Request for Information - PUBLIC COMMENT PERIOD EXTENDED

The Colorado Office of eHealth Innovation (OeHI) and the Department of Health Care Policy and Financing (HCPF) are requesting information on Service/Systems Integration for both Medicaid projects and programs and Colorado's Health IT Roadmap Efforts. The public comment period is through November 18th.

Any individual, stakeholder group, vendor, or company is encouraged to offer written comments for consideration.

The Office of eHealth Innovation and the eHealth Commission submitted public comments to the U.S. Department of Health and Human Services (HHS) in response to the Substance Abuse and Mental Health Services Administration (SAMHSA) proposed regulation SAMHSA-4162-20 RIN 0930-AA32. The proposed regulation affects the confidentiality of Substance Use Disorder (SUD) patient records. Overall OeHI and the eHealth Commission are supportive of SAMHSA's proposed rules and the coordination of care with sharing health information as long as individual protections are in place for those seeking treatment.

Senate Bill 19-073 requires the Colorado Department of Public Health and Environment (CDPHE) to contract with one or more Colorado Health Information Organizations for the creation, administration, and maintenance of a statewide electronic system that allows qualified individuals to upload and access advance medical directives.

Advance Care Planning (ACP) documents include Medical Orders for Scope of Treatment (MOST), directive relating to cardiopulmonary resuscitation, and Medical Durable Power of Attorney.

The purpose of the survey is to research existing electronic processes for uploading, storing, sharing, and accessing Advance Care Planning documents. Our goal is to build a statewide advance directive registry, but we understand that there are existing efforts in this area. Your responses will drive functionality for the project so that we don't duplicate processes in the new system.
