New California Updates, Regulations, and Requirements
Bay Area AQMD Managing Grant
The Bay Area AQMD is managing a $34M statewide grant program for replacing conventionally fueled vehicles and equipment with zero-emission units. The grant program will be funded on a first-come, first-served basis for qualifying projects including:
  • Forklifts (with >8,000 lbs. lift capacity) at any location;
  • Airport ground support equipment; 
  • Port cargo handling equipment;
  • Repowering ferries, tugboats, and towboats; 
  • Shore power at berths that serve ocean-going vessels.

US EPA Diesel Vehicle and Equipment Replacement Grant
US EPA will be announcing a $44M 2021 DERA Grant to scrap & replace older diesel vehicles/equipment/vessels with new low- or zero-emission units. Public agencies, NGOs and native tribes are eligible applicants. Private fleets are eligible as sub-applicants.

Volkswagen Environmental Mitigation Trust
Volkswagen Environmental Mitigation Trust will open a $5M solicitation for statewide EVSE grants in February. Pre-solicitation workshops will be held on 1/11/21 and 1/21/21.

Toyota KINTO Share Car Rental Program
Toyota has brought their “KINTO Share” hourly or weekly car rental business from Japan to the US. Currently, KINTO is only available in Southern California, but service territories are expanding. Reservations and vehicle access are handled from a smartphone, there are no membership fees or minimum purchases and insurance, 24/7 roadside assistance, and maintenance are all included.

Davis School District Receives Grants to Enhance Tech-Ed Courses
Davis School District has received over $9M in grants for Career Technical Education programs. Davis High will use the grants to develop a “technology hub” to provide training in ag, robotics and an automotive technician program that includes electric vehicles.

Green Technology Fleet Data Analysis Tool
Green Technology is testing a fleet data analysis tool that can help fleet managers understand the optimal time and the amount needed to budget when preparing for the upcoming vehicle and infrastructure mandates. Battery Electric Locomotive Pilot Test
BNSF Railroad is testing a battery electric locomotive, used in combination with conventional diesel locomotives in freight train consists running between Barstow and Stockton. The pilot program is expected to reduce overall emissions plus improve fuel economy by 10%.

EV Pickups
EV Pickups: 2021 will be the year of the EV pickup truck. Tesla’s Cyber Truck (stainless steel with a 500 mile range), GM’s Hummer (1,000hp and 11,500 lb-ft torque), Ford’s eF150 (specs not yet announced), Rivian’s R1T (11,000# tow capacity), Lordstown’s Endurance (4-wheel hub motors) and Bollinger’s B2 (a 10,000# GVWR MD Truck).

Airbus Exploring Hydrogen Fuel Cells
Airbus is studying the potential for hydrogen fuel cell “Pods” for large commercial aircraft. Each “Pod” would be a fully self-contained power unit with an electric motor, composite high-thrust, eight-blade propeller, fuel cell and hydrogen fuel.

Workhorse Receives Order for e-Vans
Workhorse has received a PO from Pride Group Truck Sales for 6,320 step vans. The order is split between the Workhorse C-1000 (1,000 cubic feet of cargo space) and the C-650 (650 cubic feet). The step vans can be ordered with 100 or 150 mile battery range configurations.

Median Range of all EVs Exceeds 250 Miles
The median EPA range for all EV models offered in the 2020 model year exceeded 250 miles. The 2020 model year also marked the first year that an EV achieved an EPA estimated maximum range of more than 400 miles [Tesla Model S “Long Range”].

Refineries Report
California Refineries: For the week ending 12/25/20, refineries in California produced 5,761 barrels of gasoline and 2,001 barrels of diesel. The current LCFS Credit for 1 MT of CO2 remains at $198.97.
