ROBERT’S REPORT TO YOU

Responding
to the FY19 Budget
As the Democratically controlled legislature finished its budgeting work for FY19, they have once again manifested extraordinary irresponsibility . Rather than addressing New Jersey’s unfunded pension and healthcare liabilities, they have chosen to go on an extravagant spending spree at the taxpayers' expense. How many more people will be forced to leave New Jersey prematurely as a result of their fiscal ineptitude? I remain committed to setting New Jersey’s fiscal course toward solvency and responsibility.
This is what
Governor Murphy
has done to YOU
Among other increases in spending , Governor Murphy's FY19 Budget includes:
  • $2.1 million to provide legal assistance to undocumented immigrants facing deportation
  • A number of pet projects: $750,000 for a ferry project in South Amboy; $750,000 for water treatment plant security costs in Sayreville; $1 million for HVAC and building upgrades in Hillsborough School District; $500,000 for the Complete Count Commission; and $5 million for the Civic Information Consortium

This is not the mention tax increases totaling $1.5 billion which has been broken down below:
  • $505 million: Increase the top rate of the corporation business tax to 11.5 percent for 2 years, then 10.5 percent for 2 years, making New Jersey the second highest in the country and an outlier in the region.
  • $246 million: Imposing a new top tax rate of 10.75 percent on incomes over $5 million. Expected to affect 1,760 taxpayers.
  • $200 million: Online sales tax.
  • $200 million: Decoupling from federal tax code, effectively taxing the repatriation of corporate funds that may come back due to changes under the federal Tax Cuts and Jobs Act.
  • $46 million: The increase in tax liabilities for banks and financial institutions that pay the Corporation Business Tax due to the changes imposed in the new CBT tax increase law.
  • $196 million: Combined reporting.
  • $100 million: Adding 17 percent surtax on carried interest. This only takes effect if Connecticut, New York and Massachusetts enact legislation doing the same thing.
  • $15 million: Airbnb sales tax.
  • $12 million: Uber/Lyft tax (50 cents/25 cents shared) per ride.
  • $4.5 million: New 10 cent tax on each milliliter of liquid nicotine.
  • $1 surcharge on motor vehicle fines for DNA Laboratory Fund.
