The Association of Title IX Administrators (ATIXA) and the School and College Organization for Prevention Educators (SCOPE) are excited to announce the 2014 ATIXA/SCOPE Joint National Conference, October 12th-17th, at the Rosen Plaza Hotel in Orlando, Florida. In recognition of the Violence Against Women Act reauthorization and the October 2014 implementation of Campus SaVE Act enforcement, ATIXA and SCOPE have come together to share knowledge and community across the fields of Title IX and prevention education.

Title IX: The Online Environment and Beyond

How does the world's largest university handle Title IX and all of its complexities and requirements? With technology, of course! In this session, University of Phoenix Title IX Coordinator, Assistant Coordinator, and Deputy Coordinator will discuss sexual harassment and gender discrimination in the online environment, use of technology to investigate, conduct interviews, obtain evidence, use of technology to report on and conduct climate surveys regarding Title IX issues per the University of Montana Resolution Agreement, conducting hearing board training remotely, and technological solutions to the question, how do we inform students, faculty, and staff of their rights and responsibilities under Title IX?
Campus SaVE and a Catholic Campus: The Opportunities, the Potential Pitfalls, and the Bridges between them

As campuses navigate best practices for delivering quality prevention education and support for all students, especially those who have experienced or been accused of sexual misconduct, Catholic or other religiously affiliated campuses have unique opportunities and challenges within the conversation. In this session, we will discuss how the University of Dayton has created our Title IX and sexual violence prevention infrastructure, which began its formation in 2010. This conversation will include issues such as incorporating healthy relationships information within developmentally sequenced sexual violence prevention programming, the launch of the Green Dot program, our Title IX reporting process, and our crisis intervention and support services. We will then open it up for group discussion around the challenges that the University of Dayton has faced, how those compare with other institutions, and our recommendations for how to avoid those pitfalls based on our experiences.
Title IX, Pay for Play, and College Athletics Reform

The NCAA's amateurism bylaws, which preclude colleges from compensating athletes or allowing them to share in revenue (among other restrictions), has always been controversial.� Recently, however, calls for reform have been amplified by litigation that has gained traction in the last year.� In particular, student-athletes won a preliminary victory in their efforts to secure their rights under federal labor law to engage in collective bargaining, while, separately, a trial is underway to determine whether the NCAA's restriction on allowing athletes to share in revenue generated from the licensing of their names and likeness is a violation of antitrust law. Either one of these cases, or the mounting public and political pressure on the NCAA that these cases have helped fuel, could force the NCAA to make significant changes to the relationship between colleges and athletes in revenue-generating sport by allowing some manner of athlete compensation.� If such changes are made, what will this mean for non-revenue generating sport and, in particular, women's sport?� This presentation will explain how Title IX's requirement for equal treatment, combined the statute's over all agnosticism on to the distinction between sports that generate revenue and those that don't, could require institutions to compensate female athletes in a similar fashion.� It will also explain how such an outcome could, by contributing to the untenable cost to maintain a commercial model of sport, drive much of college athletics to adopt education-based reform.

Dr. Katz�s keynote address will focus on rape culture and bystander intervention in the context of objectification and hypermasculinity. Q: Would it be considered a best practice to notify a complainant in a case of a respondent’s return to school after separation where the respondent was found responsible for sexually harassing behavior, but no assault or violence? Model Clery Act ASR Language Now Available from ATIXA
Assisting in Compliance with VAWA Section 304
By now, many of you have taken a look at the VAWA Reauthorization section known as the Campus SaVE Act. This amendment changes the Clery Act in ways much more substantive than previous amendments. While amendments before asked us to disclose existing policies, they largely did not require us to create new policies except for the set of amendments contained in the 1992 Campus Sexual Assault Victim's Bill of Rights. Now, those disclosures and rights have been largely eclipsed by the SaVE amendments, which will require us to develop significant new policy language, much of the content of which is prescribed by the SaVE Act. Draft regulations were released in April 2014 by the Negotiated Rulemaking Committee, offering proposed changes to the Clery Act. Start planning now, because there is a lot to this new law.
We have a shortcut to SaVE you time. We have created template language to satisfy all of the new SaVE Act disclosure requirements - at least as best we can decipher them before final regulations are announced later this year. It's six pages of model language containing policy and procedure information outlined by Title IX and Campus SaVE, and is compliant with the most recent draft regulations of the VAWA Section 304 regulation. Please note that our template only includes the new ASR required disclosures, not all updates that were made by SaVE, such as those involving hate crimes statistics and hate crime categories.
