Maryland Department of Health (MDH) Soon to Launch Enterprise Recurring Invoice Payment Portal

The Maryland Department of Health (MDH) processes payments for numerous services within the agency but payees are not currently able to set-up recurring credit card or debit ACH (eCheck) payments to automate the invoice payment process. The agency is working with NIC Maryland to develop the MDH Invoice Payment Portal, an enterprise-wide recurring payment solution to address this need. This service will provide Maryland Department of Health customers with a convenient, secure and online way to make a one-time payment for an invoice or schedule recurring payments for premium obligations.

MDH Invoice Payment Portal customers will be able to create an account to pay monthly premiums and set-up recurring payments based on weekly, monthly, bi-monthly, or yearly frequency for the number of occurrences desired. The service will accept credit (Discover, MasterCard, Visa), debit and ACH (eCheck) payments. Credit and debit cards are validated using account validation and card security code (CSC) validation. Should a scheduled payment fail, customer notifications are built into the service to alert the customer that the payment has not been processed. The multilingual service is designed to display both English and Spanish text.

The service will be piloted with the Maryland Children's Health Premium program (MCHP), the Employed Individuals with Disabilities (EID) program, and the Increased Community Service (ICS) program with the goal of expanding the service to all business units within MDH.

Comprehensive Driving Records Available Online 
Enhanced access reduces the cost of obtaining records

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) now provides customers with the ability to purchase certified records as part of a recent upgrade to MDOT MVA's Interactive Driver & Vehicle service. 

Requestors may purchase a comprehensive, non-certified driving record for $9 or a certified record for $12.   Certified records automatically download as a PDF including MDOT MVA Administrator signature, the state seal and verification number with a link. 

Previously, individuals needing a comprehensive driving record, including entries not available on the standard record, had to visit a branch office, fax or mail in a request. Depending on the type of record needed, customers would complete separate requests and pay separate fees, costing between $27 and $36. This enhanced access reduces the cost of obtaining a record by up to one third of previous costs. 

"Providing complete access to Maryland comprehensive driving records through a convenient method is another example of the strong commitment Governor Hogan and MDOT MVA have to delivering premier service to all Maryland residents," said Administrator Christine E. Nizer.
 
In addition, employers also can use MDOT MVA's Interactive Driving and Vehicle Records System to access driving records to monitor their Commercial Driver's License employees. 
The Interactive Driver and Vehicle Records (IDVR) service is a web-based application which allows authorized MDOT MVA customers to access driver and vehicle record histories in real time. The service location is located at the following URL:  https://egov.maryland.gov/mva/idvr/
 
"The consolidation of driving record requests is going to be a huge convenience for both truck drivers and employers," said Maryland Motor Truck Association President and CEO Louis Campion. "We are pleased MDOT MVA has gone the extra mile to ensure that the men and woman who need to provide their driving records to get or keep employment will now be able to do so much easier and at a reduced cost."
