In late September, I was invited to be part of a legislative roundtable discussion on the topic of School Safety. Organized by the Senate Majority Policy Committee, the forum was led by chairman Senator David Argall and members Senator Bob Mensch, Senator Mike Regan and Representative Craig Staats. The safety of our students and staff is of utmost importance here in the North Penn School District (NPSD) and throughout all schools in Pennsylvania and beyond. I feel it is crucial for me as Superintendent to have a seat at the table when discussing such an important topic. I prefer to be involved in policy setting at the grassroots level and to be proactive rather than reactive to bills and laws that impact how we educate our students, fund our schools and keep our communities safe.

This specific roundtable was scheduled to discuss important laws and proposed bills that impact school safety. Specifically, we spent much time discussing recently enacted legislation, Act 39 of 2018, Act 44 of of 2018 and other legislation recently introduced but not yet enacted. General topics included school security drills, safety hotlines, training and funding.

The issue of funding is an important one. Act 44 created a School Safety and Security Committee that oversees $60 million in safe schools funding. Although this is a substantial amount of money, once you consider the 500 public school districts in the state who will share the funds, the impact decreases. On a positive note, however, in this issue of E-Matters you will read more about a $20,000 grant NPSD recently received from the Pennsylvania Department of Education's Office for Safe Schools for a 2018-19 Safe Schools Targeted Program.

The funding provided by the state is very much appreciated, however, I urged legislators to commit to long-term funding sources specific to safe schools initiatives because this need will never go away. One suggestion I have made prior to and at the roundtable discussion was to develop an Act 1 exception for school safety projects. Currently, if necessary, school districts can tax above the Act 1 index for pension and special education costs. I strongly believe school safety needs should be considered as a possible Act 1 exception and I encouraged our legislators to further investigate this idea.

The variety of people around the table further strengthens the need for not only funding for safe schools but also changes in how we operate. From challenges in ensuring safety on school buses to mental health needs to parent and student rights, the conversation about how we keep our students safe in an ever-changing world is vital.

As your Superintendent, it is my duty and my professional responsibility to not only stay informed about potential and enacted legislation that impact our schools, but to be part of the conversation and be an advocate for NPSD. You will hear more from me this school year on these efforts.

Knights of Honor Class of 2018 

Earlier this year, NPSD announced the selection of three outstanding individuals for the Class of 2018 Knights of Honor to be inducted later this month. These honorees have made significant contributions to the school district, community and/or their chosen career, and therefore bring great honor to the NPSD. 
 
An induction ceremony for the Knights of Honor will be held on Friday, October 26 at 6:00 pm in the NPHS Auditorium. This event is open to the public and all are welcome to attend. RSVPs are recommended. For more information and to RSVP, click here.
 
With the induction ceremony only a few weeks away, the district would like to offer the community the opportunity to learn more about these remarkable individuals and what makes them so truly deserving of this honor. Oak Park and Knapp Elementary Schools Named 2018-2019 Title I Distinguished Schools by PDE 
NPSD is proud to recognize Oak Park and Knapp elementary schools for being named 2018-2019 Title I Distinguished Schools under the designation of "Reward: High Progress" by the Pennsylvania Department of Education (PDE).

Oak Park and Knapp are among 158 Title I schools to be named Distinguished Schools based on the below criterion.

Each year, the Division of Federal Programs honors the top performing Title I schools in Pennsylvania. This year, PDE will be using the approved Elementary and Secondary Education Act (ESEA) Flexibility Waiver designation of "Reward: High Achievement" and "Reward: High Progress." Reward: High Achievement schools are the highest five percent of Title I schools based on English Language Arts (ELA) and math PSSA proficiency that met all four Annual Measurable Objectives (AMOs). Reward: High Progress schools are the highest five percent of Title I schools based on ELA and Math Pennsylvania Value-Added Assessment System (PVAAS) growth that met all four AMOs.

Children's Author J.A. White Holds Narrative Writer's Workshop for York Ave Students

Storytelling can be much more than a standard five-paragraph essay! York Ave Elementary School 5th and 6th grade students recently had the opportunity to work with children's author J.A. White in a narrative writer's workshop.
 
This workshop, funded by the  NPSD Educational Foundation , is part of a year-long project aimed to guide students in the development of their own unique stories. During White's first visit in September, he walked students through his own creative process and helped them begin drafting their own books. Students will continue to work on their stories throughout the year. White will return in the spring to see the students' progress and to help improve their narratives.
 
We wish these students the best of luck on their story writing adventures and look forward to seeing what they come up with this spring!
NPSD Selected to Receive PDE 2018-2019
Safe Schools Targeted Program Grant
NPSD is proud to announce that it has recently been selected by the Pennsylvania Department of Education's (PDE) Office for Safe Schools for a 2018-2019 Safe Schools Targeted Program Grant in the amount of $20,000.

