City Manager's Weekly Report Update

This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that are useful for scheduling purposes and/or communicating with constituents on matters of interest. It also  provides details on special events, and  City-wide accomplishments. Some examples include:
  • Project kick-offs and completions
  • Initiatives that will affect service valued by our residents

POLICE ACTIVITIES LEAGUE (PAL)
 
PAL Summer Camp Concludes
The Norman Police Department completed is annual Police Activities League (PAL) Summer Camp Thursday with a graduation ceremony in the Norman City Council Chambers. Led by police officers, the three-week camp taught 45 middle school students the core values of the Norman Police Department, while also helping them to implement the values through athletic, recreational, educational, and civic opportunities. The camp also highlights key team building skills and life lessons by helping the students apply them to real-world leadership scenarios and team activities.

The purpose of the Police Activities League is to foster relationships that will bridge the gaps between law enforcement and youth, while also exposing the students to the possibility of a future career in law enforcement.  The goal is to motivate young people to be outstanding citizens and to empower them to act as a positive influence in our community. Free to all students who take part, the PAL Summer Camp is primarily funded and supported by community partnerships and donations.

Special Events
The Thursday night concert series "@Legacy" continued this week with The Fitzgerald's entertaining the crowd at Legacy Park. Future concerts include hip-hop artist Jabee on August 2 and the Lazy Rooster Rhythm Co. on August 9.

Westwood Family Aquatic Center
There are several special events remaining on the calendar for the 2018 pool season. The next event will be the "Rock and Splash" pool party on Friday, July 27. Guests will enjoy our live DJ and beat the heat with a night time swim. The final movie for the Summer Outdoor Movie Series at Westwood Family Aquatics Center will be on Friday, August 3.  The featured film will be "Moana" and will begin at sunset. 
 
Senior Center
The Senior Center hosted the Savvy Senior Gadgets and Gizmos on Thursday. Jim Miller, who writes articles for The Oklahoman and The Norman Transcript, demonstrated the best of senior-friendly products. Some of the featured products were senior-friendly cell phones, smartphones, tablets, health and fitness devices, medication reminders and driving aids.  

Little Axe Community Center
The Oklahoma Regional Food Bank Summer Feeding and the Pioneer Library's Story Time programs concluded this past Thursday for the summer. Story Time hosted a celebration for those that participated in the summer reading program featuring music by Steven Streetman, Outreach Coordinator with the Pioneer Library System.  
 
Whittier Recreation Center
Taylor Burget, University of Oklahoma Pom Coach, hosted the Sooner Jr. Pom and Dance Camp at Whittier Recreation Center this week. The camp ran Tuesday through Thursday with a performance for the parents to end the camp. 
 
Youth and Adult Sports
Registration for the fall season of adult softball at Reaves Park is underway with team registration only. The deadline to register is August 24 and the season runs from September to November.

DISASTER RECOVERY PROJECTS CDGB-DR 

Imhoff Creek Channel Repair Project
Construction on the Imhoff Creek Channel Repair Project began on Monday, September 11, 2017. This is a $750,000 construction project to address damages to a 750-foot segment of articulated concrete block channel caused by the May 2015 Floods.  A-Tech Paving of Oklahoma City, Oklahoma is the contractor.  Federal Emergency Management Agency (FEMA) has agreed to reimburse the City 87.5% of the actual construction costs.
 
This project involves the following items:
  • Re-grading the channel bottom and side slopes to match pre-disaster elevations and dimensions 
  • Re-establishing the plunge pool for energy dissipation located at the downstream end of the project
  • Removal of the damaged concrete articulated block segments and drop structure
  • Installation of new concrete lined channel and drop structure
This project is now substantially complete and punch list items are now being addressed.

