Northeast Florida LEPC Prepares for Hurricane Season

In preparation for the 2019 Hurricane Season, the federal government rolled out a new web-based platform for HURREVAC; an operational decision support tool of the National Hurricane Program. HURREVAC is administered by the Federal Emergency Management Administration, the U.S. Army Corp of Engineers, and the National Oceanic and Atmospheric Administration National Hurricane Center. This web-based system gives emergency managers new tools, allowing them to make better and more informed decisions.

During the training seminars for HURREVAC the Northeast Florida Local Emergency Planning Committee (LEPC) recognized how to upload 'Points of Interest' and how to apply that tool for hazardous materials facilities. As a result, the LEPC was able to pull the Extremely Hazardous Substance (EHS) hazardous materials facility locations for each county in Northeast Florida from the state reporting system, E-Plan, and arrange the data so it can be uploaded to HURREVAC as points of interest. This gives emergency managers in Northeast Florida the ability to see all facilities storing EHSs, along with the hurricane forecast and information, in one system. Additionally, the LEPC has been working with the Florida Division of Emergency Management to make this data accessible statewide.

Apalachee RPC Assists with Statewide Hurricane Exercise
 
Apalachee RPC staff worked with the Florida Division of Emergency Management to assist in the planning, design and evaluation of the 2019 Statewide Hurricane Exercise on May 4-6 of 2019. Staff collaborated with state partners to create a Master Scenario and Events List to ensure all 18 Emergency Support Functions were able to exercise their respective capabilities in response to a major hurricane impacting the State of Florida. 
 
Additionally, Apalachee RPC staff provided evaluators at the State Emergency Operations Center to document strengths and areas for improvement identified during the exercise.  This information was used to develop an After-Action Report and Improvement Plan. Implementation of the report's recommendations aid in fine tuning the State's response capabilities. 
South Florida RPC Assists with Transit Study
 

The Southeast Florida Transit-Oriented Development (SFTOD) Study was completed in June of this year, with the invaluable collaboration and contributions of South Florida Regional Planning Council partners and advisory group members. As part of the SFTOD Study, the South Florida RPC undertook the development of:
  • TOD Fund Business Plan
  • Affordable Housing Study
  • Station area bicycle pedestrian planning
  • Corridor-wide water and wastewater analysis
The SFTOD study is the result of a partnership between the South Florida Regional Transportation Authority and the South Florida and Treasure Coast Regional Planning Councils Regional Planning Councils to undertake TOD planning work for the Tri-Coastal Link along the FEC corridor in Miami-Dade, Broward, and Palm Beach Counties.  This work was funded by the Federal Transit Administration Transit-Oriented Development Planning Pilot Program.
