Last Week in Review
There was a flurry of healthcare-related legislative activity last week as members scrambled to get their bills out of committee. Below are some of the key highlights. For a full list of bills out of committee that we are tracking, click here.
- Rep. Guzzardi was unable to get his Prescription Drug Affordability Board (HB3493) out of committee last week, while Rep. Flowers HB156 (prescription drug pricing transparency) passed out on a party-line vote. The Chamber opposed both bills.
- In House Labor, Rep. Crespo moved his nurse staffing mandate out of committee (HB2604) but indicated he would still be open to working with hospitals to address concerns. The Chamber opposed as the legislation will significantly increase cost pressures on the healthcare system.
- Rep. Flowers passed her Medicare for All bill (HB8) out of House Appropriations-Human Services last week, but the act is mostly symbolic as there appears to be little interest for a floor vote.
- Negotiations continue with Sen. Castro on her post-partum maternity insurance mandate (SB1909). We are currently review proposed counter language to what industry gave to the Senator. Rep. Harris' PBM licensure bill, HB465, also has negotiations occurring with PBMs and the insurance industry.
- HB889, Rep. Swanson's experimental treatment mandate for Lyme Disease, passed the House and is now in the Senate. The Chamber continues to oppose insurance mandates for experimental treatments as there isn't peer-reviewed data justifying the requirement.
- HB466 had a last-minute amendment that required commercial insurance to cover substance abuse treatments that are covered by Medicaid. This is particularly problematic bill, but the sponsor has offered to narrow the scope of her legislation.
