The Latest Issue of JPAE Volume 24 No.1 is Here!

The latest issue of Journal of Public Affairs Education (JPAE) ushers in a new era for NASPAA's flagship journal. Not only does it mark the release of the first issue with Taylor & Francis as its publisher, moving forward from a proud heritage of more than two decades of self-publication by NASPAA, but it is the first issue released by its new editorial team. Dr. Bruce McDonald of North Carolina State University and Dr. William Hatcher of Augusta University take over as co-editors-in-chief.
 
To help implement their vision for JPAE, Bruce and Will have put together  a superb team of associate editors. Dr. Lori Brainard of George Washington University will serve as the case studies editor, Dr. Jessica Terman of George Mason University will serve as the book review editor, Dr. Alicia Schatteman of Northern Illinois University will serve as the social media editor, and Dr. Kendra Stewart of the College of Charleston will serve as an international and engagement editor. Winn Decker, a PhD student from North Carolina State University, will also be working with the Journal as the assistant editor. This team presents a strong and diverse editorial team that can ensure JPAE achieves its mission of advancing teaching and learning in our field.
Please note: there are now two options for JPAE access by NASPAA member schools: electronic access is available for free to all NASPAA member school faculty, staff and students. University libraries and perhaps the schools themselves may want to SEPARATELY obtain a HARD copy subscription to the journal. The cost of hard copies in NOT covered in the JPAE access agreement for all NASPAA members, and must be paid for separately."  



How to Access JPAE Online
On Friday, April 6, the Journal of Public Affairs Education Volume 24, Issue 1 will be free to access through May 31, 2018 . Simply go to: www.jpaejournal.com to view, download, and print the articles which interest you.

In the future, JPAE access will remain free for all faculty, students, and staff in NASPAA member programs. Make sure you are logged onto your library's network, search for the Journal of Public Affairs Education, and you will have automatic access. The Taylor & Francis system will recognize your university's IP address as being a NASPAA member (so you should therefore log into your school's network in order to access future JPAE issues.) If you have any access issues, please see your university librarian.

2018 NASPAA Annual Conference 


It is time to gather your ideas and colleagues around the world to create and submit your panel proposal for the 2018 NASPAA Annual Conference in Atlanta, GA. 



This year's important and relevant theme is: Making a Difference: Good Governance in Disrupted State(s). Waves of disruptions have rocked our world in recent years, and public affairs education has had to pay attention. Civil political discourse and norms collapse. Technology brings new security and privacy threats, and artificial intelligence spawns autonomous decision making and regulatory challenges. Financial markets crash. Natural disasters overwhelm government response. Disruptions have jarred us closer to home, too, threatening the status quo of MPA and MPP provision. We have been trying to change our curriculum to prepare students for a changed world. We have been restructuring our programs and degrees. We have been trying to apply assessment tools, our self-study processes and our scholarly research agendas to see if we're making useful change in this disrupted environment. And we are recognizing that our struggle with disruption is not a local or even national one: there are massive global disruptions from climate change, migration, market shifts, social movements, and pandemics for which we must educate students.

Now it's our turn: can disruptive factors destroy governance as we've known it?

Pi Alpha Alpha Honor Society

NOW IS THE TIME TO INDUCT PI ALPHA ALPHA STUDENTS  

Spring is upon us and now is the time to begin the process of inducting students into your chapters! 
 
I hope you will take some time in the coming days to identify the next class of Pi Alpha  Alpha Inductees.  Remember to be eligible students need to have a GPA of 3.7 or above (3.67 rounded) and completed at least 50% of their required coursework.

This is also the time to start thinking about what Pi Alpha Alpha regalia your chapter will wear during commencement.  Please try to place your induction and  commencement order as soon as possible to ensure your materials arrive on time.  Don't forget to send us your pictures from your induction and commencement ceremonies.

Attention Pi Alpha Alpha Advisors, please stay tuned for news to nominate your chapter for a $2,000 Chapter Grant to promote public service careers or a $500 grant to generate awareness for the Public Service Loan Forgiveness (PSLF) Program.  The details will be communicated to all advisors soon!  Finally, if you know of a Chapter Advisor who consistently goes the extra mile, nominate him or her for the PAA Chapter Advisor Award of Excellence.

The NASPAA 2018 Annual Awards Deadline Is 
June 1! Nominate A Great Colleague, Student, Alumni Or Program For This Year!  
Great work is accomplished every day by public service education faculty, students and programs. At the NASPAA Annual Conference, we highlight this excellence!

