Well the first 3 months of our term has been a whirlwind of activity for North Kawartha Council. Below are just a few of the items we are working on and/or have completed.
- Deputy Mayor Whelan is taking the lead and making great progress on resolving the In-Water Jurisdiction matter and the outstanding OMB appeals
- Council will be starting lake tours this year in order to gain a better understanding of our waterfront geography
- The replacement of the Crowe River Bridge on County road 504 is scheduled to be completed this summer and the detour route will be Glen Alda Road for the duration of this project
- Council made the following appointments to our Board and Committees:

- We signed the lease for the continuation of ATM services in the current location
- Council heard from the Lion’s Club regarding plans to improve Lions Park, and Community Care regarding the services they provide and their upcoming move to their new location
- We provided support and feedback to the Province’s proposed changes to the Growth Plan
- Council reviewed policies related to the new Cannabis Regulations and Secondary Suites
A huge accomplishment for Council is the passage of a 2.1% increase to the municipal budget dollars over last year. In my 15 years on Council this budget was one of the lowest ones we’ve passed. Factoring in our assessment portion of the growth there will be a 1.7% decrease in the municipal tax rate this year. I would like to thank all Township Staff for their efforts to bring forward such an efficient budget. I am so very proud of Council and our municipal team!

Well Water Testing Service Drop off at North Kawartha Township Municipal Office
The free well water drop-off service at the municipal office will resume Tuesday, April 2, 2019, to Thursday, November 28, 2019.
- Residents can pick up a free water sample bottle(s) here at the Municipal Office Monday to Friday 9 am- 4:30 pm
- Residents may drop off their water samples on Tuesday and/or Thursday's between 9 am-10 am
- Residents may drop off their samples at Peterborough Public Health, 185 King St., Peterborough, between 8:30 a.m. and 4:30 p.m. Monday through Thursday, and from 8:30 a.m. to 12 noon on Fridays
- or at the Public Health Ontario Laboratory at 99 Hospital Drive between the hours of 8:00 a.m. and 4:30 p.m.

2019 Interim Tax Bill and Landfill pass
|
The 2019 Interim Tax Bill and Landfill Pass were mailed out to property owners at the end of February. Keep a look out for yours! This will include two (2) installments that are due on:
- Wednesday March 27, 2019; and
- Wednesday May 29, 2019
Inside the mailing is also your 2019 Waste Site Pass- Keep them safe, a replacement pass will cost $20.00
Make paying your taxes easy for you, it's not too late to sign up for the
pre-authorized payment program
with three options. If you have any questions about your tax bill, payment options or any of the items enclosed in your tax bill, please contact the Finance Department at 705-656-4445 ext. 235

The Friendly Hockey Jersey Challenge among Communities: Mayor Amyotte
The North Kawartha Knights defeated the Lakefield Chiefs and Selwyn's Mayor Mitchell was a great sport and donned the Knights Jersey at both a Selwyn Council meeting as well as a Peterborough County Council meeting. Unfortunately the Knights suffered a tough loss in the finals to the Uxbridge Bruins. It is Mayor Amyotte's turn to sport the opposing team jersey to a North Kawartha Council meeting. This was a fantastic opportunity to encourage community participation and support!

It's Time to Renew your Dog Licence!
Dog Tag renewals are $10.00 per spayed/neutered dog, $15 per non spayed/neutered dog until April 15th, 2019 and then the cost goes up by $5.00. Licences expire on December 31st of the year of issuance.

Burn Permits "Did you know"
Get your FREE Burn Permit online or you can visit one of the following locations during operating hours to obtain a burn permit in person at:
- Municipal Office, 280 Burleigh Street, Apsley
- Woodview General Store, 6220 Highway 28, Woodview
- Anstruther Marina, 23 Fire Route 63, Anstruther Lake
- Eels Lake Marina, 807 Eels Lake Road, Eels Lake
The following is not permitted:
- Burn barrels
- Burning of grass or leaves
- Ignition of or use of flying lantern (also known as sky lantern)
- Burning of garbage or hazardous to the environment materials
- Burning during the daytime ( 8 AM until 6 PM) from April 1 until October 31

Building Code Corner
The most frequently asked question:
"When do I need a building permit?"
While this may appear to be a simple common sense question, it's crucial to understand what the Ontario Building Code and the Ontario Building Code Act define as a "building".
A "Building" is defined as:
- A structure occupying an area greater than 10 square meters (108 square fee) consisting of a wall, roof and floor or any of them or a structural system serving the function thereof including all plumbing, works, fixtures and service systems appurtenant thereto.
- A structure occupying an area of ten square meters (108 square feet) or less that contains plumbing, including the plumbing appurtenant thereto,
- Plumbing not located in a structure
- A sewage system or
- Structures designed in the building code.
As evident, the definition of "building" includes aspects that some would not initially consider as a building. This misunderstanding often means people will build without a permit. Without question, if you plan to undertake a project that falls into the definition of "building", you are required to apply for a building Permit. If you are unsure if a building permit is required for your project, feel free to contact our Building & Planning Department and we would be happy to assist you and answer any questions you have.
