Pre-K for PA gives supporters a chance to win Pocono 400 Tickets
|
Local United Ways are encouraged to help promote a giveaway made possible by a partnership between the Pocono Raceway and the Pre-K for PA campaign. We are also turning the corner and are in the final few laps of the PA race for governor. As the candidates speed towards the midpoint of the race, most have taken the time to assert their positions on access to high-quality pre-k and child care as part of a candidate survey conducted by Pre-K for PA partner organization United Way of Pennsylvania (UWP).
The candidate survey offers Pennsylvanians the opportunity to learn where gubernatorial candidates stand on a variety of issues related to education, health, financial stability and the nonprofit sector. Please take a moment to visit the UWP's

Available and affordable high quality child care is in short supply in PA
The Governor's Early Learning Investment Commission has released a policy paper called "Power to Grow: High-Quality, Affordable Child Care for Today's Workforce and Tomorrow's". In Pennsylvania, as many as 67.9 percent of children need child care because all available parents are in the workforce. More than 42 percent of those children come from families whose income is less than 200 percent of the federal poverty level.
A 2017 analysis by the PA Partnerships for Children found that 70.8 percent of kids who are eligible for Child Care Works subsidy do not have access. And in 45 of Pennsylvania's counties, 80 percent or more of the eligible children are unserved.
A little more than two-thirds of Child Care Works enrollment is in care that is not high-quality. The report estimates that only 39 percent of care across the state meets high-quality standards, and that means there is only enough capacity for about thirty percent of children who need care to be served in high-quality settings.

United Way Worldwide hosts Executive Forum on Philanthropy
|
Registration is now open for the first Executive Forum on Philanthropy hosted by United Way Worldwide. United Way CEOs and Board chairs are invited to Arlington, Virginia for the two day program which will feature discussions with outside leaders on the future of marketplace, philanthropy, and community. These teachings can then be applied to United Way's highest and most immediate priorities.
Prior to the forum, the 2018 Annual Meeting of the Membership will be held. To see the general schedule, please check

The cost for the event is $395 per person and United Way Worldwide is advising members to make their own travel arrangements. They have compiled some details regarding travel on their

April state revenues and May 1 revenue estimate from the IFO
|
The April revenue report, most closely watched for Personal Income Tax collections, showed that PIT basically met expectations while General Fund collections were 1.5 percent lower than anticipated. For the year to date, General Fund collections are about $164.1 million, or .6 percent above estimate. The PIT is about $124 million, or 1.1 percent above estimate.
April corporation tax revenue was above estimate, but is still down 3.4 percent for the year to date. Realty transfer tax receipts are about 2.1 percent higher than estimated, while sales tax receipts are only slightly higher than expectations for the year to date.
Meanwhile, the Independent Fiscal Office released its required May 1 revenue estimate for FY 2017-2018 and 2018-2019. Based on figures from the IFO, Pennsylvania could end the year with a shortfall of as much as $200 million. The IFO also projects revenues at $33.9 billion for FY 2018-2019, which would allow the potential for lawmakers to spend between $400 to $600 million more in the next budget, depending how the anticipated shortfall for the current fiscal year is resolved.
The IFO identified wage growth as the key factor for Pennsylvania's improving fiscal situation. Their prediction is that wages will grow by 4.3 percent in 2018 and 4.2 percent in 2019. The wage growth, in addition to increasing PIT revenues, also is leading to more sales tax growth, which approached 5 percent for the last six months. Some income was shifted this year due to federal tax changes, but the IFO predicts that will be recovered in 2018-2019.

Global Results Framework: Reporting Open
The Global Results Framework (GRF), a new way of measuring results and offering a clear picture of lasting change created by United Way, has opened reporting as of May 1st, 2018. The reporting window will close June 22nd, 2018.
Data can be reported in the Clear Impact Platform. There was a two-part webinar series on how to report data. Part one focused on translating local data into GRF indicators and part two specifically related to input into Clear Impact. Both webinars, along with all GRF webinars, are available
here.
In addition, every Tuesday until the deadline at 1pm the GRF team will be holding open office hours on specific topics. They'd be glad to have you join them to ask questions and discuss the GRF. You can view the upcoming schedule
