FEMA is changing a few ways that they manage Public Assistance, which is the assistance provided to local governments. Because this involves reimbursement to local governments, and that reimbursement is dependent on filling all of FEMA's requirements, it is important that each village, city and county agency that would be applying for reimbursement understand the changes.

Rectangular Rapid Flashing Beacons (RRFB)
Notice from FHWA

A new Interim Approval from the FHWA has been issued and is now available. Interim Approval No. 21 (IA-21) allows the use of pedestrian-actuated rectangular rapid-flashing beacons (RRFB)  marked crosswalks. This new Interim Approval incorporates more recent research and experience with the RRFB.

The FHWA has been informed that patents associated with the RRFB have been expressly abandoned, making this device eligible for use on a provisional basis.

Please note that this new Interim Approval does not reinstate IA-11, which was terminated in December 2017.

The FHWA's reintroduction of the RRFB gives practioners more options in the available treatments they can consider, in addition to those already allowed by the MUTCD as outlined in our December 2017 Informational Brief, Treatments for Uncontrolled Marked Crosswalks.

Frequently asked questions related to the termination of Interim Approval No. 11, RRFB can be found here  https://mutcd.fhwa.dot.gov/resources/interim_approval/ia11/faq/index.htm

Every Day Counts
Illinois Hosts Pavement Preservation Workshop

As part of its deployment of pavement preservation (when, where, and how) strategies, the Illinois Department of Transportation (IDOT) collaborated with FHWA to host an "Integrating Pavement Management to Selecting Pavements for Preventive Maintenance" workshop. As IDOT implements Transportation Performance Management, the agency recognizes pavement preservation as a cost-effective way to sustain infrastructure through whole-life investments. Workshop participants from IDOT, local agencies, a metropolitan planning organization, and the private sector worked on examples to evaluate the impact of pavement condition on project selection, identify the cause of various pavement distresses, and determine the best preservation process to solve specific problems. IDOT will use the workshop information to enhance its pavement preservation treatment guidance and investigate treatments to add to its pavement preservation toolbox. For information, contact Jason Dietz of the FHWA Resource Center.

This article was published on March 29, 2018 in the EDC News, published by the Federal Highway Administration, Center for Accelerating Innovation. Every Day Counts, a state-based initiative of the Federal Highway Administration's Center for Accelerating Innovation, works with state, local and private sector partners to encourage the adoption of proven technologies and innovations to shorten and enhance project delivery.
