As a reminder, this newsletter is published on a quarterly basis outside of the legislative session; the next edition will be published in November 2018. We will return to monthly publishing during the next legislative session, beginning in January 2019.
Accountable Care Collaborative Update

On July 1, 2018, the next iteration of the Accountable Care Collaborative (ACC) launched. The goals of this phase are to improve member health and reduce costs. The Department has published resources and guidance for providers, members, and other interested parties on CO.gov/HCPF/ACCPhase2, including a member resource center and who to contact for help.

Here are a few key concepts about this next iteration you may find helpful:

1 All full-benefit Health First Colorado members (excluding members enrolled in Program for All-Inclusive Care for the Elderly [PACE]) will be enrolled in the Accountable Care Collaborative (ACC) and assigned to one of seven Regional Accountable Entities (also known as regional organizations). Health First Colorado members will no longer be able to opt-out of the ACC and into regular or basic Medicaid. For more information: Key Concepts Fact Sheet.

All full-benefit Health First Colorado members will be assigned a primary care medical provider (PCMP) that will serve as a member's medical home. Health First Colorado members will continue to have their choice of provider, including specialist, and can change their PCMP at any time. Physical health services will continue to be reimbursed fee-for-service. Member assignment to a PCMP does not affect fee-for-service payments. For providers interested in becoming a PCMP, see Contracting Guidance for Primary Care Medical Providers Fact Sheet.

Behavioral health services will continue to be paid through the capitated behavioral health benefit. Services covered under the capitated behavioral health benefit will be paid by RAEs. For more information: Contracting Guidance for Behavioral Health Providers Fact Sheet.

Regional Accountable Entities will manage members' physical and behavioral health by performing duties previously held by the Regional Care Collaborative Organizations (RCCOs) and Behavioral Health Organizations (BHOs).

HCPF Names Cost Control Office Director

This month the Department named Stephanie Ziegler to direct its new cost control office, which was created by SB18-266 and will pursue cost-control strategies in Medicaid. The bill dedicated permanent staff to pursue such strategies, along with value-based payments and other approaches. The Director is the first of several roles to be filled in the office. Substance Use Disorder Services Stakeholder Engagement Opportunity

In the coming months, the Department will begin engaging stakeholders to design and develop the residential and inpatient substance use services as directed by HB18-1136 . All meetings will be open to the public. If you have heard from advocates or constituents who are interested in participating in these conversations, please have them contact Natasha Brockhaus .
