Pro Wash Grand Opening

On Saturday, April 28, 2018 I celebrated with Delegate Marvin Holmes the grand opening of Pro Wash car wash in Bowie. We wish owners Lemond and Denay Brown great success.
Clean Up, Green Up

I joined residents of the Greenspring Community in Lanham, Maryland for a "District 4 Clean Up, Green Up!" event on Saturday, April 28, 2018. Working together the residents, District 4 staff and I removed over 150 pounds of trash from the common areas and stream located within the community
High Bridge Elementary School Community Day

On April 28, 2018 I participated in a wonderful day of fun with Principal William J. Kelly, students, parents and educators at the annual High Bridge Elementary School's Community Day.
Tulip Grove Elementary School Walk-Thru

Renovations are well underway at Tulip Grove Elementary School! On April 27th, I conducted a walk-thru with Prince George's County Public School staff William Smith, Mark Fossett and Shawn Matlock to see the great changes taking place. This major renovation will include new school space for over 400 students and is set to open during the 2018 - 19 school year.
Knights of St. John's Building Wing Dedication
On April 21st the Knights of St. John's dedicated a new wing of their Hall in Old Town Bowie. The Knights recognized former Business Manager William Jones and Attorney William Shipp for shepherding the project. This new space, made possible by State bond bill funding, will expand their opportunity to provide community events and support.
Prince George's
 Community College Culinary Arts Center Opening

We celebrated the grand opening of the Prince George's Community College Culinary Arts Center on April 19th. This project was fully funded by the Prince George's County government as a learning and community center for generations of entrepreneurs and "foodies" to come. Annual Green Bowie Expo
Stopped by the 6th Annual Green Bowie Expo, hosted by the City of Bowie and the Bowie Lions Club, along with Delegate Geraldine Valentino-Smith at the Kenhill Center on April 14th.
Greenbelt ACE Educators Awards 2018

I was pleased to honor the 2018 Teachers and Professional Staff Awardees at the City of Greenbelt Advisory Committee on Education (ACE) program on March 26th. Great dedication & stories for those serving our children in Greenbelt area schools. 
23rd District Legislative Briefing
I joined with in the 23rd Legislative District Team - Senator Douglas J.J. Peters and Delegates Geraldine Valentino Smith, Marvin E. Holmes, Jr. and Joseph Vallario - on March 26th for their Legislative Briefing at the Bowie Senior Center to discuss State and County issues.
BIRC Spring 5K Run/2K Walk
The District 4 Team participated in the 38th Annual Spring 5K Run/2K Walk hosted by the Bowie Interfaith Recreation Council (BIRC) at the Glenn Dale Splash Park & W, B & A Trail on March 24th. This fun community event financially benefited the Bowie Food Pantry. Thanks to the District 4 Team for participating. It was a great & fun day and congrats to Jarryd for the win!
City of Bowie 2018 Arbor Day Celebration
Conducting the annual tree planting on April 21st with the City Council and Environmental Committee in recognition of Arbor Day in the City of Bowie.
Greenbelt Homes Rain Garden
Congratulations to Greenbelt Homes, Inc., (GHI) on the Earth Day Ribbon Cutting Ceremony for their new community rain garden on April 22nd.
Public Safety Valor Awards Recognition
The County Council recognized Prince George's County Public Safety agencies on March 20th,  in preparation for the 41st Annual Public Safety Valor Awards Luncheon to be held on April 25th. The program honored outstanding members on the Prince George's County Police, Fire & EMS, Corrections Departments, and the Sheriff's Office for acts of valor and courage.

Council Hosts U.S. General Services Administration (GSA)

On March 12th the County Council hosted the new Regional Administrator for the United States General Services Administration (GSA) for a discussion of future opportunities in the County for Federal tenants and leasing, as well as an update on the FBI relocation process.
Benjamin Tasker Middle School Career Day

I was pleased to speak before Ms. Johnson's 6th grade class for Career Day at Benjamin Tasker Middle School on March 7th. Go Tigers!
Eagle Scout Court of Honor

On April 8, it was my pleasure  to  recognize four new Eagle Scouts in the 4th District - Miles Stewart, Christopher Comer and Timothy Hrabinski from Troop 1249 and Daniel Coleman from Troop 9 - at their respective Courts of Honor ceremoniesl.

Welcome to the May 2018 edition of the 4th District Legislative Email Newsletter! The County Council's FY 2019 Budget Review and Adoption Process is underway, and pursuant to the County Charter the Council will adopt a new spending plan for the County by June 1. The new Fiscal Year begins on July 1.   Council Receives County Executive's FY 2019 Proposed Spending; Begins Budget Review and Adoption Process.

The County Council, in our role as fiscal stewards over your tax dollars, is now undertaking a deliberative review of the proposed FY 2019 County Budget submitted by the County Executive in March.

We look forward to working together residents and stakeholders to produce a final budget that reflects our shared priorities for job creation, quality education, affordable healthcare, safer communities and a thriving economy in Prince George's County.

Pursuant to the County Charter, the County Council must adopt a new and balanced spending plan for the County on or before June 1. This process includes work through our Council committees, staff reviews and critically important public engagement. I strongly encourage District 4 residents to remain updated and to participate in scheduled public hearings and meetings.

All Council meetings, including budget sessions, are live-streamed and available for on-demand viewing on the Council's website. Budget Public Hearings

The County Council will conduct budget public hearings on the  Fiscal Year 2019 County Budget, and proposed budgets for the Washington Suburban Sanitary Commission (WSSC) and Maryland-National Capital Park and Planning Commission (M-NCPPC).  Please see this flyer for a quick view of the FY 2019 Budget Process and Timeline, including Public Hearing information.  

