Easter Hours for our Municipal Service Centres
The Service Centres located in Upper Nappan, Springhill and Parrsboro, which provide the functions of tax and water billing and collection, building permits, zoning, etc. will be closed on Friday, April 19, 2019 and Monday, April 22, 2019. They will re-open on Tuesday, April 23rd, 2019 at 8:30 a.m.
Our Community Centre and Public Works Departments will be staffed during the above mentioned dates and times.

Public Council Sessions
The first Council session in April will be on
April 3rd and will begin at 6 p.m. and will deal with business issues. The second Council meeting in April will take place on
April 17th and will begin at 4:30 p.m. The second meeting will see discussion on our programs and services and strategic priorities.

The deadline for municipal Grants to Organizations applications was March 31st. We are now in the process of reviewing the applications submitted, and they will then be presented to Council for review as part of the 2019-20 budget process.
The grant application deadline was for grants requesting more than $3,000. If your organization wishes to apply for a grant that is less than $3,000 they can be submitted throughout the year, but they are dependent on how much money remains in the budget.

NEW ADAPTED EQUIPMENT PIECES

Expanding our Adapted Equipment Loan Inventory
Multiple barriers can stand in the way of fitness and leisure for persons with disabilities. One such barrier is access to specialized equipment that will meet their needs. Not only is the equipment specialized, it's expensive. This program hopes to decrease barriers to participation in sport and recreation by offering free equipment that will open up opportunities for physical activity. We hope this will be the beginning of many supports we can bring to this population.
We were granted funding through the Community Health Board Wellness Funds last month for an accessible beach mat, and we will be adding a hippocampe and a beach wheelchair to the line-up, as well! Exciting times!

We recently received funding from all three Community Health Boards (CHBs) to help us fund the placement of an accessible beach mat for easier mobility at Heather's Beach. This Is the only provincially supervised beach in the county, and there is a large amount of traffic through there.
|

The beach wheelchair
will always remain at Heather's Beach, and it is able to be used in conjunction with the accessible beach mat. With the beach wheelchair, people will be able to go directly into the water, and will not require transportation for lugging a large piece of equipment around with them.
|
|
|
|
This piece of equipment is called a "hippocampe" and it can also be used to take a user out on to the beach, and into the water, but it can be used on trails, snow, and many other terrains, as well. This would be available for any county resident to borrow for three weeks at a time through our equipment loan program.

PUGWASH CENTRAL WATER SUPPLY UPDATE
|
|
In our last update we advised that during the commissioning process operators had become concerned with the reliability of the chlorine injection system and that chlorine skid equipment was ordered. We have now been advised that the equipment is anticipated to be delivered April 23rd. Contractors are on standby to begin installation on that date.
We had previously advised that air release valves were being replaced and those installations have been completed. It is anticipated that this will aid in the mitigation of the aesthetic issue of aeration.
Staff continue to familiarize themselves with the system in anticipation of distributing water.
The next planned update regarding the status of the Pugwash Water System is following the meeting with the contractors and project management group that will take place on Tuesday, April 16th, 2019.

Cumberland Energy Authority Hosts the 4th Annual Energy Symposium On
Thursday, May 2, 2019.
The development of on-shore Natural Gas is a controversial topic with the potential for dramatic impacts on Cumberland County and Nova Scotia. With Cumberland likely being home to the largest gas deposits in NS any potential developments would likely see a strong focus here.
The 2019 Energy Symposium will be focused on the topic, and will allow for community learning and discussion with expert speakers.
If you are interested in attending this FREE symposium, which runs from 9 a.m. to 4 p.m. at the Dr. Carson and Marion Murray Community Centre in Springhill, please register below. Although it is a free event, attendees are encouraged to register so that catering can be arranged as lunch is provided.

