UPPER RESERVOIR (RESERVOIR NUMBER 4) REPLACEMENT
The Department of Public Works recently completed an evaluation of its water and sewer facilities and identified the replacement of the Upper Reservoir as a critical piece of the City's overall strategic infrastructure renewal plan.

The Upper Reservoir is a reinforced concrete tank which was constructed in 1963 and has a one million Gallon capacity. There are cracks on the reservoir which have prevented the City from utilizing its full capacity. Public works staff have been monitoring the structural cracks, and have been repairing and maintaining them on an on-going basis. However, these are temporary fixes and a permanent solution which includes replacement and building of a new reservoir was desirable.

Building a brand new reservoir is very expensive and, at present, the City does not have the resources to shoulder that cost. This is why City staff began discussions with Senator Hertzberg's office on looking for funding opportunities to address this issue. Senator Hertzberg and his staff were extremely receptive and supportive and worked with the City in earmarking $5.0 Million towards this task in the state's 2018-2019 budget, which was recently passed by the legislature and signed into law by Governor Brown.

Senator Hertzberg delivered the good news to the City by addressing the City Council on Monday July 16th. We appreciate all the help and support of Senator Hertzberg and his staff and look forward to moving ahead with this critical project that will ensure the safety and reliability of our water supply for our City residents.
NEW BUSINESSES GRAND OPENING AND RIBBON CUTTING
The City of San Fernando was honored to join two new business in celebrating their grand opening with a ribbon cutting ceremony. Join the City in welcoming two new businesses to San Fernando:
  • Truman House Tavern (911 San Fernando Road): a restaurant serving made from scratch menu and specializing in seasonal fare, locally crafted beer, and artistic cocktails and wine.
  • BarberHoliks (216 S. Brand Blvd): a team of barbers focused on networking, promoting and showcasing barbers to learn from the past, master the present, and take over the future.


CANNABIS PUBLIC OUTREACH
On July 2, 2018, the City Council received a presentation from staff and consultants regarding public outreach and feedback regarding a potential regulated cannabis industry in the City, as well as recommendations from the Cannabis Ad Hoc committee (Mayor Ballin and Vice Mayor Lopez) related to allowable activities and proximity to so-called sensitive receptors (e.g. schools and youth centers).  

The Ad Hoc committee presented a consensus recommendations for certain activities, as well as additional activities for consideration by the full City Council.  After thoughtful discussion, the City Council directed staff to gather additional information, related primarily to sensitive receptor proximity maps, to be discussed in more detail at the City Council meeting on August 6, 2018.

WELCOME NEW TEAM MEMBER
Recruitment for the part-time Personnel Assistant position has been completed. A total of 41 applications were received and eight candidates were invited to the oral board interview. 

Please welcome Christina Muñoz, Personnel Assistant and the newest member of the City of San Fernando team. She grew up in San Fernando, is married with two step children and is in the process of obtaining a degree in Business Administration with an emphasis on Human Resources Management. Christina joined Team San Fernando on July 9, 2018. We're glad to have Christina on board!

EDUCATION COMMISSION REORGANIZATION
At their special meeting on June 5, 2018, the Education Commission held its annual reorganization and nominated David Govea as Chair and Angel Zobel-Rodriguez as Vice-Chair for 2018-2019.  Congratulations to Angel who has done an outstanding job as Chair over the past three years and best of luck to David who we are certain will do an exceptional job as well!
REQUESTS FOR PUBLIC RECORDS
During the 2017-2018 fiscal year, the City Clerk Department received 174 requests for public records; an increase of 30% over the same period the prior year.  Special thanks to part-time Deputy City Clerk Miriam Ferrel who spends the majority of her time tracking the requests and following up with staff and the requestors to ensure that the City is in compliance with the California Public Records Act.
GENERAL MUNICIPAL ELECTION: NOVEMBER 6, 2018
As you may recall, on August 21, 2017, the City Council adopted Ordinance No. 1668, to change the City's General Municipal Elections from March of odd-numbered years to November of even-numbered years to coincide with statewide election dates.

As a result, the next General Municipal Election will be held on Tuesday, November 6, 2018 and will be consolidated with the Los Angeles County General Election.  Registered voters in the City of San Fernando will have the opportunity to elect three councilmembers of the five-member City Council for a term of four years each.  These seats are presently occupied by incumbents Sylvia Ballin, Antonio Lopez, and Jaime Soto.
FILING PERIOD FOR NOMINATION PAPERS
The nomination period for obtaining and submitting candidacy documents for a City Council position is July 16, 2018 through August 10, 2018. Candidates must be a registered voter and resident of the City of San Fernando.

