Right to Repair Coalition Takes on Vehicle Data in Massachusetts
The Massachusetts Right to Repair Coalition has introduced legislation in the commonwealth protecting consumers' right to own and control the data generated by their vehicle. The bill would require new vehicle manufacturers to equip their vehicles with "an inter-operable, standardized and open access platform across all makes and models that is capable of securely communicating all telematics vehicle data in a standardized format via direct data connection to the platform." The bill would further require that the data be accessible by the owner or lessee of the vehicle through a mobile-based application and upon the authorization of the vehicle owner or lessee, all mechanical data shall be directly accessible by an independent motor vehicle repair facility or franchised dealer.

Right to Repair The proposed legislation seeks to respond to a growing number of vehicle manufacturers requiring their authorization in order to access a vehicle's on-board diagnostic (OBD) system. While these measures seek to provide cybersecurity protections, each car company is pursuing its own proprietary system, thus threatening to significantly increase tooling costs and grant them significant control over access to vehicle repair information. The bill would prohibit the use of any system that restricts access to the OBD port unless the systems are standardized across all makes and models and administered by an entity unaffiliated with a manufacturer.

CAWA Continues to Oppose Nevada's Anti-Aftermarket Parts Bill - AB 173
Our coalition against the anti-aftermarket replacement parts bill continues to speak out to Nevada legislators. Also, at the initial hearing on the bill, which occurred in Carson City (3/08/19), we and our coalition were there to speak out against the bill. Our adversaries and proponents of the bill included the Nevada Collision Industry Association (body shops); the Alliance of Automobile Manufacturers and the New Car Dealers of Nevada. So, the big guns of the OEM's were there to testify.

Rest assured, CAWA and our coalition will do all it can to make sure this bill does not become law in the Silver State. Stay tuned for next steps, key follow-up hearings, calls to action and grassroots efforts. For additional information on our coalition and efforts in Nevada, contact CAWA's Director of Government Affairs, Jennifer Zins at [email protected] or 916.871.0603.

Reminder - Recent Enforcement Actions by the U.S. Environmental Protection Agency (EPA) and California Air Resources Board (CARB) Regarding Emissions Related Products
EPA Reminder: It is illegal to manufacture or market emissions-related products that would knowingly take a street vehicle out of compliance with federal and California clean-air laws. The prohibition applies to everyone in the chain of commerce, from manufacturers to distributors, retailers and installers. Both the EPA and CARB recently announced several settlement agreements with companies that had allegedly marketed illegal emissions-related products. The products included engine programmers, air-intake systems, diesel oxidation catalyst defeat devices, non-approved catalytic converters and other items. Leave of Absence Options Available for New Dads in California
Our employee's wife just had a baby and he is asking us if he can take time off work and how much he will get paid. What are we required to do? We have never had this come up before. Many people think baby bonding applies only to moms, but it also applies to a biological, adoptive or foster care dad, stepdad, legal guardian or someone who stands in the shoes of a dad in relation to care of a baby or child, otherwise known as "loco parentis."
