Polk County 2018 Flood Assistance Program
Polk County's 2018 Flood Assistance Program has been implemented to assist low to moderate income residents of single-family owner-occupied homes to replace or repair water heaters, furnaces and electrical panels from damage caused by floodwater.

Homeowners who fall below 80% of the median income level for Polk County and who have had flood damage will qualify for up to $6,000 to replace their water heater, furnace and electrical panels. The cost for furnace will be capped at $2,750, hot water heater at $1,750 and electrical panel at $1,500 - in aggregate not to exceed $6,000.
Reimbursement will be available for homeowners who meet the income guidelines that already have replaced these items - paid invoices will be required. Owner-occupied mobile homes will be eligible for up to $750 for water heaters, furnaces and electrical panels. Rental, multi-family and commercial properties are not eligible for this program.

The program will be jointly administered by the Polk County Public Works Department and staff of the affected cities within Polk County.

Permit fees waived for flood damaged properties
The City of Windsor Heights is waiving all permit fees for repairs and improvements related to the recent flooding. The permit fees will be waived from July 9, 2018- October 5, 2018. You can locate our permits on our website , http://www.windsorheights.org/162/Permits.  As you begin repairing flood-damaged areas,  please keep watch for scams and individuals posing as legitimate contractors. Please submit your permit before starting any work.  Stay in contact with your insurance provider and work only with licensed, reputable contractors.  Visit the Iowa Attorney General's site for guidance on selecting  contractors ,
Bike Trail Opened- Temporary Patch
The bike trail is opened. The bike trail has a temporary patch on it. You may travel on it, but please proceed carefully since the patch is made of gravel rock. Keep watch for updates on when it will be paved.

What financial assistance is available to flood impacted residents?

In addition to the Polk County 2018 Flood Assistance Progran that is listed above,the Iowa Individual Assistance Grant Program is for qualifying residents of Polk County. The grant program provides up to $5,000 for households with incomes up to 200 percent of the federal poverty level or a maximum annual income of $41,560 for a family of three. Grants are available for home or car repairs, replacement of clothing or food and temporary housing expenses not covered by insurance or other grant programs. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Human Services website at http://dhs.iowa.gov/disaster-assistance-programs. Potential applicants have 45 days from the date of the proclamation to submit a claim. HMA OVERLAY
The Contractor has completed the following streets that were  included in the original HMA project:
  •  69th Street between Washington Avenue and Hickman Road
  •  Northwest Drive between 69th Street and Franklin Avenue
  •  Allison Avenue between 66th Street and 64th Street
  •  66th Street between the south end and Lincoln Avenue
  •  66th Street between School Street and University Avenue
  •  70th Street between University Avenue and Colby Avenue
The following streets may be added to the project if the budget allows :
  •  Mott - 69th Street to 66th Street
  •  School St - 64th to 65th
  •  65th St - School to Lamar Pl
  •  Lamar Pl - 65th to 64th St
Please follow the project's website for further updates. The residents of these streets will be notified if work on their street occurs.
63rd Sidewalk Updates
All concrete has been placed for the entire project and the sidewalks are open.  The Contractor still has some punch list items to be completed.  Areas that need to be seeded or reseeded will occur when more favorable growing conditions occur, late summer/early fall. The street is open and we do not expect any more delays.
Fireworks- August 7th

National Night Out- August 7th
Looking for a family-friendly atmosphere? Well, look no further! Windsor Heights Annual National Night Out Against Crime is on August 7, 2018 from
5:00 p.m. -7:00 p.m. in Colby Park. There will be food, inflatables, helicopter display, stickers, coloring books, face painting, spin art, barrel train rides, K-9 demo, prizes and drawings and a jaws of life demo. There's something for every member of the family to enjoy.

National Night Out is designed to heighten crime and drug prevention awareness, generate support and participation in local anti-crime programs, such as Neighborhood Watch, strengthen neighborhood spirit and police-community partnerships and send a message to criminals letting them know that neighborhoods are organized and fighting back.
