Delivery Systems Innovation
Accountable Care Collaborative Phase II Launched July 1, 2018
During Phase II, the Accountable Care Collaborative (ACC) will monitor program performance using four mechanisms: 

1. Key Performance Indicators
2. Behavioral Health Incentive Program
3. Public Reporting
4. Performance Pool

Incentive payments will be made directly to each Regional Accountable Entity (RAE). This provides RAEs with greater flexibility to design innovative value-based payment arrangements with their network providers and maximize performance.

Tools for Transformation
Prime Health Challenge
A total of 13 companies made it to the semi-final round for the Prime Health Challenge, an event that matches safety net institutions with digital health technologies that address patient and provider needs. 

Two SIM team members acted as judges for the first round and continue to work with the Prime Health team to ensure that SIM practice sites have access to technologies that improve efficiency and enhance patient care and experience. 

Winners will receive a portion of $150,000 provided by the Colorado Health Foundation to fund pilots with Colorado safety nets and rural critical access hospitals.  Learn which companies made it into the semi-finalist round.

Partnerships to Improve Population Health
Depression & Men--Education Module for Care Teams
Symptoms of depression in men might differ than those care team members see in women, which is one reason why a new care module funded by the State Innovation Model (SIM) focuses on symptoms commonly found in men, screening and treatment options and resources. 

The Men & Depression module is available now  along with other SIM-funded modules, which you can access by creating an account with the "SIM" registration code.

Operational Excellence
Uniform Service Coding Manual July 2018
The Department recently updated The Uniform Service Coding Standards Manual, billing guidance for the Medicaid Capitated Behavioral Health Benefit. 
 
Unless otherwise noted, the State (the Department and the Office of Behavioral Health) has agreed that it will accept coding provided under the previous edition through July 31, 2018. Providers must implement the July 2018 edition by August 1, 2018 for dates of service July 1 and thereafter, regardless of submission date.
 
There is a corresponding July 2018 Code Manual Changes Form which identifies the changes made for the July 2018 version and the rationale.

Updated Paper Application for Medical Assistance
On June 8, 2018, The Department and Connect for Health Colorado released an updated paper application for Medical Assistance: The Application for Health Insurance & Help Paying Costs. 

The application was updated to improve readability for applicants and members. As with the current paper application version, the Department will not print the updated paper applications for eligibility sites.
 
The updated paper application is on the Department website in English and Spanish under Apply By Mail. Please note that it may be necessary to reload the PDF or clear your browser's cache if the updated PDF version is not displaying correctly.
 
The Department has also created a desk aid and recorded a webinar to explain the updates made to the new paper application. The desk aid, webinar recording, and webinar PowerPoint slides are under the Paper Applications link on the web page.

New Videos: Disability Competent Care
The Disability Competent Care videos are designed to increase provider awareness and capacity to provide disability competent care to people with disabilities. 

The videos were created collaboratively with people with disabilities, disability advocates, and healthcare professionals. The videos address these topics: 
  • The Healthcare Experience for People with Disabilities
  • What is Disability Competent Care? 
  • Core Values of Disability Competent Care
  • The Three Pillars of Disability Competent Care
    • Communication Access: To what extent do providers offer varying methods of communication? 
    • Programmatic Access: Are there policies or procedures in place to ensure people with disabilities receive the same quality of care as people without disabilities? 
    • Physical Access: What physical obstacles do people with disabilities encounter when traveling to and within a provider's office?
Several links to resource materials accompany the videos, including tax incentives, best practices, the Americans with Disabilities Act, and the Colorado Disability Competent Care Self-Assessment Tool.

Regulatory Efficiency Review Public Notice
The Department is required to conduct a review of its rules to:
  • Assess the continuing need for, appropriateness, and cost-effectiveness of its rules
  • Determine if those rules should be continued in their current form, modified, or repealed
Public comment will be collected by August 15, 2018. 
Input will help the Department determine if these rules should be continued in their current form, modified, or repealed. All identified rule modifications will go through the standard Department rule making process.
