State Vocational Rehabilitation Agencies' Early Implementation Experiences with Pre-Employment Transition Services

This Issue Brief builds on findings from the National Council on Disability's (NCD) 2017 survey to 25 state vocational rehabilitation (VR) agencies, which identified the challenges they were experiencing in implementing the Workforce Innovation and Opportunity Act's (WIOA) pre-employment transition services (Pre-ETS) regulations. This brief uses qualitative information from ten state VR agencies and quantitative data from seven agencies located across the country. It presents examples of partnerships, service delivery, and staffing for Pre-ETS.

 

This brief allows VR administrators a way to put their own experiences in the context of other agencies' experiences, which may help them generate ideas for innovations in Pre-ETS delivery within their agencies. The findings confirm those identified by NCD, that agencies have faced a number of challenges in implementing Pre-ETS. However, it also finds that agencies have made considerable progress in developing innovative strategies to expand the services they offer and the populations they serve.

The RRTC on VR Practices and Youth is proud to launch an innovative series of online seminars designed to provide short, web-based trainings to VR counselors and others involved in youth VR services and employment. Each training is approximately 30 minutes long, and provides the opportunity to earn a certificate of completion. This is a great tool for capacity building for current VR staff, and skill building for pre-service rehabilitation counseling students. The current list of seminars is below, but be on the lookout for more in the series. 

CSAVR

 

The CSAVR-RSA National Fiscal Conference will be held August 20 to August 22, 2018, followed in the afternoon by a presentation on Partnership Plus and its benefits to state VR agencies and their customers. The conference will be held at the Hyatt Regency Bethesda in Bethesda, Maryland. Registration is now open for the conference. 

 

The CSAVR Fall 2018 Conference will be held at the Hyatt Regency Long Beach in Long Beach, California from October 27 to October 31, 2018. CSAVR has issued a Call for Proposals for the conference. Submissions are due by close of business on Tuesday, July 31, 2018.
