June 1, 2019

Dear Friends,

I previously shared information about Governor Hogan's   495 270 Managed Lane Study . This is a plan to widen the Beltway and Interstate 270 and add toll lanes to them both.

A critical vote is happening and we need your action within the next several days. Please keep reading!

Expansion of the Beltway and I-270 to add toll lanes would directly impact District 3 and Prince George's County residents. The Prince George's County Planning Department is studying the proposal to better understand the potential impact on County homeowners, businesses, natural resources, and more. Their analysis includes a map of the existing interstate right of way. Click here to view the Planning Department study including the existing right of way.

Despite the best efforts of many, we have not been able to put into place  additional safeguards on massive Public Private Partnerships such as this one and a key vote is coming up soon. Learn more about some of the concerns here.

The Maryland Board of Public Works is scheduled to vote on Wednesday, June 5, on whether to allow pre-solicitation contacts to be put out prior to conducting an environmental  impact statement (EIS) and traffic study on what would be the largest Public Private Partnership (P3) ever in Maryland.

The Board of Public Works consists of Gov. Larry Hogan, Comptroller Peter Franchot, and Treasurer Nancy Kopp.

I urge you to reach out to each of them TODAY -- especially Comptroller Peter Franchot who may be undecided -- to express your opinion on whether the Board of Public Works should move forward with pre-solicitation contracts prior to the completion of the Environmental Impact Statement and traffic study.  Please also sign this petition.

You may know that even as the State is pushing forward this massive project, several other transportation projects are in various phases which also would directly affect District 3: the MAGLEV train and the Washington, DC to Baltimore Loop Project.  Governor Hogan is also attempting to gain state control of the Baltimore-Washington Parkway from the National Park Service to widen/toll that roadway.

The Washington, DC to Baltimore Loop Project Draft Environmental Assessment (EA) has been prepared and is available for public comment through June 10, 2019.  Please review the draft EA at www.dcbaltimoreloop.com  and submit comments online at the same link or mail them to:

I have consistently raised concerns about the MAGLEV train. Later this summer and fall will be crucial times for our public agencies and residents to speak out about the MAGLEV train. There will be five public hearings in November. In the meantime, comments can be made directly to Baltimore Washington Rapid Rail online , via email or mailed to:
