Winter Yard Waste Collection
This week is your first chance to dispose of any remaining yard waste as well as live Christmas trees. Collection dates for winter yard waste collection season are Saturday, January 4th and Friday, January 10th in Windsor Heights. The current bag and cart stickers are still good to use during these dates. The next chance to dispose of yard waste on your curb will be in April.
2020 Curb It! Calendar Magnet
Metro Waste Authority wants to help you keep track of your Curb It! recycling collection day. Pick up a 2020 Curb It! calendar magnet at City Hall. The magnet shows your collection weeks based on lid color as well as days collection will be affected by holidays, indicated in orange.

City Begins Planning Work For 73 rd Street Reconstruction
City Council members have expressed support for reconstruction of 73 rd St. The City’s staff, engineering company and financial advisor have begun working to make this happen. The work is expected to be divided into two segments; one from University Ave. north and the other from University Ave. south. The University/73 rd St. intersection is currently included in the southern section. City engineering company, Bolton & Menk, has developed design proposals for both sections. Action on these proposals will probably occur in the next several months when a plan for funding the design work is determined. At this point the City expects construction to begin on the north section first. 

Most of 73 rd St. is included in the City’s Urban Renewal District. The City expects the small section that is not in the Urban Renewal District to be added in the near future. This will allow Tax Increment Financing (TIF) funds to be used for some or all of the project costs. Using TIF for projects reserves the City’s debt capacity for other projects that are not TIF eligible. The City will begin work on obtaining outside funding for 73 rd St. in January. There is no guarantee that outside funding will be provided, but there are several factors which are favorable for outside funding. At this time there is no specific timetable for the actual construction work. It will likely take several years to get to that point, but the important news is that this journey has now started.
Winter Driving Tips From Windsor Heights Police
The best advice for driving in bad winter weather is not to drive at all, if you can avoid it. Don’t go out until the snow plows and sanding trucks have had a chance to do their work, and allow yourself extra time to reach your destination.

Vacation Watch
For all snowbirds and travelers — the Windsor Heights Police Department offers a Vacation Watch program. Time and manpower permitting, the police will visually check your home. Requests need to be submitted five days before you leave. You can complete a form in person at the Police Department, located at 1133 66th Street, or click the button below to fill out the form online.
City Council Meetings
Recordings of City Council Meetings are now available to view on windsorheights.org as well as the City's Facebook, Twitter, and YouTube accounts. Starting in March, the meetings will no longer be live streamed on Facebook Live, but will be available to view on the above mediums by the Friday of City Council meeting weeks. Currently, the internet bandwith is very low, which is why these videos take a long time. However, the bandwith will be upgraded this spring and at that time the videos will be available sooner.

City Council Member Joseph Jones in Business Record’s Most Influential Forty Under 40

This publication takes a closer look at each of those 20 individuals nominated as the most influential leader in their class.
Fiscal Year 2021 City Operating Budget Work Proceeding
City Staff are currently working on the Fiscal Year 2021 City Operating Budget. Below is a schedule of the upcoming items that will need to happen in order to approve the Budget.
  • 1/20/20 — City Council review at the Council meeting.
  • 2/4/20 — Resolution is given to City Council for a Public Hearing to be held on the Maximum Property Tax. City Council does another review at the Council meeting.
  • 3/2/20 — Public Hearing is held at the Council meeting on the Maximum Property Tax. Council approves the Maximum Property Tax Resolution. A resolution is given to City Council for a Public Hearing to be held on the final Budget.
  • 3/16/20 — Public Hearing is held at the Council meeting on the final Budget and then Council adopts the final Budget. 

All above dates are subject to change.
City Staff Reorganization Complete
At its September 3rd meeting, the City Council approved a revised staffing configuration. The three positions that were eliminated were the full-time park & recreation coordinator, communications director/deputy city clerk, and part-time accounts payable clerk. All three positions were vacant following the resignations of the employees in these positions. The City replaced these 2.66 full time equivalent (FTE) positions with two FTE positions. The costs for the two new positions are essentially identical to the costs of the eliminated positions. The two new positions are communications/recreation coordinator that was filled by Whitney Tucker, and finance director that was filled by Rachelle Swisher. Whitney is an experienced TV reporter and has held other communications related positions. Rachelle served as the city clerk/finance officer for the City of Cumming for over eight years and also has military and private sector experience. These new employees are already making positive contributions to the City’s operations.
