YASIEL PUIG ANNOUNCES PARTNERSHIP WITH THE CITY OF SAN FERNANDO FOR NEW FIELD AND FACILITY
On April 19, 2018, the Wild Horse Children's Foundation, led by Los Angeles Dodgers outfielder, Yasiel Puig, announced its commitment to a partnership with the City to refurbish Pioneer Park and implement a community facility. To make the announcement, Puig and Wild Horse Children's Foundation Executive Director, Lisette Carnet, were joined by Mayor Sylvia Ballin, Vice Mayor Antonio Lopez, and City Councilmembers Robert Gonzales and Jaime Soto.
"I've had this idea to create baseball fields for children and their families, not just to play sports but to get what they need like water, healthy snacks, and learn other things to improve their life," said Puig. "I want to give the opportunity that I did not have in Cuba to other children because I believe they are the hope of the world and we have to dedicate time to them."

RECRUITMENT
Recruitment for full-time Associate Planner position in our Community Development Department has been concluded, and the selected candidate is expected to start work May 21, 2018. Also, recruitment for part-time Public Works Maintenance Helper positions has been completed, and three selected candidates will soon start work in various divisions in Public Works.

HEPATITIS A VACCINATION: SECOND ROUND DOSE
Employees who received the first dose of Hepatitis A Vaccinations in November 2017 through the City-designated industrial clinic (ProHealth Valley Occupational Medical Group, Mission Hills), as well as through the LA County Homeless Connect Day event at Recreation Park on November 16, 2017, are reminded to go back to the clinic for the second dose of the vaccine.
Hepatitis "A" vaccination requires a second dose six months from the first inoculation. About 22 employees received vaccination through ProHealth, while 10 were through LA County. The County provides the vaccination free of charge at one of their clinics

EDUCATION COMMISSION
THIRD ANNUAL SCHOLARSHIP AWARDS CEREMONY
On May 22, 2018, the San Fernando Education Commission will hold its Third Annual Scholarship Awards Ceremony at Las Palmas Park. A total of $10,000 in scholarships ranging from $500 to $1,000 will be presented to 13 students who live or go to school in San Fernando or are currently enrolled in a community college or four-year university.
Special thanks to Mayor Sylvia Ballin who raised and/or donated funds via the California Latino Water Coalition Foundation and the Independent Cities Finance Authority, Republic Services Inc., Pahola Mascorro, SEIU Local 721, Olivarez Madruga Lemieux O'Neill, LLP and private donors. Scholarships are given to honor the memory of Elias Rodriguez and Gabriel Fernandez.

STATEWIDE DIRECT PRIMARY ELECTION (JUNE 5, 2018)
In preparation for this election, the Los Angeles County Registrar-Recorder/County Clerk (RR/CC) has requested to use City facilities for various activities:
- Inspector Supply Pick Up (May 26, 2018; 7 am - 5 pm): County personnel will use the parking lot behind City Hall to load election supplies onto vehicles of 60 Inspectors (i.e, poll workers responsible for running their specific polling location. City Hall will not be open; the County is only using the parking lot.
- Election Day (June 5, 2018)
- Polling Locations (6 am - 9 pm): Las Palmas, Recreation Park, and Rudy Ortega Sr. Park
- Regional Distribution Center (6 am - 8 pm): One 16 ft. truck with emergency election supplies will be parked at the corner of First Street and Maclay Avenue. Throughout the day, poll workers may pick up election materials and supplies from the designated supply truck.
- Check In Center (6 pm - 12 am): The County will again use the back entrance to City Hall to allow Inspectors to drop off their supplies after the polls close. Three 24 ft. trucks will arrive and set up for the collection of all election supplies and live ballots. For traffic and safety control purposes, Inspectors are instructed to pull up while County staff unloads their vehicles. Throughout the evening, Los Angeles County Sheriffs will pick up the ballots and have them delivered to the RR/CC headquarters in Norwalk.

