This month's Envision Eugene Newsletter provides updates on the Land Use Code Audit, Urban Reserves planning, and the River Road - Santa Clara Neighborhood Plan. Save the date for the next Making It Happen! Project Fair on Wednesday June 5, which will feature several projects from across the City—plus enjoy fun activities for the whole family. The
Housing Tools and Strategies
working group process identified an audit of Eugene’s Land Use Code, to identify regulatory and process barriers, as a priority item with high agreement within the group. The City applied for and was awarded a grant for technical assistance from the Department of Land Conservation and Development (DLCD).
The
Envision Eugene Recommendation (2012)
includes a commitment to provide housing affordable to all income levels. The State identified Eugene as a priority city because it has a population where at least 25 percent of renter households are “severely rent-burdened,” spending more than 50 percent of their income on housing and utilities. The funding is allowing consultants, Angelo Planning Group, to complete a code audit to help ensure the zoning code allows, and does not include barriers to, development of housing for all income levels, as identified in the City’s 2017 Housing Needs Analysis.
The audit will provide a detailed assessment of the barriers to development and design issues for accessory dwelling units and "missing middle housing," including small lot detached houses, cottage cluster, plexes, townhouses, row house, courtyard apartments and other small-scale multi-family up to 20 units.
On March 18th, Angelo Planning Group,
presented an overview
of the project scope and methodology developed to analyze the City’s comprehensive plan, land use code and other land development documents and regulations. The Planning Commission provided input on the scope and methodology of the analysis to be incorporated into the draft audit.
The Planning Commission will review the draft audit on Monday, April 22nd at 11:30 am in the Atrium, Sloat Room. Public comment will be welcome at the beginning of the meeting. When the draft audit is ready for review, it will be available online:

Urban Reserves: Land Supply Model Results and EETAC Update
|

The Urban Reserves technical analysis is making progress! Staff has developed a Land Supply Model that classifies the land within our Study Area to help us identify areas for potential urban reserves. The model categorizes the study area into five different types of land: Committed, Protected, Developed, Partially Vacant, and Undeveloped. Committed and Protected lands will be removed from consideration because they contain protected resources or are committed to other uses, such as for government and schools.
A capacity analysis is underway which will help us identify, generally, how many homes, jobs and parks could be accommodated on the developable land throughout the study area. A suitability analysis is the next step to help us further focus in on the best areas for urban reserves.
The Envision Eugene Technical Advisory Committee (EETAC) continues to review this work. They met on February 21st and gave a unanimous vote of support for the Land Model methodology. On March 21st, they delved further into the capacity analysis and its implications. Their next meeting is April 18 at 5:30 in the Saul Room of the Atrium Building, 99 W 10th Avenue. Visit

River Road - Santa Clara Neighborhood Plan

Mark you calendars for Community Event #3: Planning in Action!
|
Hundreds of neighbors have provided input on their hopes for the future of River Road and Santa Clara. Neighborhood volunteers used that input to create a neighborhood vision, showing how residents want River Road and Santa Clara to look and feel twenty years from now. In the fall of 2018, neighbors started writing policies to turn that neighborhood vision into a reality. They also brainstormed actions that would support those policies on the ground.
The next community event is a chance to make sure the draft policies accurately reflect what we have heard from neighbors. It is also a chance to review and suggest actions to implement them.
When: Sunday, April 7th, open house 2:30-3 pm, workshop 3-5 pm -

The outcome of our work together will be a Neighborhood Plan adopted by the City of Eugene and Lane County. The plan will focus on five main topic areas: land use planning, economic development, parks and natural resources, transportation and community. We have held a large community event for each phase of the project, and this one marks the transition from policy writing to action planning. Come meet your neighbors and help shape the future of your neighborhood!

Are you interested in a variety of City projects that are working to implement our community vision? We know that many of you are. So, we are holding an event at the Downtown Library on Wednesday, June 5th where you can learn about urban reserves planning, the downtown riverfront, Moving Ahead and a variety of other projects we are working on. Stop by, ask questions and get involved—plus enjoy fun activities for the whole family! Complete a scavenger hunt by visiting project booths and be entered into a drawing to win great prizes! This is open-house style and you are welcome to come for all or a portion of the event.