The Safe Schools Targeted Program Grant is an annual grant opportunity open to all school districts. NPSD applied for the grant in July of 2018 with a proposal incorporating current plans with SIGMA Threat Management Associates to assist with developing the district's capabilities surrounding behavioral threat assessment and intervention. According to the PDE Office for Safe Schools, the grant program received more applications for the 2018-2019 school year than ever before, making it a very competitive award. NPSD is among only 60 school districts in the state to receive this prestigious grant and one of only 31 districts to receive the maximum amount of $20,000.

46 NPHS Students Earn Outstanding Recognition in National Merit Scholarship Program

NPSD is proud to recognize 46 students at North Penn High School (NPHS) who were named as semifinalists and commended students in the 64th Annual National Merit Scholarship Program.
 
The National Merit Scholarship Program is an academic competition for recognition and scholarships that began in 1955. High school students enter the National Merit Program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®) which serves as an initial screen of approximately 1.6 million entrants each year-and by meeting published program entry and participation requirements. 
 
Out of the 1.6 million students who took the qualifying test, approximately 34,000 are being recognized as "Commended Students" and 16,000 are named semifinalists. Commended students placed among the top five percent and semifinalists represent less than one percent  of high school seniors in the country who took the PSAT/NMSQT® in 2017. 
 
The NPHS National Merit Scholarship Program commended and semifinalist students and their families were honored for their accomplishments at a breakfast at NPHS on October 11.

NPHS Student Selected as a Member of 2018 All-National Honor Mixed Choir

NPSD is proud to recognize NPHS senior Lindsey Spritzler for being selected as a member of the 2018 All-National Honor Mixed Choir who will perform at the 2018 National Association for Music Education (NAfME) National In-Service Conference November 25 through 28 in Orlando, FL.
 
During the 2017-2018 school year, along with other talented music students across the United States and overseas in military base schools, Lindsey Spritzler practiced with dedication and the help of NPHS Music Department Chair, Mr. Matthew Klenk, to gain a part in the Pennsylvania State Music Honor Ensemble.

And now, senior Lindsey Spritzler will join the "best of the best" as a Soprano I in the NAfME 2018 All-National Honor Mixed Choir at Disney's Coronado Springs Resort at Walt Disney World in Orlando, FL. The Mixed Choir will perform on November 27 in the ballrooms at Disney's Coronado Springs Resort.

Gwyn-Nor Gators Host Literacy Night

Gwyn-Nor Elementary School recently kicked of its Literacy Night with theme of " Reading from Coast to Coast. Student ambassadors shared 2-minute book chats followed by a BYOB (bring your own book & blanket) for families to enjoy a book chosen by their child.
 
Led by Principal Dr. Deb McKay, Reading Specialist Beth Sorgini, Learning Coach Meg Burke and the Gwyn-Nor Home and School Association, Literacy Night served as the kick off event for a school competiton in which students will read a certain number of minutes each day that will translate into miles. These "miles" will be submitted and tracked on a Google Map using the Gwyn-Nor Gator. The Gator will start in Hawaii and the goal is to bring him home by racking up enough "miles" of reading!
NPHS Teacher Selected as
Claes Nobel Educator of Distinction

NPSD is proud to recognize NPHS teacher Mrs. Andrea Lee Roney for being selected as a Claes Nobel Educator of Distinction.
 
Mrs. Roney wears many hats as an educator at NPHS teaching theatre classes including Drama Major, Advanced Acting, Introduction to Acting and Stage Crew. Roney also teaches 10th grade English and an SAT English Prep course. In addition to her busy teaching schedule, Roney serves as the producer and co-director of the NPHS Theatre Program as well as the director of Thespian Troupe #5464.
 
The Claes Nobel Educator of Distinction is a special program of the National Society of High School Scholars (NSHSS) that honors educators worldwide.

NPHS Senior Earns Record American Score on French Baccalauréate National Exam While Studying Abroad

It is with great pride that NPSD shares the accomplishments of North NPHS senior Moira Shoush on her outstanding achievements on the Baccalauréate Exam in Toulouse, France during the 2017-2018 school year.
 
As part of the International Friendship Committee's Foreign Exchange Student Program, Moira spent her junior year abroad studying in Toulouse, France. Before her departure, Moira had shown great promise in her French studies by placing at the top of her Level 3 Honors French Class. Although the French school system can be challenging to navigate, Moira, alongside her French peers, sat for the French Baccalauréate National Exam at the conclusion of the 2017-2018 school year in France.
 
 
NPHS Student Honored for Summer Work with Montgomery County Community College and NASA 

NPHS senior Jude Adham was recently honored by Montgomery County Community College (MCCC) for his participation in the Internet of Things (IoT) Summer Workshop and MCCC. The workshop was composed of a pre-college, college, and university students to prepare an Introduction to the IoT which is now a 3-credit course at the college. 
 
Jude has a strong connection to MCCC which has been afforded to him through NPHS' partnership with the NASA Outreach Program "Engage and Inspire" program. Led by Jean-Jacques Reymond from the Engineering Department Faculty a MCCC, engineering students at NPHS have worked with Reymond on innovation, projects funded by the NASA Outreach Program.