If any incumbent councilmember chooses not to file nomination papers by 5 pm on August 10, 2018, the filing period for non-incumbent candidates will be extended to 5:30 pm on August 15, 2018.

During the nomination period, prospective candidates should contact the City Clerk Department at (818) 898-1204 to schedule an approximate 30-minute meeting to receive the documents and instructions.  All candidacy documents must be obtained from the City Clerk Department and submitted simultaneously on the appropriate forms provided.

COMMUNITY DEVELOPMENT
IN MEMORY: THEALE "STORMY" HAUPT, CHAIR OF THE PLANNING AND PRESERVATION COMMISSION
On June 15, 2018, Theale "Stormy" Haupt, passed away after a battle with cancer. Stormy was dedicated to civic engagement and served on the Planning and Preservation Commission since January 8, 2013, and served as Chair during his entire tenure. During this pivotal era in San Fernando, Stormy was involved in the adoption of the General Plan Housing Element Update, the award-winning San Fernando Corridors Specific Plan, and countless development entitlements. Stormy was a proud San Fernando resident and will be missed and remembered in the hearts of his loving family, friends, and colleagues.

CONGRATULATIONS AND FAREWELL TO SAMUEL DOMINGUEZ
Congratulations to Planning Intern, Samuel Dominguez, who has accepted a role with the City of Santa Clarita Planning Division!

Samuel began his internship with the City of San Fernando on February 26, 2018, as a student completing his final term at California State University, Northridge, where he has just graduated with a B.S. in Urban Studies and Planning. During his time with the Community Development Department, Samuel played a role in processing of accessory dwelling units, compiling a database of commercial retail space in the City, and led the APA Ambassadors Program that the department held at San Fernando Middle School last month. Samuel's last day with the department was on June 21, 2018. We really enjoyed working with Samuel and we wish him well on his future endeavors in the urban planning field.
PLANNING AND PRESERVATION COMMISSION
  • Variance Approved for Citibank at 456 S. Brand Boulevard: On June 5, 2018, the Planning and Preservation Commission approved a variance to allow a portion of the required off-street parking for the Citibank retail branch to be met by means of an off-site parking agreement. The off-site parking will be located across the street at 411 S. Brand Boulevard.
  • Procedure for Determination of Public Convenience or Necessity: The Commission reached a consensus to continue to support the current City procedure for making the determination of public convenience or necessity for alcoholic beverage control (ABC) license issuance. Under the current process, the Commission make this determination during a public meeting.
  • Upcoming Public Hearings (July 24, 2018):
    • Request to operate a large family day care home at 2051 Eighth Street; and
    • Consideration of a tentative parcel map to subdivide a lot in the single-family residential zone at the corner of Seventh Street and Macneil Street.
METRO BOARD APPROVES EAST SAN FERNANDO VALLEY TRANSIT CORRIDOR PROJECT: MAJOR MILESTONE FOR LIGHT RAIL TRANSIT COMING TO SAN FERNANDO
On June 28, 2018, the Los Angeles County Metropolitan Transportation Authority (Metro) Board approved the at-grade light rail transit project alternative for the East San Fernando Valley Transit Corridor Project. The project covers a 9.2-mile transit corridor that would extend north from the Metro Orange Line first along Van Nuys Boulevard, and then northwest into San Fernando adjacent to San Fernando Road and ending at the Sylmar/San Fernando Metrolink Station. Two of the 14 new light rail transit stations will be built in San Fernando. Metro needed to select a project alternative in order to prepare the project's Final Environmental Impact Statement/Report to remain on schedule with an opening date of 2027. Metro considered he City's input and re-studied the right-of-way and need for taking of parcels along First Street was virtually eliminated.


FINANCE
FISCAL YEAR 2018-2019 CITY BUDGET
The Fiscal Year 2018-2019 City Budget was adopted on June 18, 2018.  The proposed budget is available on the City's website and the final budget document will be available on the website in September 2018.
MINIMUM WADGE REVIEW
In August 2018, the City Council will consider an item to review minimum wage for all employers in the City of San Fernando as well as adopt the annual "Living Wage" that sets the minimum wage requirement for employers that provide contract work for the City. 
CITY'S PENSION AND RETIREE HEALTH LIABILITY
In August 2018, the City Council will receive a presentation on the City's pension and retiree health liability as well as set the 2018-2019 property tax rate to fund City pension costs.
ALARM PERMIT RENEWALS
Alarm Permit Renewals have been mailed to all residents and businesses with an active permit on file.  Permit fees are due August 31, 2018.  As a reminder, all residences and businesses with a monitored alarm system is required to obtain an alarm permit from the City.  Alarm Permit applications may be found on the City's website (WWW.SFCITY.ORG).

