Quality and Performance - Holding PHPs Accountable in Medicaid

A key question is answered by the draft NC DHHS Quality Strategy and concept paper - how will Prepaid Health Plans (PHPs) be held accountable in the Medicaid/Health Choice managed care structure for quality services?
According to the recent paper, accountability will be related to performance measures that will also impact providers, and PHPs will have to work in partnership with their provider networks to meet these performance standards. This Quality Strategy is only related to the Standard Plan, and NC DHHS notes that it intends to have other performance measures in place for the BH/I-DD Tailored Plan and other plans. The concept paper states, "The Department's goal is to improve the health of North Carolinians through an innovative, whole-person centered and well-coordinated system of care, which addresses both medical and non-medical drivers of health." NC DHHS sets forth three overarching goals:

Vision for Long-Term Services and Supports
Long term services and supports will be part of Medicaid Transformation. This is an area of concern for many individuals with intellectual and developmental disabilities, as these services and supports are many times required for a lifetime.

Integrating Social Determinants of Health into Medicaid Transformation
Food insecurities, housing instability, unmet transportation needs and interpersonal violence all have an impact on a person's health and well-being and ultimately will impact the cost and success of the health care they receive. NC DHHS has outlined its plans to address social determinants of health (SDOH) within the new Medicaid program. The
concept paper on the topic has been released, and feedback is due by April 27th.

According to Executive Director Mary Hooper, "i2i intentionally chose not to utilize a membership model in order to truly reflect and nurture the collaborative culture and work defined in our mission and vision. To bring together stakeholders - thought leaders, service providers and managers, consumers, and state and local leaders - to understand and make integrative care a reality requires a neutral setting and strong non-biased facilitation, and that's what we plan to do. And to help make these efforts a reality, we've created the i2i Support Program.

i2i to Host Behavioral/IDD Training for Legislators

To assist legislators in better understanding the workings of the MH/IDD/SUD system and the impact legislative changes may have on the system, the i2i Center will host
Nuts and Bolts of Behavioral Health and I-DD for Legislators a training and breakfast on May 17th.
Presenters for the event will include i2i Executive Director Mary Hooper, who will provide an update on our new mission and focus. Leza Wainwright, CEO at Trillium and i2i Board Member, will cover payment and funding of the current system as well as the impact of the proposed Medicaid Standard and Tailored Plans on the future funding structure. Victor Armstrong, Vice President of Behavioral Health at Atrium Health (formerly Carolinas Healthcare System) and i2i Board Member, will discuss integrated whole person care and how we can best achieve this.