You can nominate yourself, peers, students and programs by submitting a few pieces of information;  review the full details here.
  • Alumni Spotlight Award: to recognize an alumnus from both a large and small school who have devised innovative solutions to public sector problems.
  • Staats Emerging Scholars Award: for up to three current and exemplary Ph.D. students pursuing a faculty position.
  • NASPAA Dissertation Award: to recognize significant research achieved in an outstanding dissertation.
  • Duncombe Excellence in Doctoral Education Award: for a faculty member with a proven record of mentoring doctoral students.
  • Leslie Whittington Excellence in Teaching Award: for a faculty member who has displayed teaching excellence over a period of time.
  • Diversity Award: for a program that exemplifies the highest standards of promoting and supporting diversity in research, teaching and/or service.
  • Social Equity Award: for a program that exemplifies the highest standards of promoting and supporting social equity in research, teaching and/or service.
  • Social Justice Curriculum Award: for a faculty member or faculty team will show how social justice principles have been incorporated into the syllabus and teaching activities of at least one core course.
  • Pi Alpha Alpha Chapter of the Year Award: recognizes excellence in programming and chapter management in pursuit of the PAA goals for scholarship, leadership and excellence.
  • Pi Alpha Alpha Chapter Advisor of the Year Award: for a person who has made outstanding contributions in support of a PAA chapter.
  • Pi Alpha Alpha Master's Degree Manuscript Award: recognizes an outstanding manuscript written by a Master's student.
  • Pi Alpha Alpha Doctoral Manuscript Award: recognizes an outstanding manuscript written by a doctoral student.
All nominations must be submitted by Friday, June 1 at 11:59 p.m. ET to [email protected].

U.S. Public Service Loan Forgiveness Program
 
NASPAA Announcement
Attention MPA and MPP Graduates with Federal Direct Student Loans!

Congress has just passed a spending bill that affects the U.S. Public Service Loan Forgiveness Program! (This is the program that provides for the cancellation of remaining student loan debt once graduates have worked for 10 years in government or nonprofit (501(c)(3) service.

What's changed:
Some federal student loans were not eligible for Public Service Loan Forgiveness, and now they will be. If you have been told your loan is not eligible, or that you have made ineligible payments, this may no longer be the case. The Secretary of Education is also now required to issue a simplified set of instructions regarding who is eligible and how to apply, by the end of May. Watch for this--we will circulate additional information as soon as it is available.

BUT, please be aware that, for the rest of this fiscal year-until September 30, 2018-the amount of loan forgiveness is capped. The funds for loan cancellation will be available on a first come, first serve basis, regardless of the applicant's debt level. Once this fiscal year funds are gone, eligible students further back in the queue will not receive loan forgiveness. So, IF YOU BELIEVE YOU ARE ELIGIBLE FOR PUBLIC SERVICE LOAN FORGIVENESS, PLEASE APPLY FOR IT AS SOON AS POSSIBLE. Don't miss out!

Current Students and Graduates with less than 10 years of public service:
For future years, the Public Service Loan Forgiveness (PSLF) is in peril. There are proposals to cap the program in future years-or even to abolish it. However, if you have originated your loans before a Reauthorization passes, it is extremely likely you will be "grandfathered"-that is, you would be eligible even if the program is abolished for future borrowers.
Even if PSLF continues, the capping of benefits could also continue in subsequent years, to reduce the cost of the program. It is therefore important for those who haven't completed 10 years of public service to be vigilant so that you may apply for PSLF as soon as you are eligible.

Please take the following steps to ensure you remain eligible:
  • If you are relatively low paid compared to your loan debt, consider switching immediately from standard repayment to income-based repayment (paying 10% of your adjusted gross income, less 150% of the poverty rate, rather than a fixed-amount mortgage-style repayment each month). For details on making this decision, see https://studentaid.ed.gov/sa/repay-loans/understand/plans.
  • Get your employment "certified" as public service. (https://studentaid.ed.gov/sa/sites/default/files/public-service-employment-certification-form.pdf. If you are denied by the Department of Education, you should file an appeal with the Department-and contact your Senator or Representative. 
  • Do not miss a payment, and do not consolidate your debt with a private loan consolidator. 
  • Keep careful records of your employment and payments--and apply for loan cancellation as soon as you have made 120 payments.

2018 NASPAA Admissions Directors Meeting July 19th, Washington DC! - SAVE THE DATE
The 2018 Admissions Directors' Meeting will be held Thursday, July 19th this year, in advance of the PPIA Expo scheduled for July 20th.  The meeting will be held in Washington DC.  Admissions Directors should also be on the lookout for the opportunity to provide feedback on this year's Admissions Survey instrument. 2018 NASPAA Career Professionals Conference December 5-7 - SAVE THE DATE
The 2018 NASPAA Career Professionals Conference will be hosted at  New York University, Robert F. Wagner Graduate School of Public Service . We are delighted to begin work with this year's NYU chairs, Rachel DuBois and Tom Hernandez.

Public Service Recognition Week


Honoring Our Public Servants. 
Connecting Citizens with Their Government.
May 6-12, 2018


For more than 30 years, NASPAA has been a board member and supporter of Public Service Recognition Week (PSRW). The week is an annual celebration of public servants across the country and throughout the public sector. We honor Federal, state and local employees, city managers, fire/EMS professionals, nonprofit experts and more-- for the ways in which they serve the public and strive to maintain their trust.

Pi Alpha Alpha chapters and other student groups are encouraged to do some hands-on things to publicly recognize the contributions of public servants: why not write an op-ed, profile some of your alumni who now work in government in your area, or request a proclamation from your university president or mayor in honor of Public Service Recognition Week?

There is an online toolkit to help students and faculty actively celebrate PSRW, put out by Public Employees Roundtable, the group that organizes the annual event. Follow #PSRW to see what's going on across the country throughout the month of May!

Kick off Public Service Recognition Week at the 6th annual Public Service Charity Walk/Run. DC-area residents can participate at National Harbor, Maryland. Across the country or around the world anyone can run or walk as a virtual participant. All registrants receive a t-shirt!
