I want to start off by saying the "Passion & Persistence" Women's Conference on Friday, April 13th was a huge success!  Attendees have been raving about the speakers and their overall experience.  With over 700 people registered this was our biggest Women's Conference to date.  Joan, Valerie, Lisa did such great work putting this together as well as the rest of the committee and BIA team.  I can't wait to see what they have in store for us next year!
 
Now we are getting ready for our 51st Annual Golf Tournament presented by Boudreau Pipeline.  The tournament is a little over 2 weeks away and even if you missed the chance to golf you can still participate in the day.  We brought back the Horse Race and at a new time!  The Horse Race will now be in the morning prior to the tournament.  I encourage you to participate, whether you play in the actual Horse Race or just grab a drink and breakfast burrito and go down and watch.  It will definitely be a good time.  We also still have Dinner Only tickets available.  Don't miss your chance to network and have a great day with your industry friends.  I hope to see you all there!
 
NextGen is hosting a program called Next Generation of Elected Leadership: Panel and Networking Event on Wednesday, May 2nd at the AC Martin Hotel. Their hope is that participation in the event will inspire the younger membership of the BIAOC serve their communities and voice their support or opposition on issues that affect our personal and professional lives.  If you have any young professional in your company, urge them to attend this important event. 
 
Thank you everyone for your continued support of the industry and this association.  I encourage you to keep getting involved by attending events and committee meetings.  This association is at its best when everyone is taking part and contributing.

City of Tustin
The Building Industry Association, Orange County Chapter (BIA/OC) joined the Orange County Business Council, the Orange County Association of REALTORS® , The Pacific West Association of REALTORS® , the Orange County Taxpayers Association, the California Apartment Association, and residents of Tustin in opposition to Inclusionary Zoning Tuesday night. City of Anaheim
On April 24th, BIA/OC attended a Council workshop, hosted by the City of Anaheim regarding significant fee alterations. Of note, the City is considering an expansion of Development Impact Fees for Police, Fire and Library beyond the current Platinum Triangle boundaries to become citywide. Per the city's projections, current "per door" development impact fee assessments in areas outside the Platinum Triangle are assessed at $6,706 per door. Under the new approach, the "per door" rate would nearly double to $13,285.
 
Conversely, a current project in the Platinum Triangle has a $15,668 "per door" fee that is proposed to decrease to the new citywide standard of $13,285. To put these numbers in context, for a 200-unit residential project built on a vacant parcel the current fees outside the Platinum Triangle would be $1,341,200, within the Platinum Triangle $3,133,600 and under the new fee structure, citywide it would be $2,657,000. The Council has taken this information into consideration and a vote on the fee alteration is expected on June 19th.

City of Brea
As previously reported, the City of Brea continues to explore fee increase options as a continuation of an effort launched last year. The City has not increased many of their fees in over a decade, so the update has grabbed the attention of many that do business in the City. Working with community groups, BIA/OC has advocated for a phased implementation of any adjustments to ensure all industries have adequate time to adjust their financing projections. With staff's assistance a phased approach is to be proposed at a hearing in May.

City of Huntington Beach
The City of Huntington Beach has a mandatory Public Art Fee that includes onerous burdens on development. As currently enacted, the Art requirement must go through heavy vetting before permits or Certificates of Occupancy can be issued to a development. Worse still, the documents offered by the City directly state that a consultant should be hired to navigate the process of obtaining approval. This is a needless burden that stands in the way of free enterprise.

Therefore, it was with great hope that the BIA saw Councilwoman Lyn Semeta agendize a discussion about the Public Art program in Huntington Beach. Under her item, the City is to consider a new Master Plan approach to the development and deployment of public art installations citywide. This opens the door to the conversation about removing mandatory requirements on the development community and replacing them with freedom-friendly, incentive-based approaches that will be a win for all involved.

City of Irvine
BIA/OC is happy to announce that the "no-growth initiative" in Irvine has failed to qualify for the ballot. The requisite number of signatures was not gathered and thankfully this push to limit home creation and ownership has come to an end.

City of Santa Ana
BIA/OC is concerned in announcing that a rent control ballot initiative has been launched in the City of Santa Ana. While we are early in the process, there is great concern about the damage a rent control measure could have on the community, especially in light of the actions at the State Level to repeal Costa-Hawkins. BIA/OC will remain engaged on this issue providing updates as they become available.

April Government Affairs Committee
The BIA/OC Government Affairs Committee hosted Chairman Andrew Do of the Orange County Board of Supervisors. Chairman Do shared excellent information on his Housing Resolution and all the recent challenges regarding the County's homeless population. Significant policy is being created at the County that will impact all cities in Orange County. Hearing first-hand, front line updates was invaluable for the members in attendance and a huge thank you to Chairman Do for his candid insights.

Kent Norton Joins Psomas Environmental Team
 
ORANGE COUNTY, CA, April 19, 2018 ............ Kent Norton, AICP, REPA, has joined the Psomas Environmental Planning team as a senior project manager. He has 40 years of CEQA/NEPA compliance experience in both the public and private sectors. He most recently prepared the controversial and challenging World Logistics Center Specific Plan EIR in eastern Moreno Valley. Kent has worked on a variety of projects including the subdivision of 13,000 acres in the Barstow area, the Jurupa Valley General Plan, EIRs for several large warehouses, as well as dozens of Phase I ESA reports for hazardous materials. He is a member of the American Institute of Certified Planners (AICP), the American Planning Association (APA), and is also a past State President of the Association of Environmental Planners (AEP).
