MICIP Data Liaison Clarification
One of the steps that districts have been requested to complete in anticipation of the upcoming MICIP system is to add a MICIP Data Liaison.  A MICIP Data Liaison is the primary contact that will be used for communications regarding data quality for the MICIP system. To configure this role you will need to have authorization access in the MiDataHub Cockpit as a District Superintendent or Superintendent Proxy. If you are not sure who this individual is in your district please email support@midatahub.org and the support team will be able to assist. The Superintendent or Superintendent Proxy will need to login to the Michigan Data Hub Cockpit, and create a new authorization or add the MICIP Data Liaison access to an existing person in the MiDataHub Cockpit. In the near future, Technical Contacts will also be able to add the MiCIP Data Liaison authorization (this will be added in a future update). 

The steps to complete the authorization for a new user (not currently in the MiDataHub cockpit) are below:
  1. Login to the Michigan Data Hub Cockpit (as a Superintendent or Proxy).
  2. Select the “New Authorizations” button under the Manage Authorizations heading.
  3. Enter the full name, and email address of the individual you are assigning this role to. 
  4. Check the checkbox for the MICIP Data Liaison role, and click save.

If you are adding the MICIP Data Liaison authorization to an existing user in the MiDataHub cockpit, simply click the edit button for that user, and select the MICIP Data Liaison checkbox, and click the save button. 
MiDataHub by the Numbers
This year has seen an amazing amount of growth in the use of the Michigan Data Hub. The Current Participation by System chart below will be a recurring feature that shows how the MiDataHub activities are progressing. 
Each of the bars are defined below:
  • Data Hub Participation (765) - This bar indicates the districts who have either e-signed the MiDataHub Data Hosting Agreement or those who have signed up for MiDataHub, of a total of 887 districts in the state.
  • MiDataHub Populated (599) - This bar indicates the number of districts who have live data for one or more school years in MiDataHub. This is a strong indicator that a district has the capability to send data for any year needed.
  • MiStrategyBank Users (513) - The Michigan Strategy Bank started out as a companion to the MiRead application, which addresses the Read by Grade 3 requirements. MiStrategyBank is a repository of research-based instructional strategies to address student learning needs. With the development of the MICIP system, this has been extended to include school improvement strategies. This number of users is expected to grow tremendously in the coming months.
  • MiLaunchPad Federation (445) - Districts federated to MiLaunchpad are able to use their own logins from Google, Microsoft AD, or Azure AD to log into a growing ecosystem of products including the MiDataHub Cockpit, MiRead, MiStrategyBank, MICIP, MiEWIMS and much more. We are now past the halfway point in getting all 887 districts connected.
  • MiDataHub Live 20-21 (408) - This column indicates the number of districts that have live data in the current 2020-21 school year.  
  • MiCIP Agreements (293) - This column indicates the number of districts who have signed the use agreement for the Michigan Integrated Continuous Improvement Process (MICIP) system.  
  • RBG3 Agreements (240) - A consortium consisting of researchers from MSU and U of M, in conjunction with CEPI and MDE have received an IES grant to study the Read by Grade 3 law. This column indicates the number of districts who have given MiDataHub permission to share their data to help determine the impact the law is having.
Return to Learn Benchmark Assessment Requirement
In Public Act 149, which is part of the Return to Learn (RTL) legislation passed this summer, there is a requirement for districts to administer benchmark assessments to all students in grades K-8 in math and reading in the first 9 weeks of school and again at the end of the school year. In order to identify the effect that COVID has had on student learning, the legislation also requires districts to report data so that a statewide report can be provided to the Governor as well as the House and Senate subcommittees on education appropriations. Section 104(12) of the legislation indicates that with the exception of “local benchmark assessments”, districts shall report assessment data to CEPI in aggregate form via the Michigan Data Hub network by June 30, 2021. Since MiDataHub is designed to collect detailed student level data, this will be completed by uploading assessment results from NWEA, iReady, Renaissance STAR and DRC Smarter Balanced Interim Assessments into MiDataHub, where a statewide aggregate by identified subgroups will be computed and provided to CEPI and MDE.  

