WARNING! DEADLINES APPROACHING! In case you hadn't noticed, the end of 2018 is speeding toward us! So here are some reminders for PCoRP and PComp members of end of year deadlines that you need to pay attention to right away, and some which are coming up in 2019.

PComp SIP grants for 2018 - each member of the workers' compensation pool has up to $20,000 in grant funds to use (or lose) by the end of 2018. If your annual premium to PComp is $20,000 or less you can receive up to 75 percent of your premium back. Don't wait!

PCoRP Members CRE coverage appeals - as we have noted several times this year, member counties in PCoRP need to let us know about the status of any County Related Entities which are currently included as part of the county's PCoRP coverage. If the CRE's are controlled by the county, and meet PCoRP's other CRE underwriting guidelines, they may remain part of the county's PCoRP coverage. If not, the county should be seeking separate coverage for them. If that has been attempted, and the CRE cannot find separate coverage, the county may appeal to have PCoRP continue to provide coverage through the county. This appeal needs to happen by December 13, 2018. Email the appeal to John Sallade or Barb Zemlock. The email should come from the county or the county's local insurance producer. If the producer sends the appeal, please include a letter from the county noting they agree with the appeal request.

PCoRP Prison Electronic Documentation Project Deadline - this is coming up quickly in 2019! Three years ago the PCoRP board allocated $1.8 million to this project for the members. It is optional for all members who have a jail or detention center. PCoRP members which have not yet signed up for this have until May 31, 2019 to do so - BUT to comply the member must have selected which one of the three vendors to use, and have a signed contract in place (signed by PCoRP, the member and the vendor) - all by May 31, 2019.
These 14 PCoRP members who have prisons have not yet provided us with notice they wish to participate: Beaver, Central Counties Youth Center, Chester, Elk, Erie, Fayette, Greene, Lycoming, McKean, Perry, Potter, Susquehanna, Westmoreland and Wyoming.

PComp Member 25th Anniversary Gift Decision - this year the PComp Board of Directors announced a special anniversary gift to each PComp member:  one free attendee of their choice at the PA Workers' Compensation Bureau Conference, either in June 2018 or June 2019. PComp will pay travel, hotel, meals and registration costs for the attendee.

The 2018 conference was held in June and 12 PComp members sent a representative: Adams, Bedford, Columbia, Elk, Erie, Forest, Jefferson, Juniata, McKean, Perry, Sullivan and Susquehanna Counties. PComp members NOT on that list should contact Linda Rosito to coordinate who will attend in 2019.

The 2019 conference will be June 3 and 4 at the Hershey Lodge and Convention Center. Nearly 1,400 people registered to attend the 2018 conference, representing employers, case managers, third-party administrators, defense/claimant counsel, labor, and others. Attendance at this event promises a sharing of practical, useful and timely information and provides attendees with the unique opportunity to network with other workers' compensation professionals while renewing valuable contacts. Attendees will also have the opportunity to visit with 125 vendors and learn about their workers' compensation-related goods and services.

PCoRP Renewal Applications - PCoRP members please note that your renewal applications need to be completed and returned to Marsha Elmer in early January! You should be working with your local insurance producer on this, as they will need some updated info from you. We compile all this information, and our reinsurance broker then presents it to PCoRP's reinsurers. We meet with the reinsurers in early March to negotiate coverage and pricing, to be ready for the June 1 renewal. The better data we get from every PCoRP members results in more accurate coverage and better pricing!

PCoRP and PComp will be partnering with STOPit Solutions, a technology platform that will help mitigate, deter and control harmful and inappropriate behavior as well as provide transparency within your county or entity. STOPit will be an integral part of your effort to deter and mitigate risks associated with embezzlement, compliance, ethical or legal violations, security threats, HR issues and inappropriate behaviors as well as to provide all employees with a safe and supportive working environment.

STOPit works by providing employees with a mobile app which allows for:
  • - Real-time, anonymous incident reporting from
      employees
  • - Photo and video evidence upload
  • - Access to compliance, legal, HR, and/or
       other resources    
  • - Two-way anonymous communication
PCoRP and PComp members will be provided with access to STOPit Admin, STOPit's back-end incident management system. STOPit Admin offers access to:
  • - Proactively address risks in real-time, before they
       escalate
  • - Follow up with submitters of anonymous
       incidents using STOPit Messenger
  • - Preserve records for compliance and legal
       protection
  • - Measure progress and identify trends with built
       in reporting and analytics tools

Behavioral Based Risk Management 
 
It goes without saying that everyone must recognize their responsibility and accountability for the well-being and safety of each other in the workplace. Even though people do not want to injure themselves or others, they sometimes either deliberately or non-deliberately behave in an unsafe manner. Which begs the question - why? And, what causes employees to do so?

Some safety experts believe the cause of most unsafe behaviors leading to incidents result from poor behavioral choices including a lack of focus, poor attitudes, beliefs, and values or a false sense of security ("it's never going to happen to me.") Incidents resulting in injuries occur because one or all of these choices are made by employees.

Most accidents and injuries result from poor workplace behaviors leading to an unsafe act. These behaviors must and can be controlled through continuous feedback to employees in a positive and constructive manner. The need to constantly remind staff to not be complacent when performing their unique duties is critical. Attention to detail when performing job tasks is a must.

How?

So how can behavior based risk management be effective in your County? Although not all inclusive, the following ideas have been proven effective:

1) Self Managing - Individuals reminding themselves
     the importance of working safely
2) Peer/Team Support - employees within a particular
     work group, department or even inter-department
     working together to share ideas and best practices
     for working safely
3) Labor/Management Cooperation - essential for
     success - working together to identify those
     unwanted behaviors and eliminating
4) Organization Support - Leadership is critical, the
     promoting of positive feedback and opportunities for
     improvement emphasizing the need for staff to
     believe in the importance of a safe work environment

Improving behaviors and attitudes will result in a more productive workforce while increasing employee morale. The return on investment can be tremendous. Employees must evaluate their own beliefs, attitudes and behaviors constantly looking to minimize if not eliminate to avoid workplace incidents.

As a County, be committed, supportive and pro-active and you can expect positive outcomes.
