Senate Ag advances farm bill out of committee
The Senate Agriculture Committee continued in a strong bipartisan fashion with a 20-1 vote to pass the farm bill out of committee and setting up a smooth pathway for approval by the full Senate before the 4th of July recess.
Senate Agriculture Committee Chairman Pat Roberts (R., Kan.) agreed upon 66 amendments en bloc as part of the manager's amendment.

Amendments individually debated and approved by the committee included measures to refund dairy Margin Protection Program premium payments made between 2015-2017, restoring funding for bio-based programs, and allowing trade promotion dollars be used to promote U.S. products in Cuba.

The loan vote against the bill was from Sen. Chuck Grassley (R., Iowa) who had wanted to have an amendment on tighter payment limits. However, due to a procedure issue, he was unable to bring up the amendment but plans to bring it to the full Senate floor.

What controversy exists in Senate farm bill
The Senate was predominantly void of drama during its farm bill markup on Wednesday, but there were a handful of issues that revealed that further discussion may be coming on the floor. Differences of opinions existed on Conservation Reserve Program (CRP) acres, hemp regulations and payment limits.

Perdue said NAFTA talks to continue over summer
Secretary of Agriculture Sonny Perdue said although he wasn't in a position to negotiate the North American Free Trade Agreement, it was a point of discussion in his visit with Canadian Agriculture and Agri-Food Minister Lawrence MacAulay on June 15.

In discussions, Perdue said the two leaders discussed Canada's dairy supply management issue and tariffs, grain grading and other points of disagreement within NAFTA.

Perdue said the United States isn't in a position to tell Canada to eliminate its supply production mechanism of protecting its domestic dairy producers, which has been a common rallying cry in ongoing NAFTA discussions. However, if Canada truly operates a supply management program that manages supply, it relieves the problem U.S. producers have that Canada is dumping products on the world market.

Walmart opens new Indiana milk processing plant
Walmart held a grand opening this week for its new milk processing facility in Indiana. Gov. Eric Holcomb joined Walmart executives and Allen County commissioner Therese Brown to celebrate the opening of the company's 250,000 sq. ft., state-of-the-art milk processing plant in Ft. Wayne, Ind.

Walmart, which began construction on the plant in 2016, has hired nearly 200 new Walmart associates to work in both milk processing and transportation and created more than 100 additional jobs in the Hoosier dairy industry.
Pain relief after disbudding improves animal welfare
A new precision breeding partnership has been formed to eliminate the need to dehorn dairy calves, but the multiyear project has just gotten underway, and implementation and widespread industry acceptance may take years.
