Tony is experienced in a wide range of energy related transactions and regulatory matters. Tony’s transactional practice is concentrated generally in mineral title examination, transactions involving the acquisition and divestiture of mineral properties, energy related financings, and transactions involving the negotiation and performance of agreements related to the exploration, development and production of oil and gas. His regulatory practice is focused on matters relating to onshore and offshore leases, including those located in state waters and federal waters on the Outer Continental Shelf.  He has represented numerous energy producing companies before the (i) Bureau of Ocean Energy Management; and (ii) Bureau of Safety and Environmental Enforcement (collectively the federal agencies were formerly known as the Minerals Management Service) in the Pacific, Gulf of Mexico, and Alaska OCS Regions, Department of the Interior, Interior Board of Land Appeals, and other regulatory agencies concerning a variety of matters such as plugging and abandonment liability, bonding, oil spill financial responsibility, royalty valuation, royalty relief, and incidents of non-compliance. Tony is also an Adjunct Professor teaching the Mineral Law Course at the New Orleans Loyola University School of Law.

Kathleen's practice is focused in the areas of oil and gas law, including mineral title examination, the acquisition and divestiture of mineral properties, energy-related financing transactions, the negotiation of oil and gas contracts, and business entity formation. Kathleen worked as senior counsel for several years with Chevron North America Exploration and Production Company, a division of Chevron U.S.A. Inc. As senior counsel, she drafted and negotiated a variety of agreements including master service agreements, production handling agreements, asset purchase and sale agreements, confidentiality agreements, visitation and boarding agreements, and mineral leases.
Our Federal Offshore Team
From the inception of the federal offshore leasing program in the 1950s and into the 21st Century, Liskow & Lewis has been counsel in many of the landmark decisions affecting offshore oil and gas operations. The firm regularly advises domestic and foreign clients on a host of decisions facing offshore operators and other interest owners , including initial entity selection, qualification to own and operate federal offshore leases, obtaining approval of assignments and other conveyances, and satisfying bonding requirements. We also provide title opinions and title analysis and perform curative title work for offshore properties, and we frequently assist clients with offshore mergers, acquisitions, and divestitures . We also provide advice and representation to clients on the interpretation and application of all major pieces of legislation governing offshore operations. Liskow & Lewis has extensive experience in navigating the complex regulations governing the calculation and payment for royalties to the federal government. We also regularly represent clients in connection with disputes over lease maintenance, compliance with regulations governing OCS operations, and defense of Incidents of Non-Compliance and the threatened imposition of civil and criminal penalties.
