This guidance is intended for all Americans, whether you own a business, run a school, or want to ensure the cleanliness and safety of your home. Reopening America requires all of us to move forward together by practicing social distancing and other  daily habits  to reduce our risk of exposure to the virus that causes COVID-19. Reopening the country also strongly relies on public health strategies, including increased testing of people for the virus, social distancing, isolation, and keeping track of how someone infected might have infected other people. This plan is part of the larger  United States Government plan external icon and focuses on cleaning and disinfecting public spaces, workplaces, businesses, schools, and can also be applied to your home.

TSA Delays Security Training for Surface Transportation Employees Compliance Date
 
This rule delays the effective date of the final rule entitled, ‘‘Security Training for Surface Transportation Employees’’ from June 22, 2020, until September 21, 2020. TSA has concluded that many owner/operators within the regulated community may be unable to meet deadlines in the rule because of actions taken at various levels of government to address the COVID–19 crisis. TSA is, therefore, extending the effective date of the rule and related compliance deadlines

Commercial Vehicle Safety Alliance (CVSA) Creates Public Online Repository for Active Emergency Declarations

In response to the COVID-19 pandemic, some commercial motor vehicle regulations in Canada, Mexico and the U.S. were temporarily relaxed to reduce restrictions that may limit motor carriers from promptly providing much-needed products and services to assist with emergency relief efforts. Subsequently, many states, provinces and territories issued a variety of emergency measures specific to their jurisdictions. With numerous temporary actions in place, there was a need for a central repository containing active emergency declaration information.
 
To address this need, the Commercial Vehicle Safety Alliance (CVSA) obtained High Priority Grant funding from the Federal Motor Carrier Safety Administration and partnered with Seikosoft, a contracted software company, to develop an online repository for current emergency declarations, waivers, amendments, extensions, exemptions, executive orders, etc., that the commercial motor vehicle enforcement community and the motor carrier industry may reference at any time. 

Fed expands Main Street lending program to more companies

New York (CNN Business)The Federal Reserve is expanding its emergency Main Street lending program, now giving larger companies and ones with more debt the opportunity to tap into funds meant to limit the damage from the coronavirus crisis.

The US central bank  announced  Thursday the Main Street program, which has yet to launch, will now be open to companies with up to 15,000 employees, or up to $5 billion in annual revenue. Previously, the program was limited to companies with up to 10,000 employees and $2.5 billion in revenue.

At the same time, the program will also welcome smaller companies. The Fed said the minimum loan size will double to $1 million.

SBA Issues PPP Guidance on Laid-off Employees Who
Refuse to be Rehired

Businesses that received Paycheck Protection Program (PPP) loans can exclude laid-off employees from loan forgiveness reduction calculations if the employees turn down a written offer to be rehired, according to new guidance from the U.S. Small Business Administration (SBA), which warned that employees who reject offers of reemployment may find themselves ineligible to continue receiving unemployment benefits. The guidance was included among three new questions the SBA added over the weekend to a PPP frequently asked questions (FAQ) file it maintains in consultation with Treasury. The new guidance is included in FAQs 40–42. The first of the new questions asks if a borrower's PPP forgiveness amount would be reduced if the borrower lays off an employee and then offers to rehire the employee, but the employee declines the offer.

‘New Normal’ Travel Guidelines Given to White House by Industry 

The U.S. travel industry says it submitted to the White House and U.S. governors guidance for travel-related businesses as the country starts to reopen amid the Covid-19 pandemic.
