Jefferson County Partners with Chamber to Launch
Emergency Relief Grant Program

At yesterday's Jefferson County Commissioner's meeting, the board of commissioners approved the creation of the Jefferson County COVID-19 Small Business/Non-Profit Emergency Relief Grant Program. Funded by a portion of the latest round of CARES Act monies that the county received, the program is aimed at addressing the negative economic impact that the Covid-19 pandemic has had on local businesses and non-profits. The commissioners approved a total of $1 million to fund this new grant program with the individual grant cap being set at $10,000. Assisting in the creation and administration of the program is The Jefferson County Auditor's office and the Jefferson County Chamber of Commerce who will promote it to its membership and the local business community at large and assist in gathering and processing the applications. The Chamber has been working closely with businesses throughout the pandemic and has the capability of communicating and disbursing information quickly and assisting with questions about the application process.
All three County Commissioners were supportive of the program and complimentary of Auditor EJ Conn's work and partnership with the Chamber. "This program will be incredibly helpful to many of our local businesses and is a great way to utilize CARES Act funding, Commissioner Dave Maple commented." Commissioner Tom Gentile noted that while some business types may have done well during the pandemic, others, specifically food and entertainment-related ones along with retailers are still being "crushed." And Commissioner Tom Graham went on to say that "This grant opportunity using Covid funding to help businesses shows the compassionate side of government. This will help save employers and thus save local workers' jobs."
Jefferson County Auditor, EJ Conn commented, "I think this is a great opportunity for Jefferson County to use CARES Act dollars to assist some of the county's small businesses and non-profit organizations that have been devastated by the ongoing negative financial impact of Covid-19."
"Some people may think that things are back to normal in the local business community and that's just not the case for most industries," Tricia Maple-Damewood, Chamber president added. "If this money can help a business survive until they are back on solid ground, it would be such an accomplishment. I appreciate the hard work that the Auditor's office put into this project and the support of the commissioners as well."
Businesses with less 25 or less employees and an annual 2019 revenue that did not exceed $2 million are eligible to apply as are certain types of non-profits. The applications will open on Monday, November 9th and close at midnight on November 29th 2020. All applications will be reviewed by a panel comprised of representatives from the Jefferson County Auditor's office, the Chamber of Commerce and appointments from the Jefferson County Commissioners. Approval and dollar amount will be determined based on eligibility requirements being met and other information provided on the application. Grant monies awarded must be used in accordance with both state guidelines and those outlined in the grant agreement.
Beginning Monday, applicants may apply at both the Jefferson County website (www.jeffersoncountyoh.com/auditor/covid-grant) and the Chamber website (www.jeffersoncountychamber.com). Grant applications may be submitted online at both of these sites as well or printed and returned by mail to: The Jefferson County Auditor's Office, 301 Market Street, Steubenville, Ohio 43952, Attn: Small Business Grant Submissions.
Applicants are asked to review the grant information below as well as frequently asked questions so that they are aware of the eligibility requirements and required documentation prior to the opening of the application process on Monday, November 9th. Chamber members will receive a link on Monday morning that will take them directly to the online application.

DeWine Announces Small Business Relief Grant &
Assistance For Liquor Permit Holders
Chamber partners with BHJ and the Jefferson County Port Authority To Help Local Businesses Apply

Last week, Ohio Governor Mike DeWine announced the approval of $125 million in funding received by the State of Ohio from the federal CARES Act to provide grants of up to $10,000 to small businesses to help them through the current COVID crisis. The program began accepting applications on Monday, November 2, 2020, at 10:00 a.m. Please click here for an overview page and fact sheet and click here for a more detailed outline of the grant - scroll down to click on "Terms & Conditions" to view more. The Chamber is partnering with the Brooke Hancock Jefferson Metropolitan Planning Commission and the Jefferson County Port Authority to not only spread the word about this new program but also to ensure that our local businesses have the help they need to submit their application accurately and on time. You may access the online application at www.businesshelp.ohio.gov. Please note that in order to access the application, you are required to have an "OH/ID" which provides users with secure access to State of Ohio services. If you do not have one and wish to obtain one, click here. If you already have an Ohio Sales Tax Payment login ID, you may use it. Money will be allocated to all 88 counties but is distributed on a first-come, first-served, basis.
In addition, the "Bar and Restaurant Assistance Fund" has also been set up to assist Ohio’s on-premise liquor permit holders with $37.5 million of funding to provide $2,500 grants to all on-premise liquor permit holders. Click here for details on this program. You may qualify for both programs. Accepting the $10,000 grant does not exclude you from the additional $2,500. These applications also opened on Monday, November 2, 2020 at 10:00 a.m. and the deadline is November 23rd.

