City Code 3.96 Update - Neighborhood Associations Removed from City Code
 
The 3.96 Code Change Committee met July 18 to complete the work of making changes to City Code, Title 3.96. The existing Code (in effect until Council approves this new version), creates a framework by which the people of the City of Portland may effectively participate in civic affairs and work to improve the livability and character of their Neighborhoods and the City.

The New Code language eliminates Neighborhood Associations from the code along with all standards for community engagement! It has been very difficult getting information out because the process has not been transparent. The code changes are finally posted on the website (with a footer that states "This document is not draft code recommendation"). 

We still have not seen the final language.  The Director of Civic Life, Suk Rhee (working for Commissioner Chloe Eudaly), plans to have the final language complete and ready for City Council the first week in September. Many are asking for a 45 day review and a robust outreach for citizen participation.

SW Neighborhood Association Summit
 
A SW Neighborhood Association Summit will be held July 31 at 7pm in the Auditorium of the Multnomah Arts Center. The purpose of the summit is to develop a solution oriented position to present to City Council and others. This meeting is open to EVERYONE!

Homestead Neighborhood Association Provides Testimony for the Record Regarding the OHSU Hospital Expansion and Increasing Traffic through Our Neighborhood Streets
 
The Homestead Neighborhood Association met with OHSU Consultants on July 2nd to ask questions about the Traffic Impact Study that has been submitted for the proposed Hospital Expansion. The proposal is currently being reviewed by Planning Bureau staff and the report will be published by Friday July 26.

Homestead sent the following letter with concerns about the Impact Study methods and criteria as well as our concerns with the adverse traffic impacts occurring on neighborhood streets.

After the report is released the next step is meeting with the City's Hearings Officer on Monday, August 5th at 9am.

Update on Terwilliger Park Play Equipment

I recently spoke with Earl Strayley from the Park Bureau. The structure manufacturer is sending parts for the equipment. The Park Bureau will then complete the refurbishing and reinstall the structure. No ETA as yet; it will depend on how quickly the parts are sent and the Park Bureau work load. But the structure will return!
