Oakland TGA Planning Council (OTGA-PC): Alameda County (AC) and Contra Costa County (CCC)

The Prevention Committee of the Oakland TGA Planning Council (OTGA-PC) met on May 14, 2018
Meeting Highlights/Takeaways
- CDPH, OA is defunding all testing sites that have not had a positive test result (newly diagnosed) in the past 2 years, representing 3 of 9 testing sites in the Oakland TGA
- Effective January 2019, CDPH, OA will de-emphasize Targeted Testing and move towards routine opt-out testing at hospitals, urgent care clinics and other places located or serving high HIV incidence areas
- CDPH, OA will continuing funding evidence based interventions (EBIs) that focus on linkage/retention in HIV care and high-risk HIV negative people until the end of 2018; CDPH Office of AIDS has not yet determined if funding for EBIs will continue in 2019

Meeting Highlights/Takeaways
Alameda County data-to-care tracking:
- The first quarter of 2018, 47 individuals received partner service and linkage to care, also 11 individuals were re-engaged in care
- April 2018, 15 newly diagnosed HIV cases received partner service and linkage support; providers identified 27 patients as being out-of-care; and 6 cases were identified co-infected with HIV and STD
Contra Costa County’s average viral suppression rate (79%) is lower than 79%; in 2016, California’s average, which in 2016 was 54% for people estimated to be living with HIV and 61% for people living with diagnosed HIV (

In April 2018, CCC’s Data to Care Program served 518 clients; 95% were HIV negative; 399 women of color, 116 MSM and 3 transgender clients

Training Highlights/Takeaways
- Ryan White Part D, serving women, infants, children and youth living with HIV and their affected family members, is required to educate clients about research/research opportunities and keep them aware of current research that is happening and/or available to participate

The CDPH-OA reported the following highlights at the May 2018 San Francisco EMA HIV Community Planning Council and Oakland Transitional Geographic Area Planning Council meetings:
- The California HIV Surveillance Report 2016 and Supplemental Tables are released and available at www.cdph.ca.gov/Programs/CID/DOA/Pages/OA_case_surveillance_reports.aspx
- Three new fact sheets “Viral Suppression Rates of Medi-Cal Enrollees with HIV” (2013, 2014, 2015) describing the continuum of care are available at www.cdph.ca.gov/Programs/CID/DOA/Pages/OA_case_surveillance_reports.aspx
- CDPH, OA website now includes clinical providers in the PrEP-AP Provider Network https://www.cdph.ca.gov/Programs/CID/DOA/Pages/OAMain.aspx
- The Humboldt Area Center for Harm Reduction applied to CDPH, OA to authorize a new syringe exchange program. On April 5, 2018, their application opened for 90-day public comment posted here www.cdph.ca.gov/Programs/CID/DOA/Pages/OA_prev_secpapp.aspx

The number of contracts that the PrEP-Assistance Program (AP) executed increased from 6 to 18. The program currently contracts with:
- 1 clinic in Alameda County (Primary Care at Home, Inc.)
- 4 clinics in Imperial County Clinicas de Salud del Pueblo)
- 3 clinics in Los Angeles County [APLA Health & Wellness (2); Dignity Health, St Mary’s Medical Center (1)]
- 1 clinic in Riverside County (Desert AIDS Project, Inc.)
- 1 clinic in Sacramento County One Community Health)
- 2 clinics in San Diego County (San Ysidro Health - San Ysidro Health Center)
- 1 clinic in San Francisco County (San Francisco AIDS Foundation)
- 5 clinics in Sonoma County [Santa Rosa Community Health (1); West County Health Centers (4)]

AIDS Project of the Easy Bay (APEB)
|
APEB, a longstanding, highly recognized AIDS service organization in the East Bay that services Black/African American MSM and other MSM of color, shut down its HIV case management services. Alameda County Public Health Department (ACPHD), Office of HIV Care (OHC) worked with the agency to ensure continuity of care for patients previously served by the organization.
APEB office is now at the City of Refuge at 8400 Enterprise Way, Oakland, CA 94621.
