A busy week in Project Labor Agreement activity so to the report.

Cities
City of Sacramento:  Tonight the City will be paying for a secret deal it crafted behind the scenes over the last 5 months with local union bosses. The City's Memorial Auditorium Project has just gone out to bid and it did so with a PLA attached to it. This PLA was secretly crafted behind the scenes by city staff, Kitchell, and a law firm that serves as a front for union bosses. CFEC, through a Public Records Act request has obtained the emails that show what occurred here and it's everything that makes people hate politicians and government. A desire to "keep it quiet" mixed with admissions about how much more the PLA will cost due to lost bidders, it is quite the read. If you would like to see it contact CFEC today. Getting back to the City Council meeting tonight, they will be left paying the initial tab for the PLA which means paying Kitchell for the time they put into creating it and for "unforeseen" and "expected" costs associated with a PLA:    Supplemental Agreement for a Guaranteed Maximum Price for the Memorial Auditorium Improvement Project.
 
Stay tuned as we have also unearthed in our efforts the ultimate goal of unions in Sacramento: Their 20 years in the making city-wide PLA. CFEC will be in contact with you soon for your help in fighting it.
 
City of Elk Grove : CFEC's weekly statewide scouring of public meeting agendas also uncovered the Mayor of Elk Grove's attempt to sneak a PLA discussion on to the next city council meeting scheduled for tomorrow (May 23rd). CFEC's Kevin Dayton wrote this excellent piece in the Elk Grove News that lays out concisely what the unions and Mayor are trying to do here. City of San Francisco : For more than 5 years local groups, ABC NorCal and CFEC have been working to keep a city-wide PLA from becoming a reality in this city. With a city-wide PLA inching closer and closer a local group of minority businesses and groups are working hard to push back against it. The letter they just sent the Mayor is powerful and spot on. Education
Rancho Santiago Community College District:  The Rancho Santiago Community College District voted to extend its PLA at a recent board meeting. This horribly corrupt school district is the poster child for PLAs as it shows once again that political ambition and the waste of taxpayer dollars go hand in hand with PLA advocacy. 
 
Grossmont Cuyamaca Community College District:  Having failed to get enough qualified bidders on this project the first time around, the college is giving it another try. Good luck with that PLA in there.

Oxnard Harbor District:  This entity has been approached by local union bosses about placing a PLA on all work. CFEC is now working to educate the Commissioners about PLAs and their downside. Stay tuned!