NATIONAL NIGHT OUT
Join the San Fernando Police Department (SFPD) for a night of community awareness!  On August 7, 2018, the SFPD, in partnership with the San Fernando Police Advisory Council and Neighborhood Watch partners, will join with thousands of communities nationwide for the "35th Annual National Night  Out" crime and drug prevention event.

ELECTRIC VEHICLE CHARGING STATIONS
On June 25, 2018, the City of San Fernando hosted an official ribbon cutting ceremony to celebrate the successful launch of five electric vehicle charging stations throughout the city. The installation of the charging stations brings an alternative and sustainable fuel option to the residents of San Fernando and surrounding communities; also reinforces the City's commitment to a "greener" environment. ANNUAL RESURFACING PROJECT
On June 18, 2018, the City Council accepted the improvements constructed by Toro Enterprises Inc. for the Annual Resurfacing FY 2016-17 Project and deemed the project complete.  Overall, the project consisted of removing and replacing sidewalk, driveway approaches, and curb and gutters; constructing curb ramps, overlaying the streets with Asphalt Rubber Hot Mix (ARHM), utility adjustments, traffic loop and speed hump replacements, and striping on the following streets:
  • Harding Avenue, from First Street to Fifth Street
  • Second Street, from Alexander Street to Harding Avenue
  • Third Street, from Alexander Street to Harding Avenue
  • Harps Street, from First Street to Fourth Street
  • Library Street, from Orange Grove Avenue to N Maclay Avenue
  • N. Huntington Street, from Fourth Street to Fifth Street
  • Fermoore Street, from Fourth Street to Fifth Street
  • N. Workman Street, from Fourth street to Library Street
  • Newton Street, from Fourth Street to DeGarmo Street

The benefits of using Asphalt Rubber Hot Mix include: approximately 10,353 tires were diverted from the waste stream and used in the pavements of these streets; reduction noise level typically generated by vehicles moving on a street paved with conventional asphalt; and greater longevity than those paved with conventional asphalt.  A portion of the project was funded through CalRecycle Funds.

 

CDBG SAN FERNANDO ROAD STREET IMPROVEMENTS
Toro Enterprises completed work on San Fernando Road between the west City limit and S. Huntington Street. Work included removal and replacement of sidewalk, driveway approaches, and curb and gutter, installation of access ramps, pavement markings and striping  and repaving of San Fernando Road. This project started in May 2018 and was completed in less than two months, showing the City's commitment to improving City streets as quickly as possible and with as little disruption to residents and businesses. Funding for the project was provided through the Community Development Block Grant (CDBG). We think these streets look great!

COOLING CENTERS
Due to the recent heat wave, two Cooling Centers were activated in the City of San Fernando: Recreation Park (208 Park Ave) and Las Palmas Park (505 South Huntington St). 

The Cooling Centers were open from July 6, 2018 through July 8, 2018, from 9 am to 9 pm. Approximately ten individuals took relief from the scorching heat that reached well into the 100's.  

Any time the County of Los Angeles Office of Emergency Management issues a Heat Alert, San Fernando residents may seek a break from the heat at one of the Cooling Centers operated by the Recreation and Community Services Department. Each Cooling Center is supervised by City staff that provide passive recreational activities like board games, billiards or simply viewing a movie. Click Here to find a Cooling Center near you.
FOSTER CARE FUN DAY
Foster Care Fun Day was a success! On June 22, 2018, 110 Foster Kids and their families participated in a day of fun at Recreation Park. Snow cones, popcorn, cotton candy, face painting, photo booth and a giant inflatable obstacle course were provided by the City of San Fernando, Mayor Sylvia Ballin and their partners. The families also participated in a water balloon toss and paper airplane contest to kick off their first day of summer. All the kids left with a backpack stuffed with goodies.

VETERAN WORKFORCE DEVELOPMENT WORKSHOP
On July 7, 2018 from 10 am to 2 pm, U.S. Representative Tony Cardenas' Office conducted a Veteran Workforce Development Workshop at Las Palmas Park. 

During the workshop 20 organizations participated and provided free resources including: professional attire, resume workshops, mock interviews, VA claim assistance, VA benefits, Linked In tutorials, and haircuts. A total of six Veterans were able to open claims on-site with the VA and 13 individuals  received free professional attire. Additionally, a presentation on professional development was provided by LACOE.
