City adopts new 2018 I-Codes
On June 21, City Council unanimously approved the adoption of the following 2018 Inter-national Code Council (ICC) Building-related, Fire and Property Maintenance codes and the 2017 NFPA National Electrical Code with local amendments.

  • 2018 International Building Code, IBC
  • 2018 International Existing Building Code, IEBC
  • 2018 International Residential Code, IRC
  • 2018 International Fire Code, IFC
  • 2018 International Mechanical Code, IMC
  • 2018 International Plumbing Code, IPC
  • 2018 International Fuel Gas Code, IFGC
  • 2018 International Energy Conservation Code, IECC
  • 2017 National Electric Code
  • 2018 San Antonio Property Maintenance Code (based on the 2018 International Property Maintenance Code) 

All of the above codes will be effective Oct. 1, 2018.
Since February 2017, Development Services has held many open public hearings and met with various development and neighborhood stakeholder groups to ensure a successful implementation. Thank you to all who participated in the meetings and gave their support in this effort.

San Antonio is once again the first City in Texas to adopt these new codes.

June has been an extremely productive month for BuildSA. As we prepare to launch the system on Oct. 1, the focus this month is primarily on testing and training. 

BuildSA is beginning to take shape and more than ever, we are confident the system will bring considerable benefits for Development Services Land Development staff, partnering agencies—and most importantly, our customers.

In June, over 90 City of San Antonio staff members attended basic navigation training. Basic navigation is the first of several training activities staff will be required to attend. Bexar County, SAWS and CPS will also participate in the same type of training. Readiness will continue to be at the top of our list as we prepare for the launch. 

In July and August, the BuildSA Team will work closely with end users to perform the last phase of testing. During User Acceptance Testing (UAT), several of the actual users of the system will test the system to make sure it can handle required tasks in real-world scenarios.

As part of our readiness plan, Development Services will invite the Development Community to participate in UAT. Our team will work closely with the designated BuildSA Development Community Committee, which is a focus group that represents several of the organizations we serve today. This group will be asked to help test the online portal to ensure the system meets our customer’s needs.

Plenty of training opportunities will also be available for customers. Development Services will offer online training resources such as a full instruction user guide, self-paced modules, and short videos. In addition, we will offer a variety of hands-on training sessions. Stay tuned for the upcoming training schedule.

We are excited about all the BuildSA activities that are taking place and can’t wait for everyone else to begin enjoying all the great benefits of BuildSA!

City Council Approves Lackland MLOD Zoning
The City Council approved the Lackland Military Lighting Overlay District (MLOD) Zoning Implementation Case on June 7. 

The MLOD is designed to reduce light pollution by requiring downward facing light fixtures, and placing limitations on the intensity of light within five miles of the military bases where nighttime training is conducted. 
MLOD has been in place since 2008 in the Camp Bullis area; earlier this year the City Council passed revisions and updates to the MLOD standards and directed staff to initiate implementation around Lackland and update the district around Camp Bullis.

Now that Lackland is in place, zoning and policy administration staff will work on the Camp Bullis update. Additionally, we will be setting up trainings at a later date for the MLOD standards.

A Clean Project is a Safe Project
While construction projects can get messy, safety remains a top priority at Development Services.

A clean job site, along with the surrounding streets and grounds, are critical to maintaining a safe environment. As such, developers and contractors are encouraged to keep the construction sites clean to help avoid hazards and vehicle damage. 

Understanding that building materials, dust, and tools are needed to get the job done, these items together can contribute to accidents. To help alleviate potential threats, please consider sweeping the floors and removing debris throughout the project to keep the area clean.

If the outside area or streets are impacted, be sure to perform a sweep after the project is completed and before re-opening the area and streets to the public.
These simple steps will help minimize accidents, including bodily injury and vehicle damage (flat tires), and keep your neighbors happy.
