ISLAND IS STILL UNDER PHASE ONE (A)
THE ISLAND STILL REMAINS UNDER A STATE OF EMERGENCY ALONG WITH BRUNSWICK COUNTY AND A NUMBER OF MUNICIPALITIES LOCATED WITHIN AND INCLUDES A NIGHTLY CURFEW FOR BRUNSWICK COUNTY EACH NIGHT UNTIL SEPTEMBER 24TH AS NCDOT ROAD CREWS WORK THROUGHOUT THE NIGHT MAKING NEEDED REPAIRS.
BHI MARINA & DEEP POINT MARINA REMAIN CLOSED UNTIL FURTHER NOTICE
DUKE ENERGY UPDATE:
Duke Energy personnel were onsite all day yesterday and will be bringing over 2 additional crews again this morning in working to complete its assessment of the power infrastructure. As of yesterday, needed repairs effecting the plant and distribution to the island from the mainland continue to be a work in progress as reported.
AT THIS TIME,
DUKE ENERGY POWER HAS STILL NOT BEEN RESTORED TO THE ISLAND
AND WE DO NOT HAVE AN ESTIMATED TIME FOR RESTORATION. THIS IS CONFIRMED WITH DUKE ENERGY.
PUBLIC UTILITIES & WATER PRODUCTION STATUS:
THE VILLAGE UTILITIES DEPARTMENT IS ONLY PROVIDING WATER TO THOSE FACILITIES IN SUPPORT OF THE EOC. THIS INCLUDES THE EOC, UTILITIES, PUBLIC WORKS & MARITIME MARKET.
THOSE INDIVIDUALS TAKING ADVANTAGE OF THE WATER DURING TIMES WHEN THE WATER IS TURNED ON FOR EOC OPERATIONS ARE POTENTIALLY PRODUCING WASTE THAT IS NOT MAKING IT TO THE PROPER LOCATION FOR TREATMENT!
ROAD CONDITIONS & FLOODING:
While in some areas viewed yesterday following the prior evening's pumping throughout the night we saw a substantial lowering of floodwaters in excess of 3' to 4' feet in some areas, there are yet other locations of Village roads at Federal Road to the Conservancy (short of Kinnakeet Way), SBHW in the areas between Flora's Bluff/Killegray Ridge and in getting to the intersection of SBHW & Conservancy, and from Muscadine Wynd heading to West Bald Head Wynd that are still too deep for many ICE vehicles, and leaving but a few just high enough and the fleet of back-hoes being used in the recovery effort, to get down to areas essentially cut off from Cape Fear Station and Middle Island. As for Stede Bonnet..., it too is still flooded deeply, but with numerous pumps re-positioned as of yesterday at locations towards the southern end of Stede Bonnet and routing of pump hoses to the 17th fairway lagoon, we hope to get floodwaters down.
CAPE FEAR STATION & MIDDLE ISLAND UPDATE:
As of yesterday, efforts of two crews deployed, one to Middle Island and the other to Cape Fear Station, we were able to get all primary roads cleared of vegetative debris with minimal flooding. Middle Island is clear to the gate at the Ibis Roost Sanctuary including Dogwood Ridge Lane and Cape Fear Station is cleared except for a few of the allies.
Today's efforts will continue with crews being deployed to clear all secondary roads throughout Stage I and getting as many of the "hangars" (limbs hanging & encroaching from above into the public right-of-way) removed as well.
FLOODWATER PUMPING ACTIONS UPDATE:
While we still have many locations deep with water I do want to acknowledge also that we are having a huge impact on a lot of other areas since having started with the recovery.
ACTION PLANS FOR TODAY:
1. CONTINUED PUMPING OPERATIONS AND DEBRIS REMOVAL WILL BE THE PRIORITIES OF THE DAY!
2. CONTINUE TO CONDUCT SEWER PUMP ASSESSMENTS OF INDIVIDUAL RESIDENTIAL HOMES IN IDENTIFYING THOSE STILL UNDERWATER.
3. CONTINUED PLANNINIG & COORDINATION EFFORT FOR DEBRIS REMOVAL TO INCLUDE:
a. VEGETATIVE DEBRIS
b. "WHITE GOOD" (i.e. refrigerators)
c. GOLF CART BATTERIES
*In our pre-planning for debris management, while we have pre-positioned sites identified for vegetative debris (Timber Creek Mulch site), we are working to identify temporary staging sites for golf cart batteries as well as any other items identified.
OUR OBJECTIVE IS TO HAVE PLANS IN PLACE AND CLEARLY COMMUNICATED TO ALL PRIOR TO RE-ENTRY.
The Village has coordinated with BHI Transportation for the temporary relocation of the Village Administration Department at Deep Point Marina and tentatively scheduled to re-open at that location on Monday September 24th, 2018. While the Village's EOC Team must continue with recovery efforts, it is recognized as well that the "day-to-day" functions must continue as well.
