NASCIO Named 2018 Silver Winner of the ASAE Power of A Award 

NASCIO has  been named a Silver Award recipient in the 2018 American Society of Association Executives (ASAE)  Power of A  program for its Deloitte-NASCIO Cybersecurity Study . State IT Procurement: we want to hear from YOU!

For the past two years NASCIO has been heavily focusing on state IT procurement reform with the following:
  • In February 2016, we issued a call to action for state IT procurement reform which was endorse by the National Association of State Procurement Officials (NASPO).
  • In July 2016, NASPO invited NASCIO to a joint roundtable to discuss the recommendations and results of which were published after.
  • In October 2017, NASCIO and NASPO established a joint task force on IT procurement negotiations and released a joint roadmap which included 18 recommendations for IT procurement reformation and transformation.
So, what's next? Earlier this spring NASCIO convened a Roundtable on IT Procurement Innovation to focus on how the private sector can play a role in NASCIO's IT procurement reform efforts. In 2015, NASCIO surveyed its corporate members and 70% reported being moderately to very dissatisfied with the state IT procurement process. So, we knew this was the next step. The Roundtable is made up of members representing NASCIO's CLC; NASPO; NASCA (National Association of State Chief Administrators); CompTIA SLED Council; and ITAPS and is co-chaired by Maine CIO Jim Smith and Idaho CIO Greg Zickau.
 
The Roundtable is tasked with identifying IT procurement innovations and solutions to common IT procurement challenges and helping aid communication between the state and private sector communities in the IT procurement process. In order to do this, WE NEED TO HEAR FROM YOU! What do you think are the biggest reforms that will improve the state IT procurement process? What have you seen that works? Follow this  link  and tell us all you've ever wanted to say about state IT procurement. Deadline for responses is June 27.

  1. Cyberspace Solarium Commission  Both chambers of Congress have now passed the National Defense Authorization Act (H.R. 5515) which establishes a Cyberspace Solarium Commission. The Commission is charged with developing a "strategic approach to protecting the crucial advantages of the United States in cyberspace against the attempts of adversaries." The thirteen-member commission would be staffed by private sector and legislative and executive branch members who have expertise and experience with cybersecurity. Read more here
  2. FCC Extends Mobility Fund Phase II Challenge Process At the behest of several senators, the Federal Communications Commission (FCC) has extended its deadline to challenge the coverage maps that would inform the process for Mobility Fund Phase II funding. Roughly $4.5 billion makes up the Mobility Fund Phase II which will go to support and add coverage for areas that lack 4G LTE service. The new deadline is expected to be in November. Read more here.
  3. Chris Krebs to Lead NPPD On June 12, the Senate confirmed Christopher Krebs to lead the National Protection and Programs Directorate (NPPD) within DHS. NPPD oversees the security for federal civilian networks and is charged with protecting critical infrastructure from cyber and physical threats. NPPD also houses the Office of Cybersecurity and Communications and the Office of Cyber and Infrastructure and Analysis; both regularly engage with state government officials.  
  4. CSG Advisory Group on Elections Security The Council of State Governments (CSG) hosted an advisory group meeting on May 22 to develop a strategy to enhance collaboration among state and local leaders working on elections security. CSG has partnered with the Democracy Fund to create the advisory group which will invite officials from eight states to a consortium meeting to be held later this summer.   5. ICYMI: GDPR in Effect  The European Union's General Data Protection Regulation (GDPR) went into effect May 25, 2018 and requires entities located within the EU or those that market goods or services to EU residents (regardless of location) follow several new rules related to privacy and data protection. NASCIO hosted a webinar on the impact of GDPR to state governments, the recording for which can be found here
