The next iteration of the Accountable Care Collaborative (ACC) will begin July 1, 2018. The goals of the next phase are to improve member health and reduce costs.

In November 2017, the Department announced the awards for the seven Regional Accountable Entity (RAE) contracts. The Department has made available the contact information, proposals  and contracts for each of the entities on CO.gov/HCPF/ACCPhase2

Key Milestone Updates
Section 1915(b) Waiver Approved
The Centers for Medicare and Medicaid Services (CMS) approved the Department's Section 1915(b) Waiver  for ACC Phase II on May 21, 2018. This waiver provides the federal authority to establish the ACC as a mandatory program and to create single regional managed care entities responsible for promoting physical and behavioral health for members. The waiver replaces the previous Behavioral Health Organization (BHO) waiver.

Attribution & Enrollment Letters
Colorado interChange has processed the initial attribution and enrollment of all members. The Department is working with the RAEs to review and make any necessary adjustments to the initial attribution files. Starting this month, Health First Colorado members will begin receiving letters indicating a member's attribution and enrollment. Information about the letters can be found on our Member Messaging Resources Center on CO.gov/HCPF/ACCPhase2 .

Member Assignments in the Provider Web Portal
When   confirming a member's eligibility , providers may begin seeing future managed care assignments effective July 1, 2018 in the Provider Web Portal.
 
The member managed care and primary care medical provider (PCMP) assignments listed in the Provider Web Portal are not finalized. We ask providers and members not to contact Health First Colorado Enrollment to change their assigned primary care provider based on the information currently listed in the Provider Web Portal.
 
The Department is continuing to refine the member attribution and assignment processes in the Colorado interChange. The Department is also working with RAEs to review the future assignments.

What RAE Contracted PCMPs Can Expect
  • Primary care medical providers who have contracted with a RAE may be contacted by their RAE to review their member assignments.
  • Providers may continue to see changes to member assignments over the next few weeks.
  • Member assignments effective July 1 will not be finalized until mid-June.
Providers should contact the RAE with whom they are contracted with questions about their member assignments.

Short-term Behavioral Health Services in Primary Care Setting Guidance
Starting July 1, 2018, the Department will increase access to short-term behavioral health (mental health and substance use disorder) services within the primary care setting. Health First Colorado members will be able to receive short-term behavioral health services provided by a licensed behavioral health clinician working as part of a member's PCMP.

Member Communications
The Department has begun developing a Member Messaging Resource Center for our partners on CO.gov/HCPF/ACCPhase2 . This resource center will provide you the latest information and messaging for Health First Colorado members related to the ACC. The following resources are available now:

We will regularly add to the resource center, so check back often.

Submitting Questions
At this time, we ask that members, providers and other interested parties start by contacting their RAE if they have questions. In addition, interested parties can submit their questions to the Department using this  form .

The Department will not be able to respond directly to all inquiries but will direct questions to the appropriate entity while we work closely with the RAEs and other contractors to address critical issues. The Department will continue to use the questions submitted to tailor upcoming communications and resources.
 
We ask for everyone's cooperation as we work to identify and resolve critical issues.
