Elder Abuse Prevention Program at Lifespan - EAPP provides intervention services in Monroe and none other counties including Genesee, Livingston, Ontario, Orleans, Seneca, Schuyler, Wayne, Wyoming and Yates.
Investigation and intervention services include intervention in physical, mental abuse, neglect and financial exploitation. Client/Victim must agree to service. EAPP does not handle self neglect cases.

New York State Elder Abuse Coalition 
Formed by Lifespan to implement the New York State Elder Abuse Summit Action Agenda, the coalition is a multidisciplinary, statewide network of over 1,800 individuals, organizations and government agencies working together to protect older adults from abuse, neglect and exploitation. Through statewide outreach efforts, the Coalition serves as a catalyst for change, raising awareness and offering solutions for prevention and intervention through education, advocacy and research. Lifespan provides staff support for the Coalition. 

APS is a mandated service provided by local social services districts. It involves intake, investigation and assessment of referrals of abuse, neglect, and financial exploitation of impaired vulnerable adults who live in the community. APS workers develop services plans for eligible clients to remedy physical abuse, sexual abuse, emotional abuse, neglect, financial exploitation, or to address unmet, essential needs of adults.

How to Recognize, Prevent, and Report Financial Exploitation of Vulnerable Elderly Adults
BRIEF VERSION  - this is an 18-minute edition of a more comprehensive multidisciplinary training intended to help financial professionals learn how to recognize, prevent and report financial exploitation of vulnerable seniors

FULL VERSION -The training covers the roles of several key agencies involved in the protection of vulnerable adults, and important state and federal laws that relate to this topic. The focus is on seniors aged 60 and older, but much of the content is also applicable to vulnerable adults aged 18-59.



RESIPTE, or   short term temporary relief, supports caregivers who are caring for loved ones. Respite allows caregivers to step away from their duties to refresh and relax.
Respite is often referred to as "giving the gift of time"
 
REST is an evidenced-based, national training program which prepares people, in both formal and informal support networks, to learn to help. NYSCRC has trainers across NYS.

NYSCRC Mini Grant Application

This Request for Applications (RFA) opportunity is being offered through the New York State Caregiving and Respite Coalition (NYSCRC), hosted by Lifespan of Greater Rochester Inc. (Lifespan), who will administer the RFA. The purpose is to provide the opportunity for the development and/or expansion of Volunteer Respite programs across New York State. This RFA offering is part of the New York State Office for the Aging's Lifespan Respite grant initiative funded under Grant # 90LRLI0012-01-00, awarded from the Administration for Community Living (ACL).

This RFA opportunity is open to local and/or regional agencies (e.g., offices for the aging, departments of social services, offices of mental health, developmental disabilities organizations, not-for-profit local and/or regional agencies, and faith-based organizations) located in New York State serving caregivers with care recipients of any age living in New York State.

The National Group Respite Program

Since 1989, the Brookdale National Group Respite Program has awarded seed grants to organizations to develop and implement social model group respite programs. These day programs have served thousands of elders with Alzheimer's disease or related dementia and their family caregivers. In addition to group respite, the development of programs for people with Early Memory Loss (EML) is also supported through this grant initiative.
The goals of the program are:
  • to offer opportunities for persons with Alzheimer's disease or a related dementia to engage in a program of meaningful social and recreational activities in a secure and supportive setting in order to maximize their cognitive and social abilities; and
  • to provide relief and support to family members and other primary caregivers of individuals with Alzheimer's disease or a related dementia.
A 2018 Request for Proposals (RFP) is Now Available for Agencies Interested in Creating Group Respite or Early Memory Loss Program for Elders with Dementia.

Legislative Update

VA Mission Act Passes the Senate
The VA Comprehensive Family Caregiver Program offers support for caregivers of eligible Veterans, including access to health insurance, a financial stipend, caregiver training, mental health services, and respite care. Currently, only post-9/11 Veterans are eligible to receive these benefits, excluding family caregivers of Veterans injured during World War II and the Korean, Vietnam, and Gulf Wars. The exclusion of pre-9/11 Veteran family caregivers from this program has left a number of individuals without crucial support.

With new support for family caregivers through the bipartisan VA Mission Act of 2018 (H.R. 5674), passed by the Senate last week. The bill was recently approved by the House and is expected to be signed into law by the President within the next few weeks. In addition to instituting a number of other reforms that will strengthen the Department of Veterans Affairs (VA) health care system, the VA Mission Act will expand the VA Comprehensive Family Caregiver Program to Veterans injured in service prior to September 11, 2001.

Caregiving Research Opportunities

Telehealth Caregiver Support Study
Caregivers living with a loved one with memory loss are invited to participate in a telehealth caregiver support study. The study is evaluating the NYU Caregiver Intervention (NYUCI) when delivered via teleconferencing. NYUCI provides counseling and support to caregivers and their families and has proven benefits when offered in person. Eligible caregivers must have access to and comfort using video enabled computer, tablet or phone to participate. Family Caregiver Perceptions of Prescription Opioid Medication
The World Health Organization (WHO) has called for prompt detection and treatment of mental health and substance use disorders in elderly adults. Despite this call to action, currently there are no screening tools designed to specifically identify elderly adults at risk of developing Opioid Use Disorder. Researchers at William James College are collecting data from the perspective of family caregivers to identify changes in the behavior of elderly adults since being prescribed opioid medication. Survey: Financial Support for Family Carers of Terminally Ill Patients
Researchers at the University of Sheffield are conducting a study to identify and compare sources of financial support for informal caregivers of those at the end of life across seven countries (UK, Australia, New Zealand, Canada, USA, Norway, Ireland). They have conducted a review of international literature and want to combine this information with data from a questionnaire to give them an overview of how caregivers are supported in different countries. The Emerging Generation of Family Caregivers

Throughout the United States, family caregivers provide critical support to adults with a chronic, disabling, or otherwise serious health condition. Each year, about 40 million American adults provide support with basic functional (e.g., help with eating, bathing), household (e.g., meal preparation, help with shopping), and medical/nursing tasks to help individuals remain in their homes and communities for as long as possible. Dementia, Caregiving and Transportation Toolkit
adapted from NADTC's Winter 2017-2018 online course which provided an in-depth look at transportation needs and concerns experienced by family caregivers, particularly caregivers of individuals with dementia, and offered guidance on community approaches for connecting transportation and caregiver networks.
NADTC recognizes the vital role of caregivers in providing transportation to older adults and people with disabilities, while acknowledging the challenges of providing ongoing care. It is important to help caregivers and individuals learn about how to access information about community transportation services, the range of transportation options that may be available, and important considerations for matching transportation options and specific care needs, particularly for individuals with dementia.  Get it here
 
Research Summit on Dementia Care
This report to the Advisory Council on Alzheimer's Research, Care and Services presents the results of the first National Research Summit on Care, Services, and Supports for Persons with Dementia and their Caregivers (the Summit), held on the National Institutes of Health (NIH) campus on October 16-17, 2017. The Summit complements the National Institute on Aging's (NIA) Alzheimer's Disease Research Summits and the National Institute for Neurological Disease and Stroke (NINDS) Alzheimer's Disease Related Dementias Summits, and follows the same general structure. These conferences are coordinated planning efforts that respond to the National Plan to Address Alzheimer's Disease
 
Caregiver Survey now Available at NYSCRC.ORG
Caregivers alone provide 80% of all long-term care in NYS. NYSCRC understands the unique needs of caregivers. Through training and education, we focus on increasing caregiver access to respite resources. The Caregiver Self Assessment Survey is designed to assist caregivers in recognizing the importance of self-care.