MAJOR TRANSPORTATION PROJECTS
   
12th Avenue SE Bond Project
Construction on the 12th Avenue SE Bond Project began on Monday, March 5, 2018. This is a $2.8 million construction project awarded to Allen Contracting, Inc. of Oklahoma City, Oklahoma. The project will be completed by September 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The project boundaries are 12th Avenue SE from north of Cedar Lane Road to Oak Tree Avenue.  Two lanes of traffic will remain open during construction. 

Next week the contractor's activities are as follows:        
  • Finish sidewalk installation on east side of 12th Avenue SE
  • Begin sidewalk installation on west side of 12th Avenue SE
  • Finish traffic signal interconnect conduit installation between Cedar Lane and SH-9
  • Begin traffic signal footing installations at State Highway 9
  • Continue median work on State Highway 9
James Garner Avenue - Phase I
The project was awarded on March 13, 2018 to Silver Star Construction.  The  cost of the project is $1,867,880.  It includes reconstruction of the Acres Street intersection to improve safety and to meet Railroad Quiet Zone requirements.  The project will create the extension of James 
Garner Avenue between the railroad and the new Central Library.   
 
Next week the contractor's activities are as follows:
  • The contractor plans to begin placing the aggregate base material, over the stabilized subgrade on James Garner Avenue, in preparation of the asphalt pavement.
  • Begin forming for the concrete curb and gutter

Citywide Sidewalk Reconstruction Program-Bus Stop Modifications

This program is intended to assist property owners in repairing existing sidewalks and constructing new sidewalks along an entire city block. Property owners who wish to participate in the Citywide Sidewalk Reconstruction Project will pay fifty percent (50%) of the estimated cost, with the City paying the remaining fifty- percent (50%) from funds allocated to this project. Change Order No. 2 was approved by City Council on April 24, 2018 to provide improvements for 35 bus stops through the urban area. Work began on April 30, 2018 at Main Street and Lahoma Avenue and along the northbound route on Berry Road between Main Street and Robinson Street. Current work is in multiple locations near 24th Ave. SW and Brooks Street. Final review is scheduled to begin July 31, 2018 and all work should be substantially complete by August 6, 2018.

Street Sweeping Schedules for the August
For the month of August 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
  • Flood Ave to 12th Ave NE between Rock Creek Road and Robinson Street
  • 12th Ave NE to 36th Ave NE between Indian Hills Road and Alameda Street
  • Berry Road to 12th Ave SE between Main Street and State Highway 9

Main Street Streetscape Enhancement Project
Construction on the Main Street Streetscape Enhancement Project began on Monday, October 2, 2017. This is a $3.2 million construction project awarded to Rudy Construction of Oklahoma City, Oklahoma. The contract time is set at 260 days or completion by June 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being utilized for construction of the project. The project boundaries are Main Street from Park Drive to James Garner Avenue.  

All Streetscape Phases (1-8) are now substantially complete.  Punch list items and finishing up the electrical work is all that remains on the streetscape portion of the project.  A final walkthrough was scheduled for today to discuss any remaining punch list items.  Next, Wednesday, August 1st, Phase 9, the pavement mill and overlay portion of the project will begin.  Construction is anticipated to be completed by the end of August 2018.

Traffic Calming Program
Staff received one new traffic calming program inquiry this week for Brookhaven Boulevard between Northhampton Drive and Rock Creek Road.
 
During the week of July 30, 2018, speed trailers will be deployed at the following locations:
  • Kenwood Drive, between Robinson Street and Sebastiani Circle (Ward 4)
  • Melrose Drive, between Hal Muldrow Drive and Mercedes Drive (Ward 2)
  • Rambling Oaks Drive, between 36th Avenue NW and Cheswick Court (Ward 3)
UTILITIES
WATER TREATMENT

Lake Thunderbird water level is 6 inches below the top of the conservation pool.  The average daily water demand for the week was 19.7 MGD (Million Gallons per Day). 
 
Construction progresses at the Water Treatment Plant. The photo below shows the 2 UV reactors that were recently installed.
