and out-of-state purchases.
Are Use Taxes Common?
More than 105 Missouri cities and 45 States already have a Use Tax, including the State of Missouri, St. Charles County, Wentzville and Foristell. Cottleville currently does not have one. Without a Cottleville Use Tax in place, out-of-state taxable purchases do not get charged the 2% City of Cottleville Sales Tax that is charged on local purchases. With a Use Tax in place, the same amount of Sales Tax applied on local purchases by businesses would apply to out-of-state purchases.
How Does it Work ?
Because the Use Tax rate mirrors the Sales Tax rate, the Use Tax will always be equal to the Sales Tax rate. That means with a Use Tax in place, a business buying out of state will pay the same rate charged on taxable products purchased locally on which they would be paying Sales Tax. If the business buys locally, the Sales Tax applies. If the out-of-state purchase does not have sales tax applied, then the Use Tax applies, so there is not a double tax.
How will the Use Tax be Used?
According to the Missouri Municipal League, passage of Proposition U could bring an estimated $65,000 to the City of Cottleville. The City Board of Aldermen has determined the additional revenues from Proposition U will go towards items such as street improvements and public safety. This additional revenue will keep our roads and sidewalks in the condition our residents expect.
Is this only a business tax?
The Use Tax is primarily a business tax, but there are cases where it may apply to individuals. As a resident of Missouri, you are already responsible for reporting out-of-state purchases totaling more than $2,000 (NOT including personal property such as vehicles, boats, etc.) and paying those as part of your State of Missouri tax submissions due on April 15th each year. This revenue goes to the State and St. Charles County through their Use Tax that is already in place. In the case with taxable business purchases, the City of Cottleville does not receive the 2% of taxes that would apply if Sales Tax had been applied. Passage of Proposition U would mean the City of Cottleville would also collect the City's portion of the Use Tax, which will equal the City Sales Tax rate, currently 2%.

Fifth, Main & Chestnut Streets
After completion of design and right of way work, improvements to Fifth Street in the historic old town Cottleville area are currently underway. Also the design and right of way work is now complete for similar improvements to the Chestnut and Main Street area in historic old town Cottleville. Both of these improvements are planned to include curbs, sidewalks, parking, upgraded street signage and street lighting that would resemble our recent improvements on Main Street or along Highway N. Weather permitting Fifth Street construction should tentatively be complete this year. The improvements to the Chestnut and Main Street areas should begin this year. For many years, the Cottleville Community Improvement District has discussed much needed improvements for streets within Cottleville's historic district. The intersection at Highway N and Fifth Street is congested and too often, accidents occur at this location. Future plans include additional street improvements in the old town historic area of Cottleville as funds can be allocated. These projects are funded by the Cottleville Community Improvement District.
Mid Rivers Mall Drive at Cottleville Parkway
Construction will soon begin at Mid Rivers Mall Drive near Cottleville Parkway, and beyond. Improvements will include additional turn lanes, improved crosswalks, bridge widening and relocating the pedestrian sidewalk/pathway back off the road/shoulder, similar to what is in front of Stygar-Hutchens funeral home. Construction should begin in 2018 and continue through spring or summer of 2019, weather permitting. This project is funded by the City of St. Peters, East West Gateway, and St. Charles County Road Board.
Gutermuth Road & Over Pass

is still planing to begin constructing an overpass in 2019 on Page/364 at Gutermuth
with a tentative completion date in 2020
. Funding is being sought to
realign/widen Gutermuth Road
to Motherhead Road.
Dog Park Improvements Underway
Due to its popularity, plans are underway to expand the Dog Park by extending the fenced area and adding additional resting/seating areas. A contractor has been selected and construction is planned to be completed in 2018.
Harmony Lake Area in Legacy Park
A connector trail is planned to be constructed at Harmony Lake Parkway and Centre Lake Drive making the existing Podhorn Memorial Trail complete.

The St. Charles County Veterans Museum will share displays that tell the stories of St. Charles County Veterans and honor their sacrifice. They operate solely on contributions made by the public.
The St. Charles County Veterans Museum is a not-for-profit, tax exempt educational institution.
OUR MISSION: Inspiring, informing, and engaging the residents of St. Charles County to honor the memories of County Veterans who served the United States of America with patriotic valor.
The museum will be located at 410 East Elm Street, O'Fallon, Missouri.

A group of Webelo Scouts attended the July Board of Aldermen meeting to ask important questions about their community such as roadside trash pick up, and park improvements. Mayor Jim Hennessey welcomed them and everyone was happy these scouts were eager to learn about local government!