County Council Considers Zoning Rewrite Bills

 
The Prince George's County Council presented three bills - Council Bills CB-13-2018, CB-14-2018 and CB-15-2018 - during Council session on April 24, 2018 by request of the Planning Board to officially begin the legislative process of the Zoning Ordinance Rewrite. The County Council, in partnership with the Prince George's County Planning Department, began a comprehensive update of the County's 50-year-old Zoning Ordinance in 2014 to streamline zoning laws, provide additional public input in the development process and create a user-friendly document supporting the County's vision for smart growth, economic development and improved quality of life for residents. The Council is scheduled to conduct several work sessions on each of the bills, a copy of the public meeting flyer is here - flyer.  To view the bills, provide comments and follow the Council's legislative process, please link the Council Zoning Rewrite web portal.

Listening Sessions

I want to express my appreciation to everyone who attended one of the three District 4 Town Hall Listening Sessions held in March. We discussed updates on 4th District priorities, received an overview of the County's fiscal status, provided an update on the Prince George's County Zoning Rewrite, and heard from residents. These meetings offer an important opportunity for conversation with the District 4 community on important issues and concerns.

County Connections Workshop

Council Member Todd Turner and the County's Office of Central Services co-hosted a successful "County Connections" business workshop on March 9, at Bowie State University. Prince George's Chamber of Commerce President David Harrington moderated three panels on private and public contracting, and a panel on financing options for businesses based in the 4th District and Prince George's County.
2006 East Glenn Dale Sector Plan Minor Amendments Approved

On April 3rd, the County Council adopted Council Resolution CR-20-2018 which adopted minor amendments, under the County Zoning Code, to the Adopted 2006 East Glenn Dale Sector Plan to update the plan and strategies for the area between Prospect Hill Road, including the Glenn Dale Golf Course. This was in response to the property owners, as well as the Glenn Dale Citizens Association, to address the potential future development in this area. A joint public hearing between the County Council and Planning Board was held on February 6, 2018 to garner public input and comments and Planning Board supported the recommendations in the resolution. Glenn Dale Hospital Public Meeting

The Maryland-National Capital Park and Planning Commission    (M-NCPPC) Department of Parks and Recreation has announced a Public Meeting on the Glenn Dale Hospital Historic District, to be held May 8, 2018, at the Glenn Dale Golf Course from 7 - 9pm. The meeting will be hosted by Prince George's Council Chair Dannielle M. Glaros (District 3), and Council Member Andrea C. Harrison (District 5) and myself.  Click here to  Print Flyer.

Prince George's Comprehensive Housing Strategy Public Meeting - May 16th
 

The Prince George's Comprehensive Housing Strategy, initiated last year by the County Council and the County's Department of Housing & Community Development (DHCD), will develop an implementable plan that will assess current and future housing needs; consider barriers to home ownership and affordability; regional realities, existing strategies as well as unique local housing and fiscal challenges in Prince George's County. The next public meeting will be held on Wednesday, May 16 at Northwestern High School, 7000 Adelphi Road, Hyattsville, MD 20782. Refreshments 6:30pm - 7:00pm and Roundtable Discussion 7:00pm - 8:30pm. The final Comprehensive Housing Report is due to the County Council and the County Executive by October 2018. Food Truck Frenzy

Please come out for the County's FIRST Food Truck Frenzy at Watkins Park!   Come celebrate Cinco De Mayo with fun games, music, and food trucks! The event is perfect for the whole family! All vendors are local so come support your Prince George's County small businesses. We'll keep you posted about which food trucks will be in attendance by posting a line-up before the event.

Hosted by The DMV Food Truck Association, Maryland-National Capital Park and Planning Commission, Department of Parks and Recreation, and Central Area Operations.  The event will be held on Saturday,  May 5, 2018 at 11:00 am at   Watkins Regional Park in  Upper Marlboro, MD 20774.  For more information, please click on the following link.
  
FAME SUMMER MUSIC & ENRICHMENT PROGRAMS
Registration Closes May 6, 2018

The broad-based Beats Books & Hooks (BBH) program gives students a bird's-eye view of educational and career opportunities in the music industry through an inspirational mix of interactive master classes, guest speakers, and field trip plus an intensive opportunity to take their musicianship to the next level.   As students are introduced to each aspect of the music business, they engage in a real-world exercise to create, build and promote a virtual record label and artist.   Each afternoon, the students' focus turns to developing and refining their skills and technical proficiency as performing instrumentalists through expert instruction, rehearsals, and critiques. The week-long session culminates in individual and group live performances open to the public.

MUSIC & ENRICHMENT PROGRAMS
NEW!  Vocal Workshop 2018.  Rising 7th thru 12th Graders Students will learn many techniques, strengthen and build their vocal capacity, perform sight-reading/sight-singing exercises, collaborate with program participants and/or work independently to create an archival recording of an original composition or cover an existing work(s). Students will learn how to be intentional in their interpretation of lyrics and musical phrasing, creating a polished/refined performance product in the process Improve their execution of performance repertoire in the areas of classical arias/Italian art songs, jazz standards, pop, and theatre. The workshop culminates in live a performance open to the public.

  SUMMER MUSIC TECHNOLOGY
In the technology-rich, creativity-based learning environment of the week-long program students are immersed in music technology as they learn from professional musicians how to compose, mix and master music using industry-standard software and hardware. Over the course of the week, the students compose popular, classical and jazz music using professional-grade digital audio workstations and notation software, learn how to market music products, and develop finished MP3 files of their own compositions for presentation and future use in college and audition portfolios, as well as on social media and self-publishing websites. The session culminates in a presentation open to parents and the community.
