ISLAND IS STILL UNDER PHASE ONE (A)
THE ISLAND STILL REMAINS UNDER A STATE OF EMERGENCY ALONG WITH BRUNSWICK COUNTY AND A NUMBER OF MUNICIPALITIES LOCATED WITHIN AND INCLUDES A NIGHTLY CURFEW FOR BRUNSWICK COUNTY EACH NIGHT UNTIL SEPTEMBER 24TH AS NCDOT ROAD CREWS WORK THROUGHOUT THE NIGHT MAKING NEEDED REPAIRS.
BHI MARINA & DEEP POINT MARINA REMAIN CLOSED UNTIL FURTHER NOTICE
DUKE ENERGY UPDATE:
Duke Energy personnel on island yesterday completed their infrastructure assessments indicating significant numbers of transformers still located under water which did not look favorable for restoration of service.
AT THIS TIME,
DUKE ENERGY POWER HAS STILL NOT BEEN RESTORED TO THE ISLAND
AND WE DO NOT HAVE AN ESTIMATED TIME FOR RESTORATION.
PUBLIC UTILITIES & WATER PRODUCTION STATUS:
THE VILLAGE UTILITIES DEPARTMENT IS ONLY PROVIDING WATER TO THOSE FACILITIES IN SUPPORT OF THE EOC. THIS INCLUDES THE EOC, UTILITIES, PUBLIC WORKS & MARITIME MARKET.
THOSE INDIVIDUALS TAKING ADVANTAGE OF THE WATER DURING TIMES WHEN THE WATER IS TURNED ON FOR EOC OPERATIONS ARE POTENTIALLY PRODUCING WASTE THAT IS NOT MAKING IT TO THE PROPER LOCATION FOR TREATMENT!
ROAD CONDITIONS & FLOODING:
With over a dozen or more pumps running non-stop, including the two 10" pumps which have the greatest effect volume-wise in removing water off island, we continue to see progress in many areas of Stage I. The effort at some point will involve re-positioning pumps to ramp up on-going efforts at several locations that are still deep underwater towards the east end of the island throughout Flora's Bluff, Killegray Ridge, Dunedin, Seaton, and Inverness. Other areas where efforts will continue with regards to flooded roads still too deep to travel down are Federal Road (west of Kinnakeet Way), intersection of SBHW & Federal Road at the Conservancy, and Stede Bonnet.
BRUNSWICK COUNTY EMERGENCY SERVICES & STATE SUPPORT WITH THE NC ARMY NATIONAL GUARD ON RECOVERY EFFORTS:
NC Army National Guardsmen will be mobilizing this morning to the island in support of the Village's recovery efforts providing personnel & assets including two high-water vehicles to maneuver pumps & hose.
Brunswick County Emergency Services has coordinated for delivery of additional 6" & 4" pump hose.
ROAD CLEARING UPDATE:
With most all of the primary roads & secondary roads cleared of debris (with the exception of those areas of the roads still flooded), from the hard work & efforts of the volunteer crews assigned to that task over the last week, today's efforts will continue with a crew being deployed to remove the "hangars" (limbs hanging & encroaching from above into the public right-of-way).
FLOODWATER PUMPING ACTIONS UPDATE:
While we still have many locations deep with water I do want to acknowledge also that we are having a huge impact on a lot of other areas since having started with the recovery.
ACTION PLANS FOR TODAY:
1. CONTINUED PUMPING OPERATIONS AND DEBRIS REMOVAL (HANGARS) WILL BE THE PRIORITIES OF THE DAY!
2. CONTINUE TO CONDUCT INDIVIDUAL SEWER PUMP ASSESSMENTS (STREET BY STREET) OF INDIVIDUAL RESIDENTIAL HOMES IN IDENTIFYING THOSE STILL UNDERWATER WITH THE ASSISTANCE OF NATIONAL GUARD PERSONNEL & HIGH-WATER VEHICLE ASSETS.
POST-STORM DEBRIS MANAGEMENT UPDATE
CONTINUED PLANNING & COORDINATION EFFORTS FOR DEBRIS REMOVAL ARE UNDERWAY TO INCLUDE:
a. VEGETATIVE DEBRIS
b. "WHITE GOODS" (i.e. refrigerators/freezers/washers & dryers)
c. GOLF CART BATTERIES
d. GOLF CARTS (IN PART OR WHOLE)
THE VILLAGE IS UNDER THE BRUNSWICK COUNTY DEBRIS MANAGEMENT CONTRACT WITH CROWDER GULF WHICH HAS BEEN ACTIVATED. VILLAGE STAFF HAVE COORDINATED FOR AN ON- ISLAND SITE VISIT WITH THE PROJECT MANAGER ASSIGNED TO THE VILLAGE.
*In our pre-planning for debris management, while we have pre-positioned sites identified for vegetative debris (Timber Creek Mulch site) & sand stock-piling for sifting and placement back on to the beach, we are working to identify other temporary staging sites for items referenced above.
OUR OBJECTIVE IS TO HAVE PLANS IN PLACE AND CLEARLY COMMUNICATED TO ALL PRIOR TO RE-ENTRY.
SOLID WASTE COLLECTION
EOC TEAM IS WORKING WITH WASTE INDUSTRIES FOR COLLECTION OF ALL RESIDENTIAL TRASH ACCESSIBLE NOW WITH ALL PRIMARY & SECONDARY ROADS PASSABLE (WITH EXCEPTION OF FLOODED AREAS)
*COMMERCIAL WASTE - EOC IS ALSO COORDINATING FOR PICKUP OF ALL COMPACTED WASTE
THE OBJECTIVE HERE IS TO, AS BEST WE CAN, EMPTY THE ISLAND CONTAINERS (RESIDENTIAL & COMMERCIAL), IN ADVANCE OF A TRANSITION TO PHASE ONE(B) & TWO WHEN POSSIBLE.
CHANGE IN OFFICE LOCATION & START DATE:
The Village has coordinated with BHI Transportation for the temporary relocation of the Village Administration Department at Deep Point Marina. The tentative date for re-opening of "VILLAGE HALL" at that location WILL BE TUESDAY, September 25th, 2018.
While the Village's EOC Team must continue with recovery efforts working from its on-island location at Public Safety, it is recognized also that the "day-to-day" administrative operations must continue as well and that it is best for the safety & well-being of Village employees that it be operated from the mainland side until further notice.
AS NEW OR CHANGING INFORMATION BECOMES AVAILABLE ON IMPORTANT ASPECTS OF THE RECOVERY EFFORT AN UPDATE WILL BE SENT OUT ASAP...
