Dear Members,

We have two topics to share with you today that are time-sensitive:

1)  Notice of Meeting with Federal Motor Carrier Safety Administration (FMCSA)

We are meeting with FMCSA's Administrator, Ray Martinez, this Friday, July 6th at 10:00AM.  

The agenda is a meet and greet plus a discussion with us about FMCSA's policies and topics we are interested in that impact our Association Members and industry.  If you have a particular topic that you would like us to discuss, please email me ASAP.  

Note, you may recall, we previously met with Ray while he was the Administrator for the New Jersey Motor Vehicle Commission (NJMVC) regarding concerns related to obtaining commercial driver licenses, including testing requirements and delays due to the closure of several State facilities.  

2) New Jersey Budget Update

Governor Murphy signed the budget bill, S2019 / A4200, over the weekend. He made minimal line-item vetoes, most of them deleting certain language provisions the Governor believes would have delayed efficiency and flexibility in the operations of State Government. The Governor also signed S2824 / A4326, the supplemental appropriations bill, again with line-item vetoes of language.

The Governor also signed a number of bills that will raise revenue including the following:
  • ACS for A3088wGR / SCS for S64, S1515, S2407 which increases earned income tax credit; provides credit for child or dependent care expenses; taxes "investment management services.
  • A3438wGR / SCS for S1841, S2523 which requires Director of the Division of Taxation to establish 90-day State tax amnesty period that ends no later than January 15, 2019.
  • ACS for A4061wGR / S2767 which imposes surcharge on prearranged rides and increases certain fee associated with motor vehicle violations.
  • A4202wGR / S2746 which imposes surtax on corporation business tax liability; decouples certain provisions from Internal Revenue Code; imposes tax on certain dividends.
  • A4207 / S2657 which establishes a Medicaid emergency room triage reimbursement fee for low acuity emergency room encounters.
  • A1753 / S749 which imposes State sales and use tax and hotel and motel occupancy fee on transient accommodations; authorizes various municipal taxes and fees on transient accommodations.
  • A4132 / S2731 which imposes $0.10 per fluid milliliter tax related to sales of liquid nicotine.
  • A4229 / S2772 which applies Meadowlands regional hotel use assessment to all municipalities that participate in Meadowlands tax sharing program.