Update: Small Business Relief
Grant Program Opens
As of 10 a.m. this morning, the Small Business Relief Grant Program has opened, and you can apply by clicking on this link! Below is our write-up on the program from October 23.
Governor DeWine, Lieutenant Governor Husted, Senate President Obhof and Speaker Cupp announced the creation of the Small Business Relief Grant Program.
This program will have $125 million allocated to it and will be eligible to businesses employing no more than 25 individuals.
This program was included in a larger proposal which allocates a total of $429.5 million aimed at providing relief to industries and sectors that have been adversely impacted by COVID-19.

If last night’s election shows anything, it’s that the American democratic process is alive and well. There was historically high turnout with many voting ahead of time.
By one estimate, more than 160 million people voted in this presidential election, some 67% of the voting-eligible population—the highest rate since 1900.
It’s no surprise then, that the votes are still being tallied in many of the races where we endorsed candidates, but we are on track for a very strong slate of pro-business lawmakers committed to responsible governing in the next Congress—on both sides of the aisle.

Today in History
Abraham Lincoln elected president
- November 6, 1860 -
From History.com: Abraham Lincoln is elected the 16th president of the United States over a deeply divided Democratic Party, becoming the first Republican to win the presidency. Lincoln received only 40 percent of the popular vote but handily defeated the three other candidates: Southern Democrat John C. Breckinridge, Constitutional Union candidate John Bell, and Northern Democrat Stephen Douglas, a U.S. senator for Illinois.
Lincoln, a Kentucky-born lawyer and former Whig representative to Congress, first gained national stature during his campaign against Stephen Douglas of Illinois for a U.S. Senate seat in 1858. The senatorial campaign featured a remarkable series of public encounters on the slavery issue, known as the Lincoln-Douglas debates, in which Lincoln argued against the spread of slavery, while Douglas maintained that each territory should have the right to decide whether it would become free or slave. Lincoln lost the Senate race, but his campaign brought national attention to the young Republican Party. In 1860, Lincoln won the party’s presidential nomination.
In the November 1860 election, Lincoln again faced Douglas, who represented the Northern faction of a heavily divided Democratic Party, as well as Breckinridge and Bell. The announcement of Lincoln’s victory signaled the secession of the Southern states, which since the beginning of the year had been publicly threatening secession if the Republicans gained the White House.
By the time of Lincoln’s inauguration on March 4, 1861, seven states had seceded, and the Confederate States of America had been formally established, with Jefferson Davis as its elected president. One month later, the American Civil War began when Confederate forces under General P.G.T. Beauregard opened fire on Union-held Fort Sumter in South Carolina. In 1863, as the tide turned against the Confederacy, Lincoln emancipated the slaves and in 1864 won reelection. In April 1865, he was assassinated by Confederate sympathizer John Wilkes Booth at Ford’s Theatre in Washington, D.C. The attack came only five days after the American Civil War effectively ended with the surrender of Confederate General Robert E. Lee at Appomattox.
For preserving the Union and bringing an end to slavery, and for his unique character and powerful oratory, Lincoln is hailed as one of the greatest American presidents.

Today is National Nachos Day (no joke! Look it up!), and we were wondering how many tortilla chips are sold each year in the U.S. Here's what we found for 2019: "By looking at data from IRI, Chicago for the 52 weeks ending May 31, 2019, the tortilla/tostada chips segment was up by 4.9 percent, taking in $5.5 billion. That tracks well with the overall salty snacks category, which likewise grew 4.9 percent to $24.9 billion."
And who leads the tortilla pack? "Frito-Lay, with its iconic Doritos and Tostitos brands, is the perennial segment leader. Doritos took in $2.4 billion, with an increase of 6.8 percent. Tostitos took in $652.2 million, with an increase of 2.1 percent."