CITY WINS SOUTHERN CALIFORNIA
ASSOCIATION OF GOVERNMENTS
(SCAG) SUSTAINABILITY AWARD FOR
SAN FERNANDO CORRIDORS
SPECIFIC PLAN
On May 3, 2018, the City was honored as a winner of the SCAG 2018 Sustainability Awards. The SCAG Sustainability Awards are the Southern California region's highest honors for projects that promote and improve mobility, livability, prosperity and sustainability in Southern California.
"We're honored to present these awards, which recognize the best of the best when it comes to improving the quality of life of our communities and the region," said Margaret Finlay, City Council member for Duarte and President of SCAG.
City was honored in the category of, "Against All Odds," for the Corridors Specific Plan. The Corridors Specific Plan, which was adopted in December 2017, fosters sustainable development patterns, encourages public transit and walking and biking within the downtown area and the surrounding neighborhood. San Fernando overcame multiple challenges in reaching successful adoption of the Plan including community pushback, budgetary constraints, a staffing shortage, regulatory constraints and difficulties that come with being an economically-disadvantaged community.

WELCOME NEW TEAM MEMBER
Please welcome Wilbur Rosales, who the City has hired to fill the vacant part-time Community Preservation Officer position. Wilbur is a San Fernando Valley native and San Fernando High School alum. He speaks both fluent English and Spanish, has worked in the building trades, and is currently completing a Certificate Program in Construction Management at College of the Canyons.
Wilbur gladly joined Team San Fernando officially on April 17, 2018, and with him onboard, the Community Preservation Division is now effectively fully staffed.

PLANNING AND PRESERVATION COMMISSION
St. George Church Improvements: On April 3, 2018, the Commission approved a site plan review and modifications to an existing conditional use permit and variance for rehabilitation work at St. George Church, located at 925 Harding Avenue. As a result of a robust public hearing discussion, the Commission placed a new condition on the project requiring a stack parking plan, which the applicant has since provided to the City. With this condition, the Commission has sought to alleviate parking congestion concerns in the surrounding neighborhood.

ZONE TEXT AMENDMENT
On April 16, 2018, the City Council approved the first reading of a zoning text amendment to provide added clarification regarding the methodology for calculating lot area within R-1 residential zones. The amendment is intended to provide greater clarity and efficiency to the City's land use entitlement process. The second and final reading of the zoning text amendment was presented to the City Council for approval at the May 7, 2018 regular meeting.

NEW BUSINESS OPENING
Truman House Tavern has completed construction and conducted their soft opening earlier this month. The new gastropub, located at 911 San Fernando Road, in the Downtown District serves microbrews, crafted beverages and a fresh and modern food offering. Stay tuned for their grand opening!

SAN FERNANDO RECEIVES NATIONAL REGOGNITION

DISTINGUISHED BUDGET
PRESENTATION
In March 2018, the Finance Department received notification that the City has received the Government Finance Officers Association (GFOA) Award for Distinguished Budget Presentation for the Fiscal Year 2017-2018 Budget document. This is the fourth year in a row the City has received this prestigious award.
GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting. Budget documents submitted to the Budget Awards Program are reviewed by selected members of the GFOA professional staff and by outside reviewers with experience in public-sector budgeting.

TIP-A-COP FUNDRAISER BENEFITING SPECIAL OLYMPICS
On Friday, April 20, 2018, between 7 am and 2 pm, the Police Department participated in the Special Olympics Tip-a-Cop event at Heavenly Pancake.
Nearly $6,000 was raised, almost $1,700 more than last year and proceeds are still being received.
This remarkable collaboration demonstrates that although San Fernando's Police Department is small in numbers, they have huge hearts and is a
tribute to everyone's hard work and the generosity of the San Fernando community.
A special thank you to Detective Evelyn Diaz for her leadership in chairing this event and also all those who volunteered their time and worked the event.

SPECIAL OLYMPICS REGIONAL SWIM COMPETITION
On Saturday, April 21, 2018, the Special Olympics held their Regional Swim Competition at the San Fernando Regional Pool Facility. This was the first time the Special Olympics held this event in San Fernando and it was a huge success.
A special thank you to Wendy Ellet, Laura Mayo and Kim Villa of the Special Olympics staff for allowing us to host this event in San Fernando. Also, a very special thank you to Supervisor Sheila Kuehl and her Field Deputy Bentia Trujillo who made this venue possible at no cost to the Special Olympics, as well as Sergeant Irwin Rosenberg for coordinating and chairing this event with the Special Olympics staff.

