Children & Youth Cabinet Membership May Expand

The Florida Children & Youth Cabinet is comprised of the heads of all state agencies charged with addressing issues relating to our state's children and families, in addition to others appointed by the Governor. The Cabinet is charged with, among others, determining how to coordinate services among the agencies and identifying and addressing opportunities and challenges they face in effectively providing services.
 
In recent years, research documenting the significant importance that oral health has on the well-being - now and for the remainder of their lives - of our youngest children has been voluminous and compelling. The 2019 Florida Legislature is responding.
 
SB 374 Children and Youth Cabinet (Harrell; R-Martin, St. Lucie, Palm Beach) adds a representative of the Florida Dental Association to the Children and Youth Cabinet, to be appointed by the Governor. On Wednesday, the bill was passed by the Senate off of the Special Order Calendar; next stop is the Senate floor.
Priority United Way Bills Heard this Week

Week of April 8-12, 2019

CS/SB 442 Postsecondary Education for Certain Military Personnel (Lee; R- Hillsborough, Pasco, Polk) - Requires creation of  a uniform system to enable service members and veterans of the United States Armed Forces to earn academic college credit at public postsecondary educational institutions for college-level training, education, and experience acquired in the military. The bill delineates the minimum required procedures for evaluating military credentials and experience and awarding academic college credit based on such credentials and experience. Passed by the Senate Appropriations Committee on April 11.
 
SB 7072 Military Veterans and Servicemembers Court Programs (Hattersley; D-Hillsborough) - Requires the chief judge of each judicial circuit to establish a Military Veterans and Servicemember Court Program (veterans court). Current law permits, but does not require, a chief judge to establish the program in his or her judicial circuit. Passed the Appropriations Subcommittee on Criminal and Civil Justice on April 9.
 
HB 1027 Office of Early Learning (Aloupis; R-Miami-Dade) - Requires the Office of Early Learning to develop early learning professional development training and course standards for school readiness program providers and identify both formal and informal early learning career pathways with stackable credentials and certifications, which allow early childhood teachers to access specialized professional development. Passed the House on April 11.
 
CS/SB 1222 Services for Veterans and their Families (Harrell; R- Martin, St. Lucie, Palm Beach ) - Allows the Department of Children and Families (DCF) to create the Florida Veteran's Care Coordination Program to provide statewide, dedicated behavioral healthcare referral services to veterans. Should DCF establish the program, the bill provides that DCF may contract with the managing entities, who may then enter into agreements with Florida 2-1-1 Network participants in providing program services. Passed by the Children, Families, and the Elder Affairs Committee on April 8.
 
CS/CS/HB 501 Alternative Treatment Options for Veterans (Ponder; R-Okaloosa) - P ermits the Florida Department of Veterans Affairs (DVA) to contract with a state university or Florida College System institution to provide alternative treatment options for veterans who have been certified by the VA, or any branch of the U.S. Armed Forces, as having a traumatic brain injury or post-traumatic stress disorder. Passed the Health and Human Services Committee on April 9.

Passed by the Appropriations Subcommittee on Health and Human Services on April 9.
