Cumberland County Municipal Budget 2018-19
|
|
The Municipality of the County of Cumberland approved its Operations budget in the amount of $29.47 million and its Capital budget in the amount of $9.99 million on May 24, 2018. Council also approved a 5 Year Capital Investment Plan which totals approximately $14.8 million.
As taxpayers, you place your trust in our municipal employees to provide you high quality, efficient services and programs. We do this by managing the budget and identifying future challenges and taking the incentive to prepare now. As a result, we had to increase the residential and commercial tax rates by 13 cents in order to ensure future sustainability.
This increase not only provides funding for programs and services, but also allows the Municipality to undertake capital projects and helps to establish operations reserves.

Low Income Application now available
The Municipality of Cumberland Income Exemption provides assistance to homeowners to help pay their residential property taxes. Qualified applicants will receive a credit which is applied directly to their tax account
To qualify:
- The ratepayer must own and occupy the assessed property as their principal residence
- Annual income from all sources for the 2017 calendar year for all household members must be equal to or less than $20, 803
- The Municipality requires a copy of the prior year's Canada Revenue Agency Notice of Assessment for all household members prior to approving an application
The exemption value:
- When the total household income is less than $18,373 the exemption shall be $314.
- When the total household income is between $18,374 and $20,803 the exemption shall be $217.

3rd Annual Energy Symposium Update
The 3rd Annual Cumberland Energy Symposium was held Thursday, May 24th, 2018, at the Dr. Carson and Marion Murray Centre in Springhill. The Symposium saw 70+ participants, that were made up of residents, volunteers, and members from the Municipality of the County of Cumberland. Organizations such as the Centre for Local Prosperity, NSCC, Fundy Ocean Research Centre for Education, Atlantica Centre for Energy, the Clean Foundation, and more, were all present.
Questions were posed, discussions were generated, and the passion was fierce. We hope everyone enjoyed the 3rd Annual Cumberland Energy Symposium. Whether you were captured by the documentary "Climate Change and the Human Prospect", you took part in the panel discussion, or you made connections at our networking events, we hope you walked away having learned something. Don't forget to keep the climate change conversation going!

sea level rise and the Tantramar Marsh Dykes.
During the month of April, Anne Casselman, an independent writer, contacted several Municipal representatives from the Town and County to acquire information on what consequences sea level rise over topping the dyke poses to the region and the entire country. Walrus Magazine, a Canadian general interest magazine, will have this article printed in one of their summer issues.

Diversity and Community Capacity Fund
The Diversity and Community Capacity Fund invests in diversity promotion and social equity activities as well as the capacity-building efforts of organizations that represent traditionally marginalized groups.
Program Goals
* build the capacity of organizations that represent traditionally marginalized groups;
* support diversity promotion and social equity activities; and
* integrate diversity and social equity perspectives and programming within community-based organizations

The New Horizons for Seniors Program
The New Horizons for Seniors Program (NHSP) supports projects that are designed by and for seniors. It is designed to help seniors improve the quality of life in their communities by participating in social activities and leading active lives.
Eligible applicants may receive up to $25,000 in the form of a grant under the Community-based Projects Component and up to $5,000 in the form of a grant under the Small grants Initiative Pilot. Projects must address one or more of the
program's five objectives
.
The Department also has introduced the following three national-level priorities inspired by the desire to solicit applications designed by seniors, for seniors:
- Projects that would benefit vulnerable seniors populations;
- Projects focusing on the diversity of Canada's seniors; and,
- Projects that would use volunteerism to increase an organization's capacity.
NEW PILOT- Small grants Initiative
This year, NHSP is testing new ways to expand support to seniors organizations that have projects for their vulnerable population including those that have not received funding in the last five years (since 2012-2013 Call for proposals). These organizations can apply for the s
mall grants up to $5,000
per project or for the Community-based funding of up to $25,000 (but not for both). In the context of Small grants Initiative, priority will be given to projects for seniors and meet at least one of the three national priorities.
Under the Small grants Initiative, three sub-streams are proposed:
- IT equipment upgrade: to purchase computers or tablets;
- Capital assets for current or new activities; and,
- Projects that increase volunteerism, mentoring, and social inclusion.

The Jumpstart Parasport Fund is a joint program between Canadian Tire Jumpstart Charities and the Canadian Paralympic Committee with the goal to create greater opportunities for sport and play for children with disabilities. In 2017, 35 organizations across Canada were selected to receive a grant through the Parasport Jumpstart Fund, with programs focused on fundamentals, developing new parasport programming, and expanding existing parasport programs.
The application period will close on June 25, 2018 at 11:59 pm ET. Exceptions to the deadline cannot be made. Keep in mind that applications received by email will not be considered.

The Culture Innovation Fund invests in initiatives and projects carried out by organizations, partnerships, and collaborations working to use creativity and our diverse culture to address social issues and opportunities within communities.
The fund also supports initiatives intended to strengthen the role of Nova Scotia's museums and libraries.
When you submit your proposal to the Culture Innovation Fund, you will need to demonstrate how your project(s) will achieve any of the following:
- Further the objectives of Nova Scotia's Culture Action Plan: Creativity and Community.
- Foster creativity, diversity, and cultural expression.
- Enhance the well-being of Nova Scotians and our communities in various ways, including
- social (co-operation and networking, relationships of trust, collaboration, etc.)
- human (skills, knowledge, employability, health, etc.)
- economic (finances, business growth, new markets, etc.)
- physical (community assets, transportation, environment, etc.)
- Create change for the better using culture: its creation, expression, sharing, and celebration.
- Enhance the role of museums and libraries.

Glooscap Campground and RV
|

Glooscap Campground and RV is located on the beautiful Bay of Fundy in picturesque Parrsboro. From here, you can discover miles of hiking trails, numerous beaches, and spectacular scenery. Parrsboro is also a convenient base for short trips along the Bay of Fundy and through the Annapolis Valley region, taking in such sights as the UNESCO World Heritage Site at Joggins Fossil Cliffs, the Anne Murray Centre in Springhill, the lighthouse at Cape d'Or, and Cape Chignecto Provincial Park.
Our campground offers 46 overnight sites, either unserviced or with electrical and water hook-up, as well as 31 seasonal sites. There's lots of room for slideouts. We are an open and wooded campground and provide the following guest amenities: pit toilets, washrooms, pay showers, a disposal station, wood, ice, a rec hall with free Wi-Fi, a playground, and a sand beach. Activities include fishing and hiking, and golf is nearby. Pets are welcome, but they must be kept on a leash and owners must clean up after them