BANK ROBBERY
On Sunday, April 22, 2018, at about 1:50 pm, San Fernando Communications received a 9-1-1 call of a bank robbery in progress at the Wells Fargo Bank, located at 807 N. Maclay Avenue. As Officers arrived on scene and setup a perimeter, the suspect exited the bank and was taken into custody. The suspect, who was only armed with a demand note, attempted to rob the bank but was unsuccessful. He was arrested, transported to the Police Station and booked for robbery.

ARBOR DAY 2018 AND TREE PLANTING CEREMONY
The City of San Fernando will be celebrating Arbor Day on Tuesday, May 22, 2018, beginning at 9:30 am, at Recreation Park. The event will take place adjacent to the Recreation Park building located at 208 Park Avenue.
Three (3) live oak trees will be planted to replace trees that were previously removed. This is year Tree City USA acknowledges our tenth consecutive year as a participating city in planting trees for a better environment. Refreshments and giveaways will be provided.

National Public Works Week is scheduled for the week of May 20, 2018. The American Public Works Association (APWA) recognizes the men and women who work hard on various public works assignments including street maintenance, water production, tree maintenance, and engineering among other disciplines that make up Public Works.

SAN FERNANDO DOWNTOWN REVITALIZATION PROJECT
TREE PLANTING EVENT
On April 14, 2018, the City partnered with Tree People to host a Tree Planting Event on Truman Street from Brand Boulevard to San Fernando Mission Boulevard. The event kicked off with Mayor Sylvia Ballin addressing City staff and volunteers and thanking them for their assistance in helping plant trees in the City.
Over 50 volunteers attended the event, including scouts from Pack 104. Tree People demonstrated the steps required to plant the trees correctly prior to allowing volunteers to plant trees. Special thanks goes out to Public Works staff, Patsy Orozco, Dale Warren, Frank Villalpando, Steve Watts, Jim Davis, Ruben Quintana, David Garcia, Rodrigo Mora, and Manuel Fabian for their hard work in helping coordinate the event, assisting with tree delivery, setting-up the message board, posting the "No Parking" signs, fixing the water truck, pressure washing and street sweeping the area prior to event, setting-up the traffic control, and assisting with tree planting and stake installations.
Overall, 36 Pink Trumpet Trees were planted that day. These trees will not only help beautify the City, but will also provide shade and help reduce the heat in the downtown area.

CDBG SAN FERNANDO ROAD STREET IMPROVEMENTS
As part of this year's Community Development Block Grant (CDBG) project, the City will be performing street improvements on San Fernando Road between West City Limit and S. Huntington Street. The scope of work includes sidewalk repair, installation of access ramps, asphalt paving and striping/pavement markings. The contractor, Toro Enterprises, Inc., is scheduled to begin work the week of May 7, 2018.

SAN FERNANDO REGIONAL PARK INFILTRATION SYSTEM
The City awarded the design of an infiltration system to CWE on April 16, 2018. This project is a first of its kind for the City. Once constructed, the infiltration system will capture rain water run-off from the northern part of the City. Funding for this project comes from Proposition 1 and LADWP along with a City match.

CNG FUELING STATION IMPROVEMENTS PROJECT
The CNG Station Project is in the final phase of construction and is scheduled to be completed by the end of May 2018. The final phase consists of: completing all equipment connections and wiring; connecting all utilities needed to power station; station commissioning and startup.

SENIOR EXPO 2018: ENGAGE AT EVERY AGE
In honor of Older American's Month 2018, the Recreation and Community Services Department will host its Annual Senior Expo on Friday, May 18, 2018, from 9 am to 1 pm, at Las Palmas Park.
This free event will provide valuable information and free health screenings to the estimated 300 seniors who will attend this year's event. V
arious agencies such as the Alzheimer's Association, Anthem Blue Cross, and Providence Community Health Department will be onsite to provide information.
Participants will also enjoy free live entertainment, lunch, a dance and raffles.

During the week of May 21, 2018, registered participants are evaluated on a series of skills sets from dribbling, shooting and passing. Ranking is based on skill and height to assist the coaches in selecting players during the team draft. Participants that do not attend the evaluation are randomly placed on teams using the "hat pick" process.

MOTHER'S DAY TEA PARTY
On May 11, 2018, in partnership with CareMore Health, the Recreation and Community Services Department hosted a Mother's Day Tea Party. Approximately 50 participants were treated to afternoon tea with refreshments and also received a small potted plant. The event was well attended and the ladies were delited with the delicious goodies and surprise gift.