In order to best assist districts in complying with the RTL benchmark assessment requirement, the MiDataHub team is undertaking a number of steps:
  • An information form has been distributed to districts through the General Education Leadership Network (GELN). This form gathers the assessment plans each district has to address the assessment requirement. This valuable information will allow us to most effectively work with each district to ensure they can report as required. We hope to receive a 100% response rate so that we can assist all districts according to their needs. Because we are looking for a single response from all districts, the distribution via GELN was chosen in order to get the form to the person responsible for coordinating assessments in each district they support. For that reason, the assessment link is not being distributed more widely across multiple statewide distribution groups.
  • We are working with the 4 assessment vendors identified by MDE, which are NWEA, Curriculum Associates (iReady), Renaissance (STAR) and DRC (Smarter Balanced Interim Assessments) to ensure that their data can flow easily into MiDataHub.  
  • We are working towards a goal of getting 100% of districts populated on MiDataHub, as a base level of student data is needed to import assessment data.
  • In order to address districts that have an unsupported SIS, or in some cases no SIS at all, we are developing a Michigan Student Data System (MSDS) import that will allow MiDataHub to be populated from the CEPI MSDS file that all districts have been required to submit each year. That work should be completed by April 1st, and we will begin working with districts in that category at that time. The MSDS import process is not recommended for districts on a SIS capable of full integration, as those systems provide a much better population of data.

Beginning in January 2021, we expect to start offering monthly webinars to overview the process, train on assessment loading details, and answer questions. We will also be monitoring the flow of identified assessments for each district and provide outreach where a district appears to be off-track according to the assessment plans they provided in the information form.

Alert Notifications
​By using the Alert Notifications in MiDataHub users are able to monitor activity occurring in their ODS. Alerts can be configured to notify you when a user has been added, data has not been updated in a set # of days, when integrations have been created, and much more. 
There are 2 unique types of alert notifications available for you to create, and configure in MiDataHub: ​

Scheduled Activity - A Scheduled activity is a predefined set of rules around specific activities within your ODS. As an example you would be able to create a notification when the data in your ODS has not been updated/refreshed in a set # of days. ​

Audited Activity - An audited activity occurs when specific field/fields are modified or updated in your ODS. Examples of the audited activity notification type when API integrations are created, the district status changes, users are added, and many more. ​

Dashboards Update
As you may be aware, the Michigan Data Hub uses a free dashboard tool from the Ed-Fi Alliance to provide information that is stored in MiDataHub in a user-friendly manner for administrators and teachers. Due to the upgrade to Ed-Fi v3.1, there are many pieces of the dashboard that need to be updated so that it can work in the v3.1 environment. Knowing this we have deactivated all the dashboard builds so you don’t receive continuous notifications of failed builds. As soon as the dashboard update work has been completed, we will announce it in our newsletter and turn back on the dashboard builds so that districts may resume using it. At present, we do not have an ETA for completion of that work.
MICIP Readiness Resources
Working in collaboration with the Michigan Data Hub, we have developed a set of resources and tools designed to assist school districts in preparing to access and maximize the use of the MICIP Platform.   
 
The first of these tools is the MICIP Readiness Checklist.   This document helps districts prepare to implement the MICIP Platform.  The checklist contains readiness considerations and steps to ensure that district technology and data systems are configured and connected to MiLaunchPad, MiStrategyBank and MiDataHub. MiLaunchPad and MiStrategyBank are required to access the MICIP Platform. The Michigan DataHub, which is optional, enhances the district experience in MICIP.  The MICIP Readiness Checklist also includes links to informational documents, and step-by-step instructions. 
 
The second resource, the MiDataHub MICIP Data Readiness Tool provides a real-time, automated tool that checks for and reports on many of the essential elements need for districts to access the MICIP Platform.  The tool helps support local data quality by scanning local data in MiDataHub for: 
to help support local data quality efforts. This process ensures that data provided to the MICIP Platform is accurate and actionable.