Cumberland County's method of collecting recycling material changed on December 1, 2018 with a mandatory switch to two/dual stream recycling. Market conditions (keeping paper/fibre products separate results in a cleaner product, which brings a better price when sold) and the fact that Cumberland County was the only facility in Nova Scotia that was not operating under a two stream system were a couple of reasons for the switch.
Dual or Two Stream Recycling requires residents and businesses to place all paper products, such as newspapers, cereal boxes, cardboard, office paper, for example, in one bag and containers such as milk cartons, glass jars, cans, and plastic containers, to name a few, in a different bag.
The simple way to look at it is that you are required to keep all your paper products in a different bag than your containers.

EMERGENCY MEASURES SAFETY TIP

Flooding
Floods are the most frequent natural hazard in Canada. They can occur at any time of the year and are most often caused by heavy rainfall, rapid melting of a thick snow pack, ice jams, or more rarely, the failure of a natural or man-made dam.
To reduce the likelihood of flood damage
- Put weather protection sealant around basement windows and the base of ground-level doors.
- Install the drainage for downspouts a sufficient distance from your residence to ensure that water moves away from the building.
- Consider installing a sump pump and zero reverse flow valves in basement floor drains.
- Do not store your important documents in the basement. Keep them at a higher level, protected from flood damage.
If a flood is forecast
- Turn off basement furnaces and the outside gas valve.
- Take special precautions to safeguard electrical, natural gas or propane heating equipment.
- If there is enough time, consult your electricity or fuel supplier for instructions on how to proceed.
- Listen to media reports for evacuation routes from your area.
- In floods, in a rural farm setting, sheltering livestock may be the wrong thing to do. Leaving animals unsheltered is preferable because flood waters that inundate a barn could trap animals inside, causing them to drown.

John has been working for the Municipality of the County of Cumberland since 1994, so this is his 25th year as a municipal employee. John works out of Upper Nappan, and he has four Public Works employees reporting to him.

Chris has been working for the Municipality, or for the former Town of Parrsboro, for the past 19 years. He operates out of the Public Works garage in Parrsboro, and he has five employees reporting to him.
|
|

This is Andrew's 12th year working for the Municipality, or for the former Town of Springhill. Andrew operates out of the Springhill Public Works garage and he has a staff of twelve Public Works employees reporting to him.
|
|
|
|
The Municipality operates three separate Public Works garages. One located in Upper Nappan, one in Parrsboro, and another in Springhill. The Operations Supervisors (John Burbine, Chris Clarke, Andrew Thomas) at each location supervise and manage a number of Public Works staff, each with a variety of responsibilities.
The Operations Supervisors are responsible for managing and operating the ten waste water treatment plants throughout the county, which includes waste water collection and waste water treatment.
They also manage and supervise four water treatment plants in the county, and they are responsible for water treatment and water distribution.
In Parrsboro and Springhill, the Public Works staff also care for the roads, which includes snow removal and maintenance.
There are a number of other miscellaneous type of responsibilities that the Operations Supervisors manage, including lawn maintenance in Parrsboro, hanging Christmas decorations, and much more.

Prevention Innovation Grant
Sexual violence continues to remain hidden and victims are frequently blamed and stigmatized. Although it can sometimes seem too large to solve, we know that sexual violence is preventable.
Primary prevention approaches work to change environmental factors and social norms known to contribute to sexual violence (ex. sexism, media and marketing practices, technology, harmful use of alcohol, etc.), while also promoting healthy relationships, consent and fostering safer spaces and strong communities.
Funded projects are working towards some of the following outcomes:
- Better understanding of healthy relationships and norms.
- Increased engagement of men and boys in sexual violence prevention work.
- Youth have a clearer understanding of what consent is and why it is important.
- Decrease in the hypersexualization of women and girls.
- Increase in positive, non-violent perceptions of masculinity.
This year, grants up to $5,000 are available.

Venture for Canada connects university and college students with startups and small businesses to support the professional development of Canadian students and the growth of the Atlantic Canadian economy.
Proudly funded by the Federal Student Work-Integrated Learning mandate, the Atlantic Internship Program is driving systemic change in the skills development system at the post-secondary level, to effectively align technical, foundational and "work-ready" skills of PSE students with the skills required by Canadian employers.
There are over 120 student candidates from Atlantic Canada interested in working with small & medium sized businesses, start-ups and non-profits.
