According to the Centers for Disease Control and Prevention (CDC) masks are largely intended as source controls to reduce the transmission of respiratory droplets created when people sneeze, cough, talk, sing, or breathe. The CDC also states that multilayered cloth masks effectively block most large droplets and the exhalation of fine droplets and particles. 

"The relationship between source control and personal protection is likely complementary and possibly synergistic, so that individual benefit increases with increasing community mask use," stated on the CDC's website.

The U.S. Food and Drug Administration (FDA) has revised its Emergency Use Authorization (EUA) for certain non-NIOSH-approved filtering facepiece respirators, or FFRs, fabricated in China to be used in healthcare environments. The revised EUA, approves only those respirators already listed in the linked Appendix A. In the initial EUA release, respirators derived from China that were not approved by NIOSH could be acceptable for emergency use are "no longer appropriate," according to the FDA.
